The Mekong River fans out over an area of about 40,000 sq kilometers and over the course of many millennia has produced a region of fertile alluvial soils and constant flows of energy. Today about a fourth of the Delta is under rice cultivation, making this area one of the premier rice granaries in the world. The Delta has always proven a difficult environment to manipulate, however, and because of population pressures, increasing acidification of soils, and changes in the Mekong’s flow, environmental problems have intensified. The changing way in which the region has been linked to larger flows of commodities and capital over time has also had an impact on the region: For example, its re-emergence in recent decades as a major rice-exporting area has linked it inextricably to global markets and their vicissitudes. And most recently, the potential for sea level increases because of global warming has added a new threat. Because most of the region is on average only a few meters above sea level and because any increase of sea level will change the complex relationship between tides and down-river water flow, the Mekong Delta is one of the areas in the world most vulnerable to the effects of climate change. How governmental policy and resident populations have in the past and will in coming decades adapt to climate change as well as several other emerging or ongoing environmental and economic problems is the focus of this collection. |

How has a developing country with a spectacularly inefficient financial system, coupled with asset-destroying state-owned firms, managed to create a number of vibrant high-tech firms? China's domestic financial system fails most private firms by neglecting to give them sufficient support to pursue technological upgrading, even while smothering state-favoured firms by providing them with too much support. Due to their foreign financing, multinational corporations suffer from neither insufficient funds nor soft budget constraints, but they are insufficiently committed to China's development. Hybrid firms that combine ethnic Chinese management and foreign financing are the hidden dragons driving China's technological development. They avoid the maladies of China's domestic financial system while remaining committed to enhancing China's domestic technological capabilities. In sad contrast, China's domestic firms are technological paper tigers. State efforts to build local innovation clusters and create national champions have not managed to transform these firms into drivers of technological development. These findings upend fundamental debates about China's political economy. Rather than a choice between state capitalism and building domestic market institutions, China has fostered state capitalism even while tolerating the importing of foreign market institutions. While the book's findings suggest that China's state and domestic market institutions are ineffective, the hybrids promise an alternative way to avoid the middle-income trap. By documenting how variation in China's institutional terrain impacts technological development, the book also provides much needed nuance to widespread yet mutually irreconcilable claims that China is either an emerging innovation power or a technological backwater. Looking beyond China, hybrid-led development has implications for new alternative economic development models and new ways to conceptualize contemporary capitalism that go beyond current domestic institution-centric approaches. |

Lessons learned during the first conservation battle are being applied here, highlighting a need for a whole new ecosystem-based approach to conserving species. Only with constant vigilance by concerned citizens, Dick Russell reminds us, can environmental victories be sustained. This particular fish story is a personal one for him, and he follows the striper's saga today all the way to California, where the fish was introduced in 1879 and where agribusiness now threatens its future. | delta interview complete status: The Final Frontiers, 1880-1930 John Otto, 1999-09-30 An examination of the settlement history of the alluvial bottomlands of the lower Mississippi Valley from 1880 to 1930, this study details how cotton-growers transformed the swamplands of northwestern Mississippi, northeastern Louisiana, northeastern Arkansas, and southern Missouri into cotton fields. Although these alluvial bottomlands contained the richest cotton soils in the American South, cotton-growers in the Southern bottomlands faced a host of environmental problems, including dense forests, seasonal floods, water-logged soils, poor transportation, malarial fevers and insect pests. This interdisciplinary approach uses primary and secondary sources from the fields of history, geography, sociology, agronomy, and ecology to fill an important gap in our knowledge of American environmental history. Requiring laborers to clear and cultivate their lands, cotton-growers recruited black and white workers from the upland areas of the Southern states. Growers also supported the levee districts which built imposing embankments to hold the floodwaters in check. Canals and drainage ditches were constructed to drain the lands, and local railways and graveled railways soon ended the area's isolation. Finally, quinine and patent medicines would offer some relief from the malarial fevers that afflicted bottomland residents, and commercial poisons would combat the local pests that attacked the cotton plants, including the boll weevils which arrived in the early twentieth century. |

Border residents face the environmental security concerns posed by water scarcity and transboundary air pollution; the planning and infrastructure needs of an exploding population; the debilitating effects of inadequate sanitary and health facilities; and the crippling cycle of widespread poverty. Yet, with its manifold problems, the border area remains an area of great dynamism and hope -- a multicultural laboratory of experimentation and grass-roots problem-solving.
