do private schools offer special education: The Public School Advantage Christopher A. Lubienski, Sarah Theule Lubienski, 2013-11-07 Nearly the whole of America’s partisan politics centers on a single question: Can markets solve our social problems? And for years this question has played out ferociously in the debates about how we should educate our children. From the growth of vouchers and charter schools to the implementation of No Child Left Behind, policy makers have increasingly turned to market-based models to help improve our schools, believing that private institutions—because they are competitively driven—are better than public ones. With The Public School Advantage, Christopher A. and Sarah Theule Lubienski offer powerful evidence to undercut this belief, showing that public schools in fact outperform private ones. For decades research showing that students at private schools perform better than students at public ones has been used to promote the benefits of the private sector in education, including vouchers and charter schools—but much of these data are now nearly half a century old. Drawing on two recent, large-scale, and nationally representative databases, the Lubienskis show that any benefit seen in private school performance now is more than explained by demographics. Private schools have higher scores not because they are better institutions but because their students largely come from more privileged backgrounds that offer greater educational support. After correcting for demographics, the Lubienskis go on to show that gains in student achievement at public schools are at least as great and often greater than those at private ones. Even more surprising, they show that the very mechanism that market-based reformers champion—autonomy—may be the crucial factor that prevents private schools from performing better. Alternatively, those practices that these reformers castigate, such as teacher certification and professional reforms of curriculum and instruction, turn out to have a significant effect on school improvement. Despite our politics, we all agree on the fundamental fact: education deserves our utmost care. The Public School Advantage offers exactly that. By examining schools within the diversity of populations in which they actually operate, it provides not ideologies but facts. And the facts say it clearly: education is better off when provided for the public by the public. |

do private schools offer special education: A Guide to Special Education Advocacy Matthew Cohen, 2009-02-25 Disability law can be complex and intimidating, so how can concerned parents use it to ensure their child with a disability receives the appropriate education they are legally entitled to? A Guide to Special Education Advocacy gives strategies for advocating for better provision of special education in schools. Despite the many services and accommodations that have been made for students with disabilities, such as the use of Braille or providing specialized education in a regular or special classroom, many children with disabilities do not get the services they need and are not placed in appropriate programs or settings. Because of this, the perception of disability often remains unchanged. Matthew Cohen's insightful manual gives a practical vision of how a parent or a professional can become an advocate to achieve a more inclusive and rewarding education for the child with a disability. This book will provide parents, people with disabilities, professionals and clinicians thinking about special education advocacy with an overview of current disability law and how it works, identifying practical ways for building positive and effective relationships with schools. |
do private schools offer special education: The Economics of School Choice Caroline M. Hoxby, 2007-11-01 Now that the U.S. Supreme Court has declared school voucher programs constitutional, the many unanswered questions concerning the potential effects of school choice will become especially pressing. Contributors to this volume draw on state-of-the-art economic methods to answer some of these questions, investigating the ways in which school choice affects a wide range of issues. Combining the results of empirical research with analyses of the basic economic forces underlying local education markets, The Economics of School Choice presents evidence concerning the impact of school choice on student achievement, school productivity, teachers, and special education. It also tackles difficult questions such as whether school choice affects where people decide to live and how choice can be integrated into a system of school financing that gives children from different backgrounds equal access to resources. Contributors discuss the latest findings on Florida's school choice program as well as voucher programs and charter schools in several other states. The resulting volume not only reveals the promise of school choice, but examines its pitfalls as well, showing how programs can be designed that exploit the idea's potential but avoid its worst effects. With school choice programs gradually becoming both more possible and more popular, this book stands out as an essential exploration of the effects such programs will have, and a necessary resource for anyone interested in the idea of school choice. |

do private schools offer special education: Ethics and Law for School Psychologists Susan Jacob, Dawn M. Decker, Elizabeth Timmerman Lugg, 2016-07-12 Ethics and Law for School Psychologists is the single best source of authoritative information on the ethical and legal issues school psychologists face every day. Designed specifically to meet the unique needs of psychologists in school settings, this book includes the most up-to-date standards and requirements while providing an introduction to ethical codes, ethical decision making, and the legal underpinnings that protect the rights of students and their parents. This new seventh edition has been extensively updated with the latest research and changes to the law, with an increased focus on ethical-legal considerations associated with the use of digital technologies. Coverage includes new case law on privacy rights, electronic record keeping, the 2014 Standards for Educational and Psychological Testing, digital assessment platforms, the latest interpretations of the Individuals with Disabilities Education Act, and more. Ethics texts for counseling and psychology are plentiful, and often excellent—but this book is the only reference that speaks directly to the concerns and issues specific to psychologists in school settings. Case vignettes, end-of-chapter questions, and discussion topics facilitate deeper insight and learning, while updated instructor's resources bring this key reference right into the classroom. Keeping up with the latest research and legal issues is a familiar part of a psychologist's duties, but a practice centered on children in an educational setting makes it both critical and more complex. Ethics and Law for School Psychologists provides a central resource for staying up to date and delivering ethically and legally sound services within a school setting. |

do private schools offer special education: Private Schools in the United States Donald Hatch McLaughlin, 1995 This report is based on the Schools and Staffing Survey (SASS) of 1987-88 and 1990-91 and is designed to provide a broad picture of private schools in the United States. The SASS collects data on only a sample of private schools, but collects a much richer picture of each participating school than does the Private School Universe Survey, a supplement to the Common Core of Data. In 1990-91, the SASS found that there were approximately 24,690 private elementary and secondary schools in the United States, serving an estimated 4,673,878 students in kindergarten through grade 12. This suggests that nearly one-quarter of the schools in the nation are private, and that 1 out of every 10 students are in private schools. Findings from the SASS are presented in sections on: (1) characteristics of private schools as units; (2) characteristics of students; (3) characteristics of teachers and principals; (4) educational goals of teachers and principals, their perceptions of school climate, and rates of graduation and college attendance; and (5) descriptive profiles by religious or other affiliation. Ten figures and 44 figures present survey findings. Two appendixes contain tables of standard errors and technical notes. (Contains 31 references.) (SLD) |
do private schools offer special education: Enduring Issues In Special Education Barbara Bateman, John W. Lloyd, Melody Tankersley, 2015-02-20 Enduring Issues in Special Education is aimed at any course in the undergraduate or graduate special education curriculum that is wholly or partly devoted to a critical examination of current issues in special education. The book organizes 28 chapters into seven sections using familiar structuring principles—what, who, where, how, when, why, and whither. Each section begins with an introduction that provides historical, legal, and theoretical background information and organizing commentary for the chapters that follow. The book’s objective, in addition to informing readers about the issues, is to develop critical thinking skills in the context of special education. Key features include the following: Dialectic Format – Each of the 28 chapters presents compelling reasons for addressing the issue at hand and specific ways to do so. Because each issue is written from different perspectives and focuses on a variety of aspects, readers are encouraged to weigh the arguments, seek additional information, and come up with synthesized positions of their own. Organizing Framework – The book’s seven sections have been arranged according to a scheme that is the essence of most investigative reporting and provides a coherent, easy-to-understand framework for readers. Expertise – All chapters are written by leading scholars who are highly regarded experts in their fields and conclude with suggested readings and discussion questions for additional study. |

The appeal to act is heartfelt' Financial Times ___________________ Includes a new chapter, 'Moving Ahead?' Britain's private, fee-paying schools are institutions where children from affluent families have their privileges further entrenched through a high-quality, richly-resourced education. Engines of Privilege contends that, in a society that mouths the virtues of equality of opportunity, of fairness and of social cohesion, the educational apartheid separating private schools from our state schools deploys our national educational resources unfairly; blocks social mobility; reproduces privilege down the generations; and underpins a damaging democratic deficit in our society. Francis Green and David Kynaston carefully examine options for change, while drawing on the valuable lessons of history. Clear, vigorous prose is combined with forensic analysis to powerful effect, illuminating the painful contrast between the importance of private schools in British society and the near-absence of serious, policy-shaping debate. ___________________ 'An excoriating account of the inequalities perpetuated by Britain's love affair with private schools' The Times |

It examines the performance of regular students to the performance of students with learning disabilities (LD) and gifted students as perceived by them to identify the population that is best served by inclusion. The book investigates three domains affecting student performance in inclusive settings: management and organization. Teaching and learning, and student support and school ethos. In addition, it compares the ways in which these domains affect student performance for each population. In addition, the book presents a detailed description of the inclusive practices that affect student performance and the indicators that contribute most positively to fostering the performance of regular students, gifted students, and students with LD. Finally, it describes the inclusion model applied and proved empirically to affect the positive performance of all student groups as a response to the increasing call for inclusive schooling in Lebanon. Key areas of coverage include: Inclusive education, social justice, and equity in Lebanese schools. Student perceptions of inclusion in Lebanon. Inclusion of gifted learners and students with learning disabilities. Comparison of student performance among different populations in inclusive settings. Domains affecting student performance in inclusive settings. Proposed model of student inclusion in Lebanese schools. do private schools offer special education: Unproductive School Choice Debates John Merrifield, Nathan Gray, 2023-05-22 The book explains why we desperately need an “Open Education Industry.” It clearly defines the term, and the confusion about what can/should be done to improve schooling outcomes, and why over 30 years of efforts to improve schooling outcomes has left all 51 US school systems far short of what is needed to engage all schoolchildren in high value instruction. Because of past education failures, especially poor basic literacy in economic systems, many influential academics and activists have asserted the presence of adequate market forces where key elements of high-performing markets are absent, and have become pre-occupied with discussion of, and development of, devastating inappropriate generalizations about findings from studies of narrowly-targeted, restriction-laden expansions of access to alternatives to traditional public schools. The book compares those to transformational school choice expansions, and describes key steps towards the inertia that threatens the future or America as a prosperous and free republic. |

This textbook provides a comprehensive survey of the legal problems and issues that confront school administrators and policymakers today. Thus, the text balances an explanation of the important principles of education law, with actual court decisions to illuminate these concepts. The court decisions are carefully edited to highlight issues most relevant to administrators, and each chapter explores implications for policy and practice.
