HCI has a vital role to play in these new worlds, to ensure that people using the new technologies are empowered rather than subjugated to the technology that they increasingly have to use. In addition, outcomes from HCI research studies over the past 20 years are now finding their way into many organisations and helping to improve and enhance work practices. These factors have strongly influenced the INTERACT'97 Committee when creating the conference programme, with the result that, besides the more traditional HCI research and education focus found in previous INTERACT conferences, one strand of the 1997 conference has been devoted to industry and another to multimedia. The growth in the IFIP TCI3 committee itself reflects the expansion ofHCI into new worlds. Membership oflFIP TC13 has risen to now include representatives of 24 IFIP member country societies from many parts of the world. In 1997, IFIP TCl3 breaks new ground by holding its sixth INTERACT conference in the Asia-Pacific region. This is a significant departure from previous INTERACT conferences, that were all held in Europe, and is especially important for the Asia-Pacific region, as HCI expands beyond its traditional base. |

However, the spatial and temporal distribution of water in Mexico restrains its use. Because of this distribution, it has been necessary to build a large infrastructure to capture, store, and allot this element among water users. Around the world, countries that once promoted more government involvement in irrigation management are adopting new policies that do just the opposite, creating incentives for farmers to take over the management of operations and maintenance, while government agencies focus on improving the management of water at the main system level. Is this just another management fad; or will the pendulum that is now swinging toward greater management control by farmers soon swing back the other way, toward greater state control? This volume reports on four countries where the state's role in irrigation management has undergone fundamental change and where the result has been a much greater management role for farmers. These studies address the political antecedents of participatory irrigation management (PIM) policies, the process of implementing the policies, and the second-generation challenges of sustaining PIM. Bartell, M Smart, 2005-05-31 The purpose of this project was to develop a methodology for deriving site-specific nutrient criteria (SSNC) for surface waters, including streams and rivers, lakes and reservoirs, and coastal estuaries. The methodology was developed to extend the United States Environmental Protection Agency's regional nutrient criteria for localized conditions characterized by particular desired water quality requirements or designated uses. The proposed SSNC methodology provides local stakeholders with a recipe for estimating nutrient criteria consistent with site-specific water quality management goals and objectives. The SSNC methodology prescribes a three-tiered or sequential approach for defining concentrations of acceptable nutrients in relation to management goals and objectives. Each tier requires successively more site-specific data and information and also develops increasingly quantitative and technologically more detailed relationships between nutrients and stated water quality measurements (chlorophyll a, Secchi depth, dissolved oxygen). The SSNC process can be initiated at any tier, although most applications will likely progress from Tier 1. The derivation of Tier 1 SSNC relies extensively on existing data and regional nutrient criteria. Tier 2 adds additional, more site-specific data and estimates SSNC on the basis of statistical relationships between nutrients and the selected water quality parameters of interest. Tier 3 extends Tier 2 through the development of additional site-specific data and the application of site-specific, process-level water quality models to estimate the SSNC. Follow-up monitoring is a key component of all three tiers for assessing the effectiveness of the SSNC in achieving the desired water quality characteristics and making subsequent decisions about continued implementation or modification of the SSNC. Benefits: SSNC can serve as effective alternatives to regional criteria, which may fail to achieve or sustain locally desired water quality conditions. The proposed methodology prescribes an efficient and economical approach for achieving site-specific water quality objectives. The methodology develops SSNC on the basis of process-level understanding of relationships between nutrients and water quality objectives. The tiered approach permits a sequential, increasingly detailed and sophisticated analysis of relations between nutrients and desired water quality conditions. The results of the tiered SSNC methodology provide direct inputs to localized management and decision-making processes. |
