This underlines the importance of establishing coastal zone management plans covering large stretches of coastlines. In recent years, interest in Low Crested Structures (coastal defense structures with a low-crest) has been growing together with awareness of the sensitivity to environmental impacts produced by coastal defenses. The relation between wave climate, beach erosion, beach defence means, habitat changes and beach value, which clearly exists based on EC research results, suggests the necessity of an integrated approach when designing coastal protection schemes. In accordance with this need, the present design guidelines cover structure stability and construction problems, hydro and morphodynamic effects, environmental effects (colonisation of the structure and water quality), societal and economic impacts (recreational benefits, swimming safety, beach quality). Rickert, 1977 For nearly half a century the Willamette River in Oregon experienced severe dissolved-oxygen problems related to large loads of organically rich waste waters from industries and municipalities. Since the mid-1950's dissolved oxygen quality has gradually improved owing to low-flow augmentation, the achievement of basinwide secondary treatment, and the use of other waste-management practices. As a result, summer dissolved-oxygen levels have increased, salmon runs have returned, and the overall effort is widely regarded as a singular water-quality success. To document the improved dissolved-oxygen regimen, the U.S. Geological Survey conducted intensive studies of the Willamette during the summer low-flow seasons of 1973 and 1974. During each summer the mean daily dissolved-oxygen levels were found to be higher than 5 milligrams per liter throughout the river. Because of the basinwide secondary treatment, carbonaceous deoxygenation rates were low. In addition, almost half of the biochemical oxygen demand entering the Willamette was from diffuse (nonpoint) sources rather than outfalls. These results indicated that point-source biochemical oxygen demand was no longer the primary cause of dissolved-oxygen depletion. Instead, the major causes of deoxygenation were nitrification in a shallow ' surface active ' reach below Salem and an anomalous oxygen demand (believed to be primarily of benthal origin) in Portland Harbor. |

While it is true that recently opened fields of inves tigation have given rise to several generalizations of wide impact, such as the universality of DNA and the energetic dynamics of ecology, closer inspection reveals them to be part and parcel of either of the first two mentioned. Because in the final analysis energy can act upon an organism solely at the cellular level, its effects may be perceived basically to represent one facet of cell me tabolism. Similarly, because the DNA theory centers upon the means by which cells build proteins and reproduce themselves, it too proves to be only one more, even though an exciting, aspect of the cell theory.
