Dominant explanations have ignored the bureaucratic divisions and personality conflicts inside the US state. This book rectifies this weakness in commentary on Afghanistan by exploring the significant role of these divisions in the US’s difficulties in the country that meant the battle was virtually lost before it even began. The main objective of the book is to deepen readers understanding of the impact of bureaucratic politics on nation-building in Afghanistan, focusing primarily on the Bush Administration. It rejects the ’rational actor’ model, according to which the US functions as a coherent, monolithic agent. Instead, internal divisions within the foreign policy bureaucracy are explored, to build up a picture of the internal tensions and contradictions that bedevilled US nation-building efforts. Yet despite its dominant cultural and industrial positions, Star Wars has rarely been the topic of sustained critical work. Star Wars and the History of Transmedia Storytelling offers a corrective to this oversight by curating essays from a wide range of interdisciplinary scholars in order to bring Star Wars and its transmedia narratives more fully into the fold of media and cultural studies. This book explores the social history of the anti-vivisection movement in Britain from its nineteenth-century beginnings until the 1960s. It discusses the ethical principles that inspired the movement and the socio-political background that explains its rise and fall. Opposition to vivisection began when medical practitioners complained it was contrary to the compassionate ethos of their profession. Christian anti-cruelty organizations took up the cause out of concern that callousness among the professional classes would have a demoralizing effect on the rest of society. As the nineteenth century drew to a close, the influence of transcendentalism, Eastern religions and the spiritual revival led new age social reformers to champion a more holistic approach to science, and dismiss reliance on vivisection as a materialistic oversimplification. In response, scientists claimed it was necessary to remain objective and unemotional in order to perform the experiments necessary for medical progress. |

Moments of mass mobilization astound us. As a sea of protesters fills the streets, observers scramble to understand this extraordinary political act by 'ordinary' citizens. This study presents a paired comparison of two 'moments' of mass mobilization, in Ukraine and Argentina. The two cases are compared and analyzed on a cross-temporal and an inter-regional basis, thereby offering two critical cases in response to assumptions that the processes and patterns of mobilization, and democratization politics more broadly, are region specific. This study challenges political science's focus on elites and structural factors in the study of political participation during democratization. |
ashley eckstein guided by the light: Frontiers of Multimedia Research Shih-Fu Chang, 2018-01-03 The field of multimedia is unique in offering a rich and dynamic forum for researchers from “traditional” fields to collaborate and develop new solutions and knowledge that transcend the boundaries of individual disciplines. Despite the prolific research activities and outcomes, however, few efforts have been made to develop books that serve as an introduction to the rich spectrum of topics covered by this broad field. A few books are available that either focus on specific subfields or basic background in multimedia. Tutorial-style materials covering the active topics being pursued by the leading researchers at frontiers of the field are currently lacking. In 2015, ACM SIGMM, the special interest group on multimedia, launched a new initiative to address this void by selecting and inviting 12 rising-star speakers from different subfields of multimedia research to deliver plenary tutorial-style talks at the ACM Multimedia conference for 2015. Each speaker discussed the challenges and state-of-the-art developments of their prospective research areas in a general manner to the broad community. The covered topics were comprehensive, including multimedia content understanding, multimodal human-human and human-computer interaction, multimedia social media, and multimedia system architecture and deployment. Following the very positive responses to these talks, the speakers were invited to expand the content covered in their talks into chapters that can be used as reference material for researchers, students, and practitioners. Each chapter discusses the problems, technical challenges, state-of-the-art approaches and performances, open issues, and promising direction for future work. Collectively, the chapters provide an excellent sampling of major topics addressed by the community as a whole. This book, capturing some of the outcomes of such efforts, is well positioned to fill the aforementioned needs in providing tutorial-style reference materials for frontier topics in multimedia. At the same time, the speed and sophistication required of data processing have grown. In addition to simple queries, complex algorithms like machine learning and graph analysis are becoming common. And in addition to batch processing, streaming analysis of real-time data is required to let organizations take timely action. Future computing platforms will need to not only scale out traditional workloads, but support these new applications too. This book, a revised version of the 2014 ACM Dissertation Award winning dissertation, proposes an architecture for cluster computing systems that can tackle emerging data processing workloads at scale. Whereas early cluster computing systems, like MapReduce, handled batch processing, our architecture also enables streaming and interactive queries, while keeping MapReduce's scalability and fault tolerance. And whereas most deployed systems only support simple one-pass computations (e.g., SQL queries), ours also extends to the multi-pass algorithms required for complex analytics like machine learning. Finally, unlike the specialized systems proposed for some of these workloads, our architecture allows these computations to be combined, enabling rich new applications that intermix, for example, streaming and batch processing. We achieve these results through a simple extension to MapReduce that adds primitives for data sharing, called Resilient Distributed Datasets (RDDs). We show that this is enough to capture a wide range of workloads. We implement RDDs in the open source Spark system, which we evaluate using synthetic and real workloads. Spark matches or exceeds the performance of specialized systems in many domains, while offering stronger fault tolerance properties and allowing these workloads to be combined. Finally, we examine the generality of RDDs from both a theoretical modeling perspective and a systems perspective. This version of the dissertation makes corrections throughout the text and adds a new section on the evolution of Apache Spark in industry since 2014. On April 22, 1915, the German military released 150 tons of chlorine gas at Ypres, Belgium. Carried by a long-awaited wind, the chlorine cloud passed within a few minutes through the British and French trenches, leaving behind at least 1,000 dead and 4,000 injured. This chemical attack, which amounted to the first use of a weapon of mass destruction, marks a turning point in world history. The preparation as well as the execution of the gas attack was orchestrated by Fritz Haber, the director of the Kaiser Wilhelm Institute for Physical Chemistry and Electrochemistry in Berlin-Dahlem. During World War I, Haber transformed his research institute into a center for the development of chemical weapons (and of the means of protection against them). Bretislav Friedrich and Martin Wolf (Fritz Haber Institute of the Max Planck Society, the successor institution of Haber’s institute) together with Dieter Hoffmann, Jürgen Renn, and Florian Schmaltz (Max Planck Institute for the History of Science) organized an international symposium to commemorate the centenary of the infamous chemical attack. The symposium examined crucial facets of chemical warfare from the first research on and deployment of chemical weapons in WWI to the development and use of chemical warfare during the century hence. The focus was on scientific, ethical, legal, and political issues of chemical weapons research and deployment — including the issue of dual use — as well as the ongoing effort to control the possession of chemical weapons and to ultimately achieve their elimination. The volume consists of papers presented at the symposium and supplemented by additional articles that together cover key aspects of chemical warfare from 22 April 1915 until the summer of 2015. |

ashley eckstein guided by the light: Renewed Great Power Competition Ronald O'Rourke, 2019-08-22 World events in recent years have led observers, particularly since late 2013, to conclude that the international security environment in recent years has undergone a shift from the post-Cold War era that began in the late 1980s and early 1990s, also sometimes known as the unipolar moment (with the United States as the unipolar power), to a new and different situation that features, among other things, renewed great power competition with China and Russia and challenges by these two countries and others to elements of the U.S.-led international order that has operated since World War II. The shift to renewed great power competition has become a major factor in the debate over future U.S. defense spending levels, and has led to new or renewed emphasis on the following in discussions of U.S. defense strategy, plans, and programs: * grand strategy and geopolitics as part of the context for discussing U.S. defense budgets, plans, and programs; * nuclear weapons and nuclear deterrence;* new U.S. military service operational concepts;* U.S. and NATO military capabilities in Europe;* capabilities for conducting so-called high-end conventional warfare (i.e., largescale, high-intensity, technologically sophisticated warfare) against countries such as China and Russia; * maintaining U.S. technological superiority in conventional weapons;* speed of weapon system development and deployment as a measure of merit in defense acquisition policy;* mobilization capabilities for an extended-length large-scale conflict against an adversary such as China or Russia;* minimizing reliance in U.S. military systems on components and materials from Russia and China; and* capabilities for countering so-called hybrid warfare and gray-zone tactics employed by countries such as Russia and China. |
