The NAO report estimates that, at the end of May 2004, between 155,000 and 283,500 potentially removable failed asylum applicants may have remained in the UK, of whom around half went through the application process more than three years previously. It finds that, although the Directorate has made progress, the number of people removed or returning voluntarily each month is still less than the number of unsuccessful cases, and highlights a number of areas where further improvements should be made if the Directorate is to meet its targets and reduce the backlog. Building on extensive participant observation in three different refugee support organizations, the book shows how moral codes and emotional templates shape the implementation of refugee support, structuring encounters and clashes between refugees, helpers, and bureaucrats. The ethnography illustrates how, despite a plenitude of divergent constraints, the actors produce remarkably permanent makeshift solutions for “good enough” care. At the same time, it is on the level of personal encounters and clashes that ideological and practical delineations between state and non-state actors, and between refugee-hostile and refugee-friendly positions, become blurred: NGO refugee supporters sometimes converge with state policies in practices of control while state authorities occasionally become deeply invested in providing empathetic care. Over the past decades, European states have increasingly limited irregular migrants’ access to welfare services as a tool for migration control. Still, irregular migrants tend to have access to certain basic services, although frequently of a subordinate, arbitrary, and unstable kind. Drawing on in-depth ethnographic fieldwork conducted in Norway, this book sheds light on ambiguities in the state’s response to irregular migration that simultaneously cut through law, policy, and practice. Carefully examining the complex interplay between the geopolitical management of territory and the biopolitical management of populations, the book argues that irregularised migrants should be understood as precariously included in the welfare state rather than simply excluded. Nevertheless, one should note that Turkey has only recently faced mass immigration and the number of foreign born has more than doubled in less than five years. Such sudden change in population composition warrants policy adjustments and reviews. Policy shift from exporting excess labour in the 1960s and 1970s to immigrant integration today is a drastic but necessary one. Nevertheless, Turkish migration policy is still far from settled as several chapters in this book point out. Despite the exemplary humanitarian engagement in admitting Syrians, Turkey is still at the bottom of the league table of favourable integration policies with an overall score of 25 out of 100. Turkish migration policy is likely to be adjusted further in response to the continuing immigration. |
