financial assistance for released prisoners in louisiana: Invisible Punishment Meda Chesney-Lind, Marc Mauer, 2011-05-10 In a series of newly commissioned essays from the leading scholars and advocates in criminal justice, Invisible Punishment explores, for the first time, the far-reaching consequences of our current criminal justice policies. Adopted as part of “get tough on crime” attitudes that prevailed in the 1980s and '90s, a range of strategies, from “three strikes” and “a war on drugs,” to mandatory sentencing and prison privatization, have resulted in the mass incarceration of American citizens, and have had enormous effects not just on wrong-doers, but on their families and the communities they come from. This book looks at the consequences of these policies twenty years later.

financial assistance for released prisoners in louisiana: Evaluating the Effectiveness of Correctional Education Lois M. Davis, 2013-08-21 After conducting a comprehensive literature search, the authors undertook a meta-analysis to examine the association between correctional education and reductions in recidivism, improvements in employment after release from prison, and other outcomes. The study finds that receiving correctional education while incarcerated reduces inmates' risk of recidivating and may improve their odds of obtaining employment after release from prison.

financial assistance for released prisoners in louisiana: Surviving Justice , 2015-10-01 On September 30, 2003, Calvin was declared innocent and set free from Angola State Prison, after serving 22 years for a crime he did not commit. Like many other exonerees, Calvin experienced a new world that was not open to him. Hitting the streets without housing, money, or a change of clothes, exonerees across America are released only to fend for themselves. In the tradition of Studs Terkel's oral histories, this book collects the voices and stories of the exonerees for whom life — inside and out — is forever framed by extraordinary injustice
financial assistance for released prisoners in louisiana: The Growth of Incarceration in the United States Committee on Causes and Consequences of High Rates of Incarceration, Committee on Law and Justice, Division of Behavioral and Social Sciences and Education, National Research Council, 2014-12-31 After decades of stability from the 1920s to the early 1970s, the rate of imprisonment in the United States has increased fivefold during the last four decades. The U.S. penal population of 2.2 million adults is by far the largest in the world. Just under one-quarter of the world's prisoners are held in American prisons. The U.S. rate of incarceration, with nearly 1 out of every 100 adults in prison or jail, is 5 to 10 times higher than the rates in Western Europe and other democracies. The U.S. prison population is largely drawn from the most disadvantaged part of the nation's population: mostly men under age 40, disproportionately minority, and poorly educated. Prisoners often carry additional deficits of drug and alcohol addictions, mental and physical illnesses, and lack of work preparation or experience. The growth of incarceration in the United States during four decades has prompted numerous critiques and a growing body of scientific knowledge about what prompted the rise and what its consequences have been for the people imprisoned, their families and communities, and for U.S. society. The Growth of Incarceration in the United States examines research and analysis of the dramatic rise of incarceration rates and its affects. This study makes the case that the United States has gone far past the point where the numbers of people in prison can be justified by social benefits and has reached a level where these high rates of incarceration themselves constitute a source of injustice and social harm. The Growth of Incarceration in the United States examines policy changes that created an increasingly punitive political climate and offers specific policy advice in sentencing policy, prison policy, and social policy. The report also identifies important research questions that must be answered to provide a firmer basis for policy. This report is a call for change in the way society views criminals, punishment, and prison. This landmark study assesses the evidence and its implications for public policy to inform an extensive and thoughtful public debate about and reconsideration of policies.
financial assistance for released prisoners in louisiana: How Effective Is Correctional Education, and Where Do We Go from Here? The Results of a Comprehensive Evaluation Lois M. Davis, Jennifer L. Steele, Robert Bozick, Malcolm V. Williams, Susan Turner, Jeremy Miles, Jessica Saunders, Paul S. Steinberg, 2014-02-28 Assesses the effectiveness of correctional education for both incarcerated adults and juveniles, presents the results of a survey of U.S. state correctional education directors, and offers recommendations for improving correctional education.
financial assistance for released prisoners in louisiana: Money, Work, and Crime Peter H. Rossi, Richard A. Berk, Kenneth J. Lenihan, 2013-09-03 Money, Work, and Crime: Experimental Evidence presents the complete details of the Department of Labor's $3.4 million Transitional Aid Research Project (TARP), a large-scale field experiment which attempted to reduce recidivism on the part of ex-felons. Beginning in January 1976, some prisoners released from state institutions in Texas and Georgia were offered financial aid for periods of up to six months post-release. Payments were made in the form of Unemployment Insurance benefits. The ex-prisoners who were eligible for payments were compared with control groups released at the same time from the same institutions. The control groups were not eligible for benefits. The assumption that modest levels of financial help would ease the transition from prison life to civilian life was partially supported. Ex-prisoners who received financial aid under TARP had lower rearrest rates than their counterparts who did not receive benefits and worked comparable periods of time. Those receiving financial aid were also able to obtain better-paying jobs than the controls. However, ex-prisoners receiving benefits took longer to find jobs than those who did not receive benefits. The TARP experiment makes a strong contribution both to an important policy area—the reduction of crime through reducing recidivism—and to the further development of the field and experiment as a policy research instrument.

financial assistance for released prisoners in louisiana: Punishment and Inequality in America Bruce Western, 2006-05-25 Over the last thirty years, the prison population in the United States has increased more than seven-fold to over two million people, including vastly disproportionate numbers of minorities and people with little education. For some racial and educational groups, incarceration has become a depressingly regular experience, and prison culture and influence pervade their communities. Almost 60 percent of black male high school drop-outs in their early thirties have spent time in prison. In Punishment and Inequality in America, sociologist Bruce Western explores the recent era of mass incarceration and the serious social and economic consequences it has wrought. Punishment and Inequality in America dispels many of the myths about the relationships among crime, imprisonment, and inequality. While many people support the increase in incarceration because of recent reductions in crime, Western shows that the decrease in crime rates in the 1990s was mostly fueled by growth in city police forces and the pacification of the drug trade. Getting tough on crime with longer sentences only explains about 10 percent of the fall in crime, but has come at a significant cost. Punishment and Inequality in America reveals a strong relationship between incarceration and severely dampened economic prospects for former inmates. Western finds that because of their involvement in the penal system, young black men hardly benefited from the economic boom of the 1990s. Those who spent time in prison had much lower wages and employment rates than did similar men without criminal records. The losses from mass incarceration spread to the social sphere as well, leaving one out of ten young black children with a father behind bars by the end of the 1990s, thereby helping perpetuate the damaging cycle of broken families, poverty, and crime. The recent explosion of imprisonment is exacting heavy costs on American society and exacerbating inequality. Whereas college or the military were once the formative institutions in young men's lives, prison has increasingly usurped that role in many communities. Punishment and Inequality in America profiles how the growth in incarceration came about and the toll it is taking on the social and economic fabric of many American communities.
financial assistance for released prisoners in louisiana: Serving the Stigmatized Wesley T. Church II, David W. Springer, 2018-06-26 America's incarceration rate was roughly constant from 1925 to 1973, with an average of 110 people behind bars for every 100,000 residents. By 2013, however, the rate of incarceration in state and federal prisons had increased sevenfold to 716. Compared with 102 for Canada, 132 for England and Wales, 85 for France, and a paltry 48 in Japan, the United States is the worlds' most aggressive jailer. When one factors in those on parole or probation, the American correctional system is in control of more than 7.3 million Americans, or one in every 31 U.S. adults. This means that 6.7 million adult men and women -- about 3.1 percent of the total U.S. adult population -- are now very non-voluntary members of America's correctional community. Some key questions that need to be addressed are: What are we doing with those 7.3 million Americans? How are they being treated while they are incarcerated? How can we best prepare them to return to their communities? More than 650,000 offenders are released back into our communities every year; however, 70% are rearrested within three years of their release. Serving the Stigmatized is the first book of its kind that explores best practices when dealing with a specific prison population while under some form of institutional control. If the established goal of a correctional facility is to rehabilitate, then it is imperative that the rehabilitation is effective and does not simply serve as a political buzz word. The timing of releasing this book coincides with a real movement in the United States, supported by both conservative and liberal advocates and foundations, to decrease the size of the prison population by returning more offenders to their communities. The text examines 14 specific populations and how to effectively treat them in order to better serve them and our communities.

financial assistance for released prisoners in louisiana: Revoked Allison Frankel, 2020 [The report] finds that supervision -– probation and parole -– drives high numbers of people, disproportionately those who are Black and brown, right back to jail or prison, while in large part failing to help them get needed services and resources. In states examined in the report, people are often incarcerated for violating the rules of their supervision or for low-level crimes, and receive disproportionate punishment following proceedings that fail to adequately protect their fair trial rights.--Publisher website.

financial assistance for released prisoners in louisiana: Pain Management and the Opioid Epidemic National Academies of Sciences, Engineering, and Medicine, Health and Medicine Division, Board on Health Sciences Policy, Committee on Pain Management and Regulatory Strategies to Address Prescription Opioid Abuse, 2017-09-28 Drug overdose, driven largely by overdose related to the use of opioids, is now the leading cause of unintentional injury death in the United States. The ongoing opioid crisis lies at the intersection of two public health challenges: reducing the burden of suffering from pain and containing the rising toll of the harms that can arise from the use of opioid medications. Chronic pain and opioid use disorder both represent complex human conditions affecting millions of Americans and causing untold disability and loss of function. In the context of the growing opioid problem, the U.S. Food and Drug Administration (FDA) launched an Opioids Action Plan in early 2016. As part of this plan, the FDA asked the National Academies of Sciences, Engineering, and Medicine to convene a committee to update the state of the science on pain research, care, and education and to identify actions the FDA and others can take to respond to the opioid epidemic, with a particular focus on informing FDA's development of a formal method for incorporating individual and societal considerations into its risk-benefit framework for opioid approval and monitoring.

financial assistance for released prisoners in louisiana: Emerging Issues on Privatized Prisons James Austin, 2001 This report discusses the findings of a nationwide study on the use of private prisons in the United States. The number of these prisons grew enormously between 1987 and 1998, with proponents suggesting that allowing facilities to be operated by the private sector could result in cost reductions of 20%. The study examined the historical factors that gave rise to the higher incarceration rates, fueling the privatization movement, and the role played by the private sector in the prison system. It outlines the arguments, both in support of and opposition to, privatized prisons, reviews current literature on the subject, and examines issues that will have an impact on future privatizations. The report concludes that, rather than the projected 20-percent savings, the average saving from privatization was only about 1 percent, and most of that was achieved through lower labor costs. Nevertheless, there were indications that the mere prospect of privatization had a positive effect on prison administration, making it more responsive to reform.
