bilingual education in texas: The Strange Career of Bilingual Education in Texas, 1836-1981 Carlos Kevin Blanton, 2007 Awarded the Texas State Historical Association's Coral Horton Tullis Memorial Prize; presented March 2005 Despite controversies over current educational practices, Texas boasts a rich and vibrant bilingual tradition-and not just for Spanish-English instruction, but for Czech, German, Polish, and Dutch as well. Throughout the nineteenth and twentieth centuries, Texas educational policymakers embraced, ignored, rejected, outlawed, then once again embraced this tradition. In The Strange Career of Bilingual Education in Texas, author Carlos Blanton traces the educational policies and their underlying rationales, from Stephen F. Austin's proposal in the 1830s to Mexicanize Anglo children by teaching them Spanish along with English and French, through the 1981 passage of the most encompassing bilingual education law in the state's history. Blanton draws on primary materials, such as the handwritten records of county administrators and the minutes of state education meetings, and presents the Texas experience in light of national trends and movements, such as Progressive Education, the Americanization Movement, and the Good Neighbor Movement. By tracing the many changes that eventually led to the re-establishment of bilingual education in its modern form in the 1960s and the 1981 passage of a landmark state law, Blanton reconnects Texas with its bilingual past. CARLOS KEVIN BLANTON, an assistant professor of history at Texas A&M University, earned his Ph.D. from Rice University. His research in Mexican American educational history has been published in journals such as the Pacific Historical Review and Social Science Quarterly. |

bilingual education in texas: Dual Language Education: Teaching and Leading in Two Languages David E. DeMatthews, Elena Izquierdo, 2019-05-13 This book provides a comprehensive and interdisciplinary examination of dual language education for Latina/o English language learners (ELLs) in the United States, with a particular focus on the state of Texas and the U.S.-Mexico border. The book is broken into three parts. Part I examines how Latina/o ELLs have been historically underserved in public schools and how this has contributed to numerous educational inequities. Part II examines bilingualism, biliteracy, and dual language education as an effective model for addressing the inequities identified in Part I. Part III examines research on dual language education in a large urban school district, a high-performing elementary school that serves a high proportion of ELLs along the Texas-Mexico border, and best practices for principals and teachers. This volume explores the potential and realities of dual language education from a historical and social justice lens. Most importantly, the book shows how successful programs and schools need to address and align many related aspects in order to best serve emergent bilingual Latino/as: from preparing teachers and administrators, to understanding assessment and the impacts of financial inequities on bilingual learners. bilingual education in texas: Dual Language Bilingual Education Kathryn I. Henderson, Deborah K. Palmer, 2020-04-15 This book explores the role of the teacher in dual language bilingual education (DLBE) implementation in a time of nationwide program expansion, in large part due to new and unprecedented top-down initiatives at state and district level. The book provides case studies of DLBE teachers who: (a) implemented the DLBE model with fidelity; (b) struggled to implement the DLBE model; and (c) adapted the DLBE model to meet the needs of their local classroom context. The book demonstrates the way teachers as language policymakers navigate and interpret district-wide DLBE implementation and the tensions that surface through this process. The research, conducted over four years using a variety of methods, highlights the challenges and opportunities faced by teachers implementing DLBE, and will be of interest to both teachers and administrators of DLBE programs as well as scholars working in bilingual education. |

bilingual education in texas: Teacher Leadership for Social Change in Bilingual and Bicultural Education Deborah K. Palmer, 2018-08-17 Leadership takes on a tone of urgency when we are struggling for justice. At the same time, the right to lead – the agency to embrace a leadership identity – can also feel more distant when we are marginalized by the dominant society. For bilingual education teachers working with immigrant communities, the development of critical consciousness, pride in the cultural and linguistic resources of the bilingual community, the vocabulary to name and face marginalization, and a strong professional network are fundamental to their development of professional identities as leaders and advocates. Based on the experiences of 53 Spanish-English bilingual teachers in Central Texas, this book aims to explore, define, and understand bilingual teacher leadership. It merges the themes of leadership, teacher preparation and bilingual education and is essential reading for bilingual or ESL teachers, teacher educators and researchers serving an increasingly transnational/translingual student body. |

bilingual education in texas: Teacher Education at Hispanic-Serving Institutions Janine M. Schall, Patricia Alvarez McHatton, Eugenio Longoria Sáenz, 2020-02-05 Documenting the collaborative work of staff at the University of Texas Rio Grande Valley over the course of several years, this text explores the many ways in which teachers and faculty must engage with the institutional designation of Hispanic-Serving Institution (HSI). In doing so, the volume illustrates how colleges of education might provide Latinx students with the education, support, and environment they require to thrive. As the number of HSIs continues to grow, this text provides much needed insight into how colleges and universities can better enact their HSI status. Chapters document the practices and experiences of faculty as they look to increase family engagement, utilize social and cultural values to inform instruction, and acknowledge historically institutionalized legacies of oppression and marginalization. By highlighting the successes and challenges associated with serving Latinx students, the text draws out the ways in which teacher education and development might be structured at an HSI, in order that the institutional identity is reflected in curricula, pedagogy, scholarship, and community engagement. The text also explains important distinctions between HSIs and other minority serving institutions and illustrates the importance of HSIs to Latinx students. This text will be of great interest to graduate and postgraduate students, researchers, academics, libraries, professionals and policy makers in the field of higher education, multicultural education, educational leadership, teacher education and Race & Ethnicity Studies. |
bilingual education in texas: Bilingualism and Bilingual Education: Politics, Policies and Practices in a Globalized Society B. Gloria Guzmán Johannessen, 2019-01-14 This volume presents a multinational perspective on the juxtaposition of language and politics. Bringing together an international group of authors, it offers theoretical and historical constructs on bilingualism and bilingual education. It highlights the sociocultural complexities of bilingualism in societies where indigenous and other languages coexist with colonial dominant and other prestigious immigrant languages. It underlines the linguistic diaspora and expansion of English as the world’s lingua franca and their impact on indigenous and other minority languages. Finally, it features models of language teaching and teacher education. This book challenges the existent global conditions of non-dominant languages and furthers the discourse on language politics and policies. It does so by pointing out the need to change the bilingual/multilingual educational paradigm across nations and all levels of educational systems. |

bilingual education in texas: Transforming Schooling for Second Language Learners Mariana Pacheco, P. Zitlali Morales, Colleen Hamilton, 2019-02-01 The purpose of Transforming Schooling for Second Language Learners: Theoretical Insights, Policies, Pedagogies, and Practices is to bring together educational researchers and practitioners who have implemented, documented, or examined policies, pedagogies, and practices in and out of classrooms and in real and virtual contexts that are in some way transforming what we know about the extent to which emergent bilinguals (EBs) learn and achieve in educational settings. In the following chapters, scholars and researchers identify both (1) the current state of schooling for EBs, from their perspective, and (2) the particular ways that policies, pedagogies, and/or practices transform schooling as it currently exists for EBs in discernible ways based on their scholarship and research. Drawing on current and seminal research in fields including second language acquisition, applied linguistics, sociolinguistics, and educational linguistics, contributing authors draw on complementary theoretical, methodological, and philosophical frameworks that attend to the social, cultural, political, and ideological dimensions of being and becoming bi/multilingual and bi/multiliterate in schools and in the United States. In sum, we are deeply committed to asserting hope, possibility, and potential to discussions and discourses about bi/multilingual students. We value the urgency around improving the conditions, experiences, and circumstances in which they are learning languages and academic content. Our aim is to highlight perspectives, conceptualizations, orientations, and ideologies that disrupt and contest legacies of deficit thinking, linguistic purism, language standardization, and racism and the racialization of ethnolinguistic minorities. |
bilingual education in texas: They Called Them Greasers Arnoldo De León, 2010-06-28 Tension between Anglos and Tejanos has existed in the Lone Star State since the earliest settlements. Such antagonism has produced friction between the two peoples, and whites have expressed their hostility toward Mexican Americans unabashedly and at times violently. This seminal work in the historical literature of race relations in Texas examines the attitudes of whites toward Mexicans in nineteenth-century Texas. For some, it will be disturbing reading. But its unpleasant revelations are based on extensive and thoughtful research into Texas' past. The result is important reading not merely for historians but for all who are concerned with the history of ethnic relations in our state. They Called Them Greasers argues forcefully that many who have written about Texas's past—including such luminaries as Walter Prescott Webb, Eugene C. Barker, and Rupert N. Richardson—have exhibited, in fact and interpretation, both deficiencies of research and detectable bias when their work has dealt with Anglo-Mexican relations. De León asserts that these historians overlooled an austere Anglo moral code which saw the morality of Tejanos as defective and that they described without censure a society that permitted traditional violence to continue because that violence allowed Anglos to keep ethnic minorities in their place. De León's approach is psychohistorical. Many Anglos in nineteenth-century Texas saw Tejanos as lazy, lewd, un-American, subhuman. In De León's view, these attitudes were the product of a conviction that dark-skinned people were racially and culturally inferior, of a desire to see in others qualities that Anglos preferred not to see in themselves, and of a need to associate Mexicans with disorder so as to justify their continued subjugation. |
bilingual education in texas: Hunger of Memory Richard Rodriguez, 2004-02-03 Hunger of Memory is the story of Mexican-American Richard Rodriguez, who begins his schooling in Sacramento, California, knowing just 50 words of English, and concludes his university studies in the stately quiet of the reading room of the British Museum. Here is the poignant journey of a “minority student” who pays the cost of his social assimilation and academic success with a painful alienation — from his past, his parents, his culture — and so describes the high price of “making it” in middle-class America. Provocative in its positions on affirmative action and bilingual education, Hunger of Memory is a powerful political statement, a profound study of the importance of language ... and the moving, intimate portrait of a boy struggling to become a man. |
bilingual education in texas: Radicalizing Literacies and Languaging Alexandra Babino, Mary Amanda Stewart, 2020-11-24 This book names and confounds the mono-mainstream assumption that invisibly frames much research, the ideologies that normalize monolingualism, monoculturalism, monoliteracy, mononationalism, and/or monomodal ways of knowing. In its place, the authors propose multi- and trans- lenses of these phenomena steeped in a raciolinguistic perspective on Bourdieu’s reflexive sociology to move toward a more accurate, multidimensional view of racialized peoples’ literacy and language practices. To achieve this, they first engage in a comprehensive review of literacies, languaging, and a critical sociocultural framework. Then, the distinct testimonios of four women underscore this framework in practice, followed by action steps for research, policy, and pedagogy. This book will be of particular interest to literacy and language education researchers. |

bilingual education in texas: Place-and Community-Based Education in Schools Gregory A. Smith, David Sobel, 2014-04-08 Place- and community-based education – an approach to teaching and learning that starts with the local – addresses two critical gaps in the experience of many children now growing up in the United States: contact with the natural world and contact with community. It offers a way to extend young people’s attention beyond the classroom to the world as it actually is, and to engage them in the process of devising solutions to the social and environmental problems they will confront as adults. This approach can increase students’ engagement with learning and enhance their academic achievement. Envisioned as a primer and guide for educators and members of the public interested in incorporating the local into schools in their own communities, this book explains the purpose and nature of place- and community-based education and provides multiple examples of its practice. The detailed descriptions of learning experiences set both within and beyond the classroom will help readers begin the process of advocating for or incorporating local content and experiences into their schools. |

bilingual education in texas: Becoming Biliterate Bertha Perez, 2003-10-03 This book describes the development process and dynamics of change in the course of implementing a two-way bilingual immersion education program in two school communities. The focus is on the language and literacy learning of elementary-school students and on how it is influenced by parents, teachers, and policymakers. Pérez provides rich, highly detailed descriptions, both quantitative and qualitative, of the change process at the two schools involved, including student language and achievement data for five years of program implementation that were used to test the basic two-way bilingual theory, the specific school interventions, and the particular classroom instructional practices. The contribution of Becoming Biliterate: A Study of Two-Way Bilingual Immersion Education is to provide a comprehensive description of contextual and instructional factors that might help or hinder the attainment of successful literacy and student outcomes in both languages. The study has broad theoretical, policy, and practical instructional relevance for the many other U.S. school districts with large student populations of non-native speakers of English. This volume is highly relevant for researchers, teacher educators, and graduate students in bilingual and ESL education, language policy, linguistics, and language education, and as a text for master's- and doctoral-level classes in these areas. |

bilingual education in texas: Research Anthology on Bilingual and Multilingual Education Management Association, Information Resources, 2021-10-29 Given the boost in global immigration and migration, as well as the emphasis on creating inclusive classrooms, research is turning to the challenges that teachers face with the increasing need for bilingual and multilingual education. The benefits of bilingual education are widespread, allowing students to develop important cognitive skills such as critical thinking and problem solving as well as opening further career opportunities later in life. However, very few resources are available for the successful practice and implementation of this education into the curriculum, with an even greater lack of appropriate cultural representation in the classroom. Thus, it is essential for educators to remain knowledgeable on the emerging strategies and procedures available for making bilingual and multilingual education successful. The Research Anthology on Bilingual and Multilingual Education is a comprehensive reference source on bilingual and multilingual education that offers the latest insights on education strategy and considerations on the language learners themselves. This research anthology features a diverse collection of authors, offering valuable global perspectives on multilingual education. Covering topics such as gamification, learning processes, and teaching models, this anthology serves as an essential resource for professors, teachers, pre-service teachers, faculty of K-12 and higher education, government officials, policymakers, researchers, and academicians with an interest in key strategy and understanding of bilingual and multilingual education. |
