Access to finance is fundamental to the success of business of all sizes. However, the Committee heard varying evidence about the availability of finance, in particular for SMEs. Too many business still report that they find it difficult to get the financial support they need. By drawing on the British Business Bank's expertise, the Government should be able to develop a better understanding of the blockages in the system, why they occur, and whether changes in regulation or funding are needed to address them. The British Business bank also has a clear role to play in enhancing SME access to finance though clearly signposting the services available from alternative finance providers. In particular, it should develop a menu of alternative finance providers for each different area of financial support. |

It explores remedies in the wider context of compliance with, and enforcement of, employment law through criminal law and other regulatory techniques. The book argues that some of the remedies set out in statute or at common law for working people are a poor 'fit' for the employment rights they are supposed to protect. Employment rights are often undervalued in the legal system, because remedies for their infringement are subject to limitations not applicable to rights in other settings. This limits their ability both to uphold the dignity of working people and to deter breaches. Moreover, the remedies on offer do not always suggest a sensible ranking of employment rights in which fundamental rights attract stronger remedies than other kinds of rights and interests. As a member of the House of Lords he is unable to answer questions in the House of Commons. The report compares the current situation with previous examples of Cabinet ministers being in the House of Lords. The Committee notes that the current situation differs from the past in that a significant proportion of the ministerial support team is based in the Lords or shared with other departments. It is unfortunate that the department for business is so thinly represented in the Commons. One solution would be to amend Standing Orders to allow Lord Mandelson to appear at the Despatch Box to answer questions in the Commons. There are precedents for this approach. Such a change might, though, encourage governments to appoint more members of the House of Lords as department heads, and the Committee feels that would be an unwelcome and significant constitutional change. The Procedure Committee should investigate a mechanism for parliamentary questions to the Secretary of State for Business, Enterprise and Regulatory Reform. |

The report also focuses on the Automotive Assistance Scheme, designed primarily to support investment in low carbon plant and research and development. It welcomes the lowering of the limit of the Scheme from £5 million to £1 million, in line with its recommendation made in July, but is deeply concerned that not a single loan or loan guarantee has been made under the programme. The Committee calls on the Government to expedite its negotiations, and prove to the Committee and the automotive industry that the Scheme can provide tangible benefits to companies in the sector. |

department for business and trade: The Regional Growth Fund Great Britain: National Audit Office, 2012-05-11 This report on the government fund to support private sector jobs and growth in places that rely on the public sector, the Regional Growth Fund, finds that the initial £1.4 billion investment could result in some 41,000 more full-time-equivalent private sector jobs in the economy than without the Fund. However, there was scope to have generated more jobs relative to the amount of grant awarded. The Fund has not optimised value for money because a significant proportion of the funds were allocated to projects that offer relatively few jobs for the money invested. The report concludes that applying tighter controls over the value for money offered by individual bids and then allocating funding across more bidding rounds could have created thousands more jobs from the same resources. Rigorous evaluation will be required to quantify precisely the Fund's overall employment impact. More than two thirds (28,000) of the 41,000 additional jobs are expected to be delivered indirectly, for example through knock-on effects in companies' supply chains or the wider economy. The average project will last at least seven years. However, it is not clear how much of the Fund's boost to the private sector will be sustained in the longer term. It has also taken longer than expected to turn conditional offers of grants for projects into final offers. Therefore, despite the government's intention to get projects up and running quickly, only around a third have so far received final offers of funding |

However current performance has been flat over the last two years and, to meet the Government's ambition, exports will have to grow by 10 per cent year on year. Many factors which affect export performance are outside the control of the FCO and UKTI, such as exchange rates and political and economic changes overseas. While the UK outperforms Germany, France and Italy in the Gulf, it has not traditionally performed as well in many other emerging markets, such as Russia, Brazil, Turkey and China. Success here is essential if the Government is to meet its target. There is a joint UKTI-FCO Board to oversee coordination of their work overseas but currently there is no further joint accountability for planning, monitoring and delivery against their goal. Their initial responses to the government's objectives have not been sufficiently coordinated. UKTI is now increasingly looking to measure actual business outcomes rather than volume of activity. Among the NAO's recommendations is that the FCO improve how it measures and monitors the impact of its activities supporting exports so that it can demonstrate that its spending of some £420 million a year yields tangible results. UKTI is piloting the use of external business partners to provide some of its services, and needs to implement lessons from the evaluation of its pilot initiative to use external partners if it decides to roll it out |

Industry and finance policies have largely been discussed separately, and this book argues that the two should be considered together, in both analysis and policy formulation that deals with critical questions of how finance has intervened in industrial restructuring and how it might better serve the real economy. Moreover, policy debates have paid relatively little attention to the heterogeneous economic structures and growth trajectories of European economies, and the interconnectedness and interdependencies of growth paths that present specific challenges to policy and highlight the need for cooperation across the region.
