El heroísmo de Herrera en el sitio de Cartagena., sobre todo, es una de las cifras de relieve en aquella conflagración de ocho meses en que se derramó tanta sangre de hermanos y se apagaron, como corolario tétrico de aquel vencimiento, tantos luminares en nuestras leyes, instituciones y vida de nación llamada por múltiples motivos, a un óptimo magisterio en el tiempo, a una ínclita culminación en la historia. En octubre de 1899, cuando vio que todos sus esfuerzos eran inútiles para contener la ignición bélica, tomó parte en ella, y nadie ignora los trascendentales rasgos de bizarría que ilustraron su nombre, en aquella etapa candente que fue asimismo cruenta prueba de martirio y horror para la nación colombiana, y en que fue siempre vencedor el general Herrera, desde el 16 de diciembre die 1899, día del triunfo de Peralonso, hasta el 25 de agosto de 1902, fecha de la capitulación de Aguadulce. La larga serie de sus victorias en esa protesta armada contra los desmanes regenerantes, y sobre todo con esclarecida aclamación de las campañas del Cauca y Panamá, lo señalan, no sólo como el primer capitán de esa emergencia bélica, sino como uno de los más impertérritos, sagaces e ilustres que han actuado en nuestras contiendas civiles en más de una centuria. La paz del Wisconsin fue, pues una novedad en la diplomacia militar regenerativa. Puede decirse que allí, al favor del prestigio de la sublime abnegación liberal en todo el país, de las victorias del general Herrera y de la pericia de este para conducir la negociación del contenido citado, renació nuestro derecho público, el derecho al aire y a la luz de la entidad oprimida, que antes se perdía en el concierto siniestro de voces rencorosas a quienes ofuscaba y ofusca el lapso cultural en cuyas aras ofició la república durante la primacía liberal, y señaladamente en los claros l1ías de las administraciones radicales. |

In the spring of 1982, the Renewable Materials Institute of the State University of New York at the College of Environmental Science and Forestry in Syracuse, New York revived the plan. A number of modifications had to be made, including the venue which was changed from the U.S.A. to Portugal. Additional funding beyond the basic support provided by the Scientific Affairs Division of NATO had to be obtained. Ul timately there were supplementary grants from the Foundation for Microbiology and the Anne S. Richardson Fund to assist student participants. The New York State College of Forestry Foundation, Inc. provided major support through the Renewable Ma terials Institute. The ASI was held in Alcabideche, Portugal from September 26 to October 9, 1982.
