andrea ruth gundersen political party: The Meaning of Partisanship Jonathan White, Lea Ypi, 2016-09-29 For a century at least, parties have been central to the study of politics. Yet their typical conceptual reduction to a network of power-seeking elites has left many to wonder why parties were ever thought crucial to democracy. This book seeks to retrieve a richer conception of partisanship, drawing on modern political thought and extending it in the light of contemporary democratic theory and practice. Looking beyond the party as organization, the book develops an original account of what it is to be a partisan. It examines the ideas, orientations, obligations, and practices constitutive of partisanship properly understood, and how these intersect with the core features of democratic life. Such an account serves to underline in distinctive fashion why democracy needs its partisans, and puts in relief some of the key trends of contemporary politics. |

andrea ruth gundersen political party: Stranger Citizens John McNelis O'Keefe, 2020-12-15 Stranger Citizens examines how foreign migrants who resided in the United States gave shape to citizenship in the decades after American independence in 1783. During this formative time, lawmakers attempted to shape citizenship and the place of immigrants in the new nation, while granting the national government new powers such as deportation. John McNelis O'Keefe argues that despite the challenges of public and official hostility that they faced in the late 1700s and early 1800s, migrant groups worked through lobbying, engagement with government officials, and public protest to create forms of citizenship that worked for them. This push was made not only by white men immigrating from Europe; immigrants of color were able to secure footholds of rights and citizenship, while migrant women asserted legal independence, challenging traditional notions of women's subordination. Stranger Citizens emphasizes the making of citizenship from the perspectives of migrants themselves, and demonstrates the rich varieties and understandings of citizenship and personhood exercised by foreign migrants and refugees. O'Keefe boldly reverses the top-down model wherein citizenship was constructed only by political leaders and the courts. Thanks to generous funding from the Sustainable History Monograph Pilot and the Mellon Foundation the ebook editions of this book are available as Open Access (OA) volumes from Cornell Open (cornellpress.cornell.edu/cornell-open) and other Open Access repositories. |

andrea ruth gundersen political party: Megaprojects and Risk Bent Flyvbjerg, Nils Bruzelius, Werner Rothengatter, 2003-02-13 Megaprojects and Risk provides the first detailed examination of the phenomenon of megaprojects. It is a fascinating account of how the promoters of multi-billion dollar megaprojects systematically and self-servingly misinform parliaments, the public and the media in order to get projects approved and built. It shows, in unusual depth, how the formula for approval is an unhealthy cocktail of underestimated costs, overestimated revenues, undervalued environmental impacts and overvalued economic development effects. This results in projects that are extremely risky, but where the risk is concealed from MPs, taxpayers and investors. The authors not only explore the problems but also suggest practical solutions drawing on theory, experience and hard, scientific evidence from the several hundred projects in twenty nations and five continents that illustrate the book. Accessibly written, it will be the standard reference for students, scholars, planners, economists, auditors, politicians and interested citizens for many years to come. |
andrea ruth gundersen political party: World Development Report 1994 , 1994 World Development Report 1994 examines the link between infrastructure and development and explores ways in which developing countries can improve both the provision and the quality of infrastructure services. In recent decades, developing countries have made substantial investments in infrastructure, achieving dramatic gains for households and producers by expanding their access to services such as safe water, sanitation, electric power, telecommunications, and transport. Even more infrastructure investment and expansion are needed in order to extend the reach of services - especially to people living in rural areas and to the poor. But as this report shows, the quantity of investment cannot be the exclusive focus of policy. Improving the quality of infrastructure service also is vital. Both quantity and quality improvements are essential to modernize and diversify production, help countries compete internationally, and accommodate rapid urbanization. The report identifies the basic cause of poor past performance as inadequate institutional incentives for improving the provision of infrastructure. To promote more efficient and responsive service delivery, incentives need to be changed through commercial management, competition, and user involvement. Several trends are helping to improve the performance of infrastructure. First, innovation in technology and in the regulatory management of markets makes more diversity possible in the supply of services. Second, an evaluation of the role of government is leading to a shift from direct government provision of services to increasing private sector provision and recent experience in many countries with public-private partnerships is highlighting new ways to increase efficiency and expand services. Third, increased concern about social and environmental sustainability has heightened public interest in infrastructure design and performance. |

andrea ruth gundersen political party: Egalitarian Capitalism Lane Kenworthy, 2004-07-08 Declining participation in labor unions, the movement toward a service-based economy, and increased globalization have cast doubt on the extent to which welfare states can continue to stem inequality in market economies over the long-term. Does the new economy render existing models of social assistance obsolete? Do traditional welfare states hamper economic and employment growth, thereby worsening the plight of the poor? Lane Kenworthy offers a rigorous empirical analysis of these questions in Egalitarian Capitalism. The book examines sixteen industrialized countries in North America, Western Europe, and Scandinavia—each with different approaches to assisting the poor—to see how successful each has been in developing its economy and curbing inequality over the past twenty years. Kenworthy finds that inequality grew in almost all of these countries, from the most progressive to the least. Using simple but powerful statistical tests, he assesses the theory that inequality is necessary to improve economic growth and reduce poverty. He finds no necessary trade-off between equality and economic growth but discovers some evidence that high minimum wages dampen employment growth in private sector services. Kenworthy suggests that without greater private sector employment, public supports may be unable to adequately sustain living standards for the poor. An equitable growth strategy necessitates a balance of policy options: Creating jobs is aided by loose employment regulation, low payroll taxes, and, in some cases, lower real wages for workers at the bottom of the income spectrum. However, high employment is also facilitated by a system that makes work pay with earnings subsidies, workplace flexibilities, financial support for those who are between jobs or unable to work, and universal health and child care coverage. Kenworthy suggests that these strategies, though generally presented as mutually exclusive, could be effectively combined to create a robust, fair economy. Egalitarian Capitalism addresses fundamental questions of national policy with rigorous scholarship and a clarity that makes it accessible to any reader interested in the alleged trade-off between social equity and market efficiency. The book analyzes the viability of traditional welfare regimes and offers sustainable options that can promote egalitarian societies without hampering economic progress. andrea ruth gundersen political party: The Good Country Jon K. Lauck, 2022-11-21 At the center of American history is a hole—a gap where some scholars’ indifference or disdain has too long stood in for the true story of the American Midwest. A first-ever chronicle of the Midwest’s formative century, The Good Country restores this American heartland to its central place in the nation’s history. Jon K. Lauck, the premier historian of the region, puts midwestern “squares” center stage—an unorthodox approach that leads to surprising conclusions. The American Midwest, in Lauck’s cogent account, was the most democratically advanced place in the world during the nineteenth century. The Good Country describes a rich civic culture that prized education, literature, libraries, and the arts; developed a stable social order grounded in Victorian norms, republican virtue, and Christian teachings; and generally put democratic ideals into practice to a greater extent than any nation to date. The outbreak of the Civil War and the fight against the slaveholding South only deepened the Midwest’s dedication to advancing a democratic culture and solidified its regional identity. The “good country” was, of course, not the “perfect country,” and Lauck devotes a chapter to the question of race in the Midwest, finding early examples of overt racism but also discovering a steady march toward racial progress. He also finds many instances of modest reforms enacted through the democratic process and designed to address particular social problems, as well as significant advances for women, who were active in civic affairs and took advantage of the Midwest’s openness to women in higher education. Lauck reaches his conclusions through a measured analysis that weighs historical achievements and injustices, rejects the acrimonious tones of the culture wars, and seeks a new historical discourse grounded in fair readings of the American past. In a trying time of contested politics and culture, his book locates a middle ground, fittingly, in the center of the country. |

andrea ruth gundersen political party: The Oil Kings Andrew Scott Cooper, 2012-09-11 Relying on a rich cache of previously classified notes, transcripts, cables, policy briefs, and memoranda, Andrew Cooper explains how oil drove, even corrupted, American foreign policy during a time when Cold War imperatives still applied, and tells why in the 1970s the U.S. switched its Middle East allegiance from the Shah of Iran to the Saudi royal family. Amid the oil shocks of the early 1970s, there was one man the U.S. could rely on: the Shah of Iran. The Shah sold us oil; we sold him weapons. But the U.S. and other industrialized economies could not tolerate repeated annual double digit increases in oil prices. During the 1976 election campaign, President Gerald Ford decided that he had to find a country that would break the OPEC monopoly and sell the U.S. oil more cheaply. On the advice of Treasury Secretary William Simon -- and against the advice of Secretary of State Henry Kissinger -- Ford made a deal to sell advanced weaponry to the Saudis in exchange for a more moderate price hike in oil. The Shah's economy was destabilized, and disaffected elements mobilized to overthrow him. The U.S. had embarked on a long relationship with the autocratic Saudi kingdom that continues to this day. |
andrea ruth gundersen political party: How Do Economic Growth and Food Inflation Affect Food Insecurity? Mr. Christian Bogmans, Mr. Andrea Pescatori, Ervin Prifti, 2024-09-06 During the global recession of 2020 food insecurity increased substantially in many countries around the world. Fortunately, the surge in food insecurity quickly came to a halt as the world economy returned to its positive growth path, despite double-digit domestic food inflation in most countries. To shed light on the relative importance of income growth and food inflation in driving food insecurity, we employ a heterogeneous-agent model with income inequality, complemented by novel cross-country data for the period 2001-2021. We use external instruments (changes in commodity terms-of-trade, external economic growth, and harvest shocks) to isolate exogenous variation in domestic income growth and ood inflation. Our findings suggest that income growth is the dominant driver of annual variations in food insecurity, while food price inflation plays a somewhat smaller role, aligning with our model predictions. |

Dryzek, 2014-02-06 Climate change presents a large, complex and seemingly intractable set of problems that are unprecedented in their scope and severity. Given that climate governance is generated and experienced internationally, effective global governance is imperative; yet current modes of governance have failed to deliver. Hayley Stevenson and John Dryzek argue that effective collective action depends crucially on questions of democratic legitimacy. Spanning topics of multilateral diplomacy, networked governance, representation, accountability, protest and participation, this book charts the failures and successes of global climate governance to offer fresh proposals for a deliberative system which would enable meaningful communication, inclusion of all affected interests, accountability and effectiveness in dealing with climate change; one of the most vexing issues of our time. |

andrea ruth gundersen political party: Children of the Great Recession Irwin Garfinkel, Sara S. McLanahan, Christopher Wimer, 2016-08-21 Many working families continue to struggle in the aftermath of the Great Recession, the deepest and longest economic downturn since the Great Depression. In Children of the Great Recession, a group of leading scholars draw from a unique study of nearly 5,000 economically and ethnically diverse families in twenty cities to analyze the effects of the Great Recession on parents and young children. By exploring the discrepancies in outcomes between these families—particularly between those headed by parents with college degrees and those without—this timely book shows how the most disadvantaged families have continued to suffer as a result of the Great Recession. Several contributors examine the recession’s impact on the economic well-being of families, including changes to income, poverty levels, and economic insecurity. Irwin Garfinkel and Natasha Pilkauskas find that in cities with high unemployment rates during the recession, incomes for families with a college-educated mother fell by only about 5 percent, whereas families without college degrees experienced income losses three to four times greater. Garfinkel and Pilkauskas also show that the number of non-college-educated families enrolled in federal safety net programs—including Medicaid, the Earned Income Tax Credit, and the Supplemental Nutrition Assistance Program (or food stamps)—grew rapidly in response to the Great Recession. Other researchers examine how parents’ physical and emotional health, relationship stability, and parenting behavior changed over the course of the recession. Janet Currie and Valentina Duque find that while mothers and fathers across all education groups experienced more health problems as a result of the downturn, health disparities by education widened. Daniel Schneider, Sara McLanahan and Kristin Harknett find decreases in marriage and cohabitation rates among less-educated families, and Ronald Mincy and Elia de la Cruz-Toledo show that as unemployment rates increased, nonresident fathers’ child support payments decreased. William Schneider, Jeanne Brooks-Gunn, and Jane Waldfogel show that fluctuations in unemployment rates negatively affected parenting quality and child well-being, particularly for families where the mother did not have a four-year college degree. Although the recession affected most Americans, Children of the Great Recession reveals how vulnerable parents and children paid a higher price. The research in this volume suggests that policies that boost college access and reinforce the safety net could help protect disadvantaged families in times of economic crisis. |

andrea ruth gundersen political party: The Future of Nursing 2020-2030 National Academies of Sciences Engineering and Medicine, Committee on the Future of Nursing 2020-2030, 2021-09-30 The decade ahead will test the nation's nearly 4 million nurses in new and complex ways. Nurses live and work at the intersection of health, education, and communities. Nurses work in a wide array of settings and practice at a range of professional levels. They are often the first and most frequent line of contact with people of all backgrounds and experiences seeking care and they represent the largest of the health care professions. A nation cannot fully thrive until everyone - no matter who they are, where they live, or how much money they make - can live their healthiest possible life, and helping people live their healthiest life is and has always been the essential role of nurses. Nurses have a critical role to play in achieving the goal of health equity, but they need robust education, supportive work environments, and autonomy. Accordingly, at the request of the Robert Wood Johnson Foundation, on behalf of the National Academy of Medicine, an ad hoc committee under the auspices of the National Academies of Sciences, Engineering, and Medicine conducted a study aimed at envisioning and charting a path forward for the nursing profession to help reduce inequities in people's ability to achieve their full health potential. The ultimate goal is the achievement of health equity in the United States built on strengthened nursing capacity and expertise. By leveraging these attributes, nursing will help to create and contribute comprehensively to equitable public health and health care systems that are designed to work for everyone. The Future of Nursing 2020-2030: Charting a Path to Achieve Health Equity explores how nurses can work to reduce health disparities and promote equity, while keeping costs at bay, utilizing technology, and maintaining patient and family-focused care into 2030. This work builds on the foundation set out by The Future of Nursing: Leading Change, Advancing Health (2011) report. |

andrea ruth gundersen political party: Means-Tested Transfer Programs in the United States National Bureau of Economic Research, 2003-10-15 Few United States government programs are as controversial as those designed to aid the poor. From tax credits to medical assistance, aid to needy families is surrounded by debate—on what benefits should be offered, what forms they should take, and how they should be administered. The past few decades, in fact, have seen this debate lead to broad transformations of aid programs themselves, with Aid to Families with Dependent Children replaced by Temporary Assistance to Needy Families, the Earned Income Tax Credit growing from a minor program to one of the most important for low-income families, and Medicaid greatly expanding its eligibility. This volume provides a remarkable overview of how such programs actually work, offering an impressive wealth of information on the nation's nine largest means-tested programs—that is, those in which some test of income forms the basis for participation. For each program, contributors describe origins and goals, summarize policy histories and current rules, and discuss the recipient's characteristics as well as the different types of benefits they receive. Each chapter then provides an overview of scholarly research on each program, bringing together the results of the field's most rigorous statistical examinations. The result is a fascinating portrayal of the evolution and current state of means-tested programs, one that charts a number of shifts in emphasis—the decline of cash assistance, for instance, and the increasing emphasis on work. This exemplary portrait of the nation's safety net will be an invaluable reference for anyone interested in American social policy. |

andrea ruth gundersen political party: Legacies of the War on Poverty Martha J. Bailey, Sheldon Danziger, 2013-07-31 Many believe that the War on Poverty, launched by President Johnson in 1964, ended in failure. In 2010, the official poverty rate was 15 percent, almost as high as when the War on Poverty was declared. Historical and contemporary accounts often portray the War on Poverty as a costly experiment that created doubts about the ability of public policies to address complex social problems. Legacies of the War on Poverty, drawing from fifty years of empirical evidence, documents that this popular view is too negative. The volume offers a balanced assessment of the War on Poverty that highlights some remarkable policy successes and promises to shift the national conversation on poverty in America. Featuring contributions from leading poverty researchers, Legacies of the War on Poverty demonstrates that poverty and racial discrimination would likely have been much greater today if the War on Poverty had not been launched. Chloe Gibbs, Jens Ludwig, and Douglas Miller dispel the notion that the Head Start education program does not work. While its impact on children’s test scores fade, the program contributes to participants’ long-term educational achievement and, importantly, their earnings growth later in life. Elizabeth Cascio and Sarah Reber show that Title I legislation reduced the school funding gap between poorer and richer states and prompted Southern school districts to desegregate, increasing educational opportunity for African Americans. The volume also examines the significant consequences of income support, housing, and health care programs. Jane Waldfogel shows that without the era’s expansion of food stamps and other nutrition programs, the child poverty rate in 2010 would have been three percentage points higher. Kathleen McGarry examines the policies that contributed to a great success of the War on Poverty: the rapid decline in elderly poverty, which fell from 35 percent in 1959 to below 10 percent in 2010. Barbara Wolfe concludes that Medicaid and Community Health Centers contributed to large reductions in infant mortality and increased life expectancy. Katherine Swartz finds that Medicare and Medicaid increased access to health care among the elderly and reduced the risk that they could not afford care or that obtaining it would bankrupt them and their families. Legacies of the War on Poverty demonstrates that well-designed government programs can reduce poverty, racial discrimination, and material hardships. This insightful volume refutes pessimism about the effects of social policies and provides new lessons about what more can be done to improve the lives of the poor. |

andrea ruth gundersen political party: Fortunes of Feminism Nancy Fraser, 2013-04-09 Nancy Fraser’s major new book traces the feminist movement’s evolution since the 1970s and anticipates a new—radical and egalitarian—phase of feminist thought and action. During the ferment of the New Left, “Second Wave” feminism emerged as a struggle for women’s liberation and took its place alongside other radical movements that were questioning core features of capitalist society. But feminism’s subsequent immersion in identity politics coincided with a decline in its utopian energies and the rise of neoliberalism. Now, foreseeing a revival in the movement, Fraser argues for a reinvigorated feminist radicalism able to address the global economic crisis. Feminism can be a force working in concert with other egalitarian movements in the struggle to bring the economy under democratic control, while building on the visionary potential of the earlier waves of women’s liberation. This powerful new account is set to become a landmark of feminist thought. |
