assessment exercise united nations: Reforming the United Nations Joachim Müller, 2021-12-28 The context in which the United Nations operates is one of change and reorientation: change in the political climate, resulting in changes in the tasks the organisation is called upon to undertake; reorientation of the organisation's internal structures and procedures in response to these changes. The principal goals and objectives of the United Nations have recently been reassessed. This reassessment - highlighted in the Reform Agenda of Secretary-General Kofi Annan and during the Millennium Summit - has led to a reaffirmation by the 189 Member States of their belief in the organisation. New forms of consensus and co-operation are developing regarding what the United Nations should be striving to achieve and how best it should be organised to improve its operations. The UN and Kofi Annan were awarded the Nobel Peace Prize for their role in reforming the 56-year-old institution ... (Herald Tribune, Honor Awarded to Annan and UN, October 13-14, 2001, p. 1). The Quiet Revolution is essentially about the reform efforts of Kofi Annan. The book therefore describes a major part of his activities leading to the award. `Dr. Joachim Müller presents a detailed review of the reform initiatives undertaken during the period from 1996 to 2000, which was of such importance for the evolution of the United Nations. A wealth of information from primary sources is provided, together with an informative analysis of the history of reform within the United Nations since its creation.' From the foreword by Jean-Pierre Halbwachs, Assistant Secretary-General, Controller, United Nations Also by Joachim Müller: Reforming the United Nations: New Initiatives and Past Efforts, a three-volume set containing 50 key reform proposals originating inside and outside the United Nations.

assessment exercise united nations: The United Nations as a Knowledge System Nanette Svenson, 2015-10-16 This book seeks to explore how the UN has generated, warehoused, disseminated, structured, packaged, expanded, transferred and leveraged its vast resources of accumulated information and experience throughout the decades and, particularly, since the start of the 21st century with the introduction of more connective information and communications technology. It examines the overarching objectives that have guided such activity and divides UN knowledge management into three distinct, but often overlapping and intertwining, categories: knowledge for social and organizational learning; knowledge for norm setting; and knowledge for creation of products and services. Svenson brings together these multiple aspects of UN knowledge management to present a holistic view of how the organization utilizes its global intelligence to educate, advocate and serve member countries’ development. Instead of looking at the UN as an international bureaucracy or as a peacekeeping, policymaking, humanitarian or development entity, this work studies the UN as a generator and purveyor of information, learning and experience in all of these areas. This book will be key reading for all students and scholars of international organizations.
assessment exercise united nations: The United Nations and Human Rights Frédéric Mégret, Philip Alston, 2020-04-02 The very concept of human rights implies governmental accountability. To ensure that governments are indeed held accountable for their treatment of citizens and others the United Nations has established a wide range of mechanisms to monitor compliance, and to seek to prevent as well as respond to violations. The panoply of implementation measures that the UN has taken since 1945 has resulted in a diverse and complex set of institutional arrangements, the effectiveness of which varies widely. Indeed, there is much doubt as to the effectiveness of much of the UN's human rights efforts but also about what direction it should take. Inevitable instances of politicization and the hostile, or at best ambivalent, attitude of most governments, has at times endangered the fragile progress made on the more technical fronts. At the same time, technical efforts cannot dispense with the complex politics of actualizing the promise of human rights at and through the UN. In addition to significant actual and potential problems of duplication, overlapping and inconsistent approaches, there are major problems of under-funding and insufficient expertise. The complexity of these arrangements and the difficulty in evaluating their impact makes a comprehensive guide of the type provided here all the more indispensable. These essays critically examine the functions, procedures, and performance of each of the major UN organs dealing with human rights, including the Security Council and the International Court of Justice as well as the more specialized bodies monitoring the implementation of human rights treaties. Significant attention is devoted to the considerable efforts at reforming the UN's human rights machinery, as illustrated most notably by the creation of the Human Rights Council to replace the Commission on Human Rights. The book also looks at the relationship between the various bodies and the potential for major reforms and restructuring.

assessment exercise united nations: Housing, Land, and Property Rights in Post-Conflict United Nations and Other Peace Operations Scott Leckie, 2008-12-22 For more than sixty years, the blue helmets of the United Nations peacekeeping missions have come to symbolize both the promise and the fragility of the UN. Though beset with unresolved conflicts, underfunded, and invariably burdened with sentiments of over-expectation, UN peace operations have made a difference with their 'peacebuilding' initiatives. While peacebuilding has been extensively analysed and critiqued, the UN's role in addressing and ameliorating housing, land, and property rights challenges has not. This volume seeks to fill the void by examining the UN's experience grappling with the immense and inevitable housing, land, and property rights crises that emerge in all countries during and after conflict. Through analysis of UN peace missions in Burundi, Cambodia, Iraq, Kosovo, Rwanda, Sudan and elsewhere, this volume provides a unique array of perspectives on what the UN has done right, what it has done wrong, and what it should do in the future.
assessment exercise united nations: 50 Years Of Singapore And The United Nations Tommy Koh, Li Lin Chang, Joanna Koh, 2015-08-05 In 2015, Singapore marks the 50th anniversary of its independence, and the United Nations (UN) the 70th anniversary of its founding. This book celebrates 50 years of a mutually beneficial relationship between Singapore and the UN.In the early years of Singapore's independence, the UN system provided Singapore with many benefits which were helpful in Singapore's journey from the Third World to the First. As Singapore has made progress in its developmental journey, it is now able to give back to the international community through programmes such as the Singapore Cooperation Programme (SCP), under which officials from developing countries are offered training in areas which are beneficial to their countries. Singapore has actively contributed to improving global governance and strengthening institutions that are important to the management of global issues at the UN, IMF, World Bank, IMO, etc. The Singapore Government has also sent its soldiers and police officers to participate in UN's peace-keeping and peace-making operations. This volume brings together 45 essays by Singaporeans who have made or are making important contributions to the work of the UN system. The reader will be able to learn about the UN as seen through the eyes of Singaporeans who have served as Ambassadors to the United Nations in New York and Geneva, the World Trade Organization, or as professional staff in the various specialised agencies, programmes and funds that are part of the UN. We hope that the life stories and experiences shared by the essayists will remind readers that although Singapore is a very small country, we are a good global citizen and have tried to make this a better world.

assessment exercise united nations: Evaluation of FAO’s country programme in Ethiopia 2014-2019 Food and Agriculture Organization fo the United Nations, 2020-10-06 Ethiopia is a low-income country and agriculture is the mainstay of the economy, accounting for for 34 percent of GDP and 70 percent of total employment share. Ethiopia remains one of the world’s poorest countries, despite the significant progress achieved in reducing poverty and hunger. The Government of Ethiopia through its Growth and Transformation Plan (GTP II) has consistently prioritized the transformation of agriculture from low-input, subsistence-oriented production systems to a fast-growing, intensive and commercially oriented sector to support the country’s aspirations to become a middle-income country by 2025. FAO’s Country Programme Framework (2016-2020), was formulated based on the GTP II. Over the evaluation period (2014-2019), FAO exceeded the resource mobilization targets. Overall, FAO’s programme displays several imbalances and disconnects, specifically between development activities and emergency response. The evaluation calls for FAO to adopt a more cohesive programmatic approach and continue to consolidate its fragmented programme. In the context of the Government’s plans for agricultural transformation, the evaluation also recommends that FAO support an economically sound value chain and market-based approach to agricultural development, while upholding normative values of inclusiveness and ecological sustainability.

assessment exercise united nations: National gender profile of agriculture and rural livelihoods – United Republic of Tanzania Food and Agriculture Organization of the United Nations, 2023-03-30 The Government of the United Republic of Tanzania recognizes that sustainable development cannot be achieved without attaining gender equality; hence, gender is mainstreamed in all sectors, including the agriculture sector. This commitment is reflected in the national Constitution, national strategies, plans and policies such as the Tanzania Development Vision 2025, National Five-Year Development Plan 2016/17–2021/22, National Strategy for Growth and Reduction of Poverty (NSGRP I and II), Women and Gender Development Policy of 2000 and the National Agriculture Policy of 2013. The agriculture sector employs nearly 66 percent of the workforce in the United Republic of Tanzania, thereby contributing to bringing the country closer to becoming a middle-income country. However, the sector, like all other sectors, is negatively impacted by the gender inequalities. To address the gender gaps in all sectors, including agriculture, the United Republic of Tanzania established the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC) as the national institution to mainstream gender.

assessment exercise united nations: Evaluation of the FAO Regional Office for Latin America and the Caribbean 2017–2020 Food and Agriculture Organization of the United Nations, 2021-12-09 This evaluation had the purpose of assessing the performance and added value of the FAO Regional Office for Latin America and the Caribbean (RLC), taking into account the role of the regional initiatives as mechanisms to facilitate such work. It was found that the support provided, especially for the escalation of results, has been substantive and useful, however, there is no institutional strategy that promotes the identification of factors that promote upscaling of programmes based on organizational learning. Recommendations were drawn up to improve the relevance of the work around the regional initiatives, as well as to promote the scaling up of programmes, the implementation of policies for the inclusion of gender perspectives and of indigenous, Afrodescendant and tribal peoples, the generation and use of evidence as a basis for decision-making, and to address the new context derived from COVID-19.

assessment exercise united nations: International Trade in Health Services and the GATS Chantal Blouin, Nick Drager, Richard Smith, 2005-09-15 Health ministries around the world face a new challenge: to assess the risks and respond to the opportunities of the increasing openness in health services under the World Trade Organization's (WTO) General Agreement on Trade in Services (GATS). 'International Trade in Health Services and the GATS' addresses this challenge head-on by providing analytical tools to policymakers in health and trade ministries alike who are involved in the liberalization agenda and, specifically, in the GATS negotiations. This book informs and assists policymakers in formulating trade policy and negotiating internationally. There is ongoing and animated international debate about the impact of GATS on public services in general and health in particular. In response, the book offers different perspectives from more than 15 leading experts. Some of the authors stress opportunities linked to trade in health services, others focus more on the risks. The book offers: Detailed legal analysis of the impact of the agreement on health policy An overview of trade commitments in health-related services New empirical evidence from nine country studies A simple 10-step explanation on how to deal with GATS negotiations. 'International Trade in Health Services and the GATS' is a must-have resource for policymakers and other practitioners working in the trade and health sectors.
assessment exercise united nations: Assessment of retail food environments and green spaces for healthy cities Food and Agriculture Organization of the United Nations, Global Alliance for Improved Nutrition, World Obesity Foundation, 2022-06-22 Developing and maintaining healthy retail food environments and green spaces isof the utmost and pressing importance in urban centres. To this end, it is crucial to provide cities with tools to assess the availability, accessibility and use of food outlets and green spaces that facilitate healthy eating and living for urban dwellers. Existing tools to assess food and green environments have been developed and used mainly in high-income countries. This study shows that these tools can and should be adapted to low- and middle-income country settings. This study shows that small neighbourhood food shops are important for household food security, in particular for low- to middle-income households. At the same time, the study shows that consumers are disproportionately exposed to ultra-processed foods (UPFs) in these shops. The policy implication of this finding is that small neighbourhood shops must be incentivized to stock and sell greater amounts of fresh and minimally processed foods to make it easier for low- to middle-income households to adopt healthy diets.
