Karam, 2017 Texas’s 60x30TX strategic plan and RAND researchers’ analysis of labor market projections point to a continuation of strong growth in graduate education in the state. To examine issues related to graduate education in Texas, the College for All Texans Foundation asked RAND to assess Texas’s need to expand graduate degree production. This document is the executive summary for RR-1899-CFAT, Managing the Expansion of Graduate Education in Texas, which should help the Texas Higher Education Coordinating Board (THECB), higher education systems, and individual higher education institutions in Texas assess the need to expand their master’s, doctoral, and professional programs, and may be useful in framing issues that THECB should address in developing a strategic plan to align graduate education in the state with the goals of the 60x30TX strategic plan. To be competitive, Texas needs to compare favorably with other states and countries. The number of research universities in Texas is increasing rapidly, but too few of these institutions are ranked at the highest levels internationally. Texas’s institutions also do not attract the same share of federal research and development funding as other states, especially California. To further increase the competitiveness of its universities, Texas will likely need to make additional public investments in research capacity for institutions at several stages of development. Generally, Texas has been increasing its production of graduate degrees in fields corresponding to the occupational groups that are expected to have the most job openings: business, healthcare, education, computers, and engineering. However, because growth in graduate engineering degrees has been slow compared with other states and with projected demand, THECB and institutions should consider expanding graduate programs in engineering. In addition, greater efforts should be made to recruit domestic students and provide adequate financial support to motivate those with a bachelor’s degree to pursue graduate education. Finally, as Texas explores ways to increase graduate education production, new programs will likely be necessary in addition to increasing enrollments in existing programs. |

The Census Bureau is the leading source of quality data about the nation’s people and economy. The Bureau of Labor Statistics (BLS) is the principal federal agency responsible for measuring labor market activity, working conditions, and price changes in the economy. Together, these agencies produce a wealth of information about the American workforce. Education and the American Workforce includes information about the jobs that people hold—the occupations that they pursue and the industries where they work—and the education levels that people have attained. The geographic location of jobs is important. People often move to locations where jobs are plentiful, moving away from areas where jobs have decreased as technology and trends have changed. The education level of a local population can have an impact on the type of jobs available, with employers establishing businesses where they expect to find employees with appropriate educational credentials. This book uses the American Community Survey (ACS) to provide data on jobs and education in states, metropolitan areas, counties, cities, and congressional districts. The local area detail is necessarily less specific than the national data but the occupation categories use the same SOC categorization, grouped to protect the respondents’ privacy. These sections include ACS data about the labor force, educational attainment, and field of degree, often by age, gender, race, and Hispanic origin. Also included are some personal and household characteristics that are relevant to employment and education, such as health insurance and computer access. Some examples of interesting data found inside Education and the American Workforce include: With no formal educational requirement and a median salary of $22,680, 4.5 million people are employed as retail salespersons, the most of any single occupation. Cashiers and food preparation/serving workers account for another 3.5 million each. There are 2.9 million registered nurses, the most numerous of occupations that require a bachelor’s degree. The biggest numeric decline is expected for Postal Service mail carriers, dropping by about 78,000 in ten years. When combined with other Postal Service occupations—such as clerks, sorters, postmasters, and others—a decline of 140,000 jobs is expected for the Postal Service. Among the 75 largest counties, Bronx County, NY had the highest number of residents age 25 and over with less than a high school diploma at 29.4 percent while Montgomery County, PA had the lowest percentage at 6.2 percent. Meanwhile, New York County, NY and Fairfax County, VA had the highest percentage of residents with a bachelor’s degree or higher at 59.9 percent followed by Montgomery County, MD at 57.9 percent among the 75 largest counties. Nationally, between 2011 and 2015, 29.8 percent of the population had a bachelor’s degree or higher. |

Jennings, 2015-03-02 Roughly thirteen thousand years ago, Clovis hunters cached more than fifty projectile points, preforms, and knives at the toe of a gentle slope near present-day Elgin, Bastrop County, in central Texas. Over the next millennia, deposition buried the cache several meters below the surface. The entombed artifacts lay undisturbed until 2003. A circuitous path brought thirteen of the original thirty-seven Clovis bifaces and points through many hands before reaching the attention of Michael Waters at Texas A&M University. At the site of the original cache, Waters and coauthor Thomas A. Jennings conducted excavations, studied the geology, and dated the geological layers to reconstruct how the cache was buried. Jennings, 2011-10-01 Some 13,000 years ago, humans were drawn repeatedly to a small valley in what is now Central Texas, near the banks of Buttermilk Creek. These early hunter-gatherers camped, collected stone, and shaped it into a variety of tools they needed to hunt game, process food, and subsist in the Texas wilderness. Their toolkit included bifaces, blades, and deadly spear points. Where they worked, they left thousands of pieces of debris, which have allowed archaeologists to reconstruct their methods of tool production. Along with the faunal material that was also discarded in their prehistoric campsite, these stone, or lithic, artifacts afford a glimpse of human life at the end of the last ice age during an era referred to as Clovis. The area where these people roamed and camped, called the Gault site, is one of the most important Clovis sites in North America. A decade ago a team from Texas A&M University excavated a single area of the site—formally named Excavation Area 8, but informally dubbed the Lindsey Pit—which features the densest concentration of Clovis artifacts and the clearest stratigraphy at the Gault site. Some 67,000 lithic artifacts were recovered during fieldwork, along with 5,700 pieces of faunal material. In a thorough synthesis of the evidence from this prehistoric “workshop,” Michael R. Waters and his coauthors provide the technical data needed to interpret and compare this site with other sites from the same period, illuminating the story of Clovis people in the Buttermilk Creek Valley. |
