| austin russell political affiliation: After the Mass Party Elin Haugsgjerd Allern, Knut Heidar, Rune Karlsen, 2015-12-16 This book examines whether parties’ ability to channel voter interests into political institutions has in fact declined in the wake of decline of party membership figures and the increase of state finance of parties. It first looks at relevant empirical studies to summarize what we already know. Second, it presents an in-depth study of Norwegian voters and parties, based on a number of voter, member and parliamentarian surveys conducted between 1990 and 2010. The existing literature is scarce and indecisive, whereas the Norwegian parties still seem to represent voters fairly well, despite the waning of mass parties. The party organizations—the members, activists, and representatives—continue to channel voter opinions into the Parliament. This book argues that the high and persistent policy congruence between voters and parties revealed might be related to party members and mid-level activists still resemble voters socially and politically to a large degree. At the same time, the party competition for votes is also still relatively efficient, and there appears to be some interaction in terms of what happens within party organizations and the stimuli offered by competing parties. Hence, this book challenges the “decline thesis”. It argues that parties can continue to represent, even “after the mass party”. At the same time, it suggests that the persistence of the formal representative structures and the closed candidate selection processes that you still find in Norway and elsewhere could make some parties somewhat more resistant to representative decline than others. |

They carry forward a national heritage of peaceful change in national politics and administration. National committees are substitutes for party ideologies, yet they are pretty much headless, drifting organizations. Cotter and Hennessy explain why this is the case, arguing that the vagueness of the committees' responsibilities between presidential elections is one of the main sources of their limitations. Politics without Power explains what the national committees are, who belongs to them, where they are located in relation to other politically oriented organizations, what they do, and what steps might be taken to make better use of them. Although the authors' descriptions in this classic volume are straightforward, their recommendations are sweepingly bold. A few have been instituted in part, but most have yet to be adopted. If they were, it would completely change the makeup of the two committees and the political processes. Among their proposals are that the offi ces of national committeeman and committeewoman should be abolished, that the national chairman of the in-party continue to be chosen by the president or candidate, and the national chairman of the out-party be the titular head of that committee. The out-party should have a party council to interpret the platform and to recommend a platform to the national convention. There should be a tax credit for small contributions to the national committee or state committees, and each national committee would have its own building shared with the Congressional Campaign Committees. Many researchers have asserted that the main shortfall happens at the candidacy stage--women and people of color are competitive candidates, but too few throw their hat into the ring. However, these studies are animated by two assumptions that tend to speak past each other. On the one hand, gender and politics scholars often suggest that women lack sufficient ambition to run for office relative to men. On the other hand, race and politics scholars have suggested that districts with majority white populations do not provide adequate resources or opportunities for minority candidates to succeed. These approaches tend to treat women and racial minorities as parallel social groups, and fail to account for the ways in which race and gender simultaneously shape candidacy. Nowhere to Run introduces the intersectional model of electoral opportunity, which argues that descriptive representation in elections is shaped by intersecting processes related to race and gender. Across states, realistic opportunities for potential candidates of color to get on state legislative ballots are sharply circumscribed by the distribution of white majority populations in most districts; and within the districts that are most widely viewed as winnable seats--majority minority districts--the perceived scarcity of viable electoral opportunities exacerbates factors that tend to push women of color farther from the candidate pipeline. These overlapping constraints result in an electoral landscape where women of color face constraints on electoral opportunity that are intersecting and multilayered. Drawing on an original dataset encompassing nearly every state legislative general election from 1996-2015, as well as interviews and surveys with candidates, donors, and other political elites from 42 states, Nowhere to Run tests this theory with a first of its kind study of Asian American and Latina/o candidacies, and the first simultaneous look at the relationship between changing populations and descriptive representation for African American, Asian American, Latina/o, and white women and men. The book sheds new light on how multiple dimensions of identity simultaneously shape pathways to candidacy and representation for all groups seeking a seat at the table in American politics. |

Edwards, 1989-01-01 In this book George Edwards seeks a deeper understanding of the relationship between the president and Congress, exploring how and under what conditions presidents lead Congress, what we can reasonably expect of them, and how we should evaluate their performance. He makes a persuasive case for his thesis that presidential leadership of Congress is typically at the margins, not the core, of policymaking. Edwards focuses on three important resources for presidential leadership: party, public opinion, and legislative skills. For each source of influence he analyzes the president's strategic position, the theoretical potential of the resource as an instrument of leadership. He then examines presidents' attempts to employ each resource to obtain support in Congress, showing that they are rarely able to expand their resource base or manipulate their resources reliably.
