Based on an empirical comparison of two countries with significantly different political regimes throughout the period, Hungary and Romania, this study shows how different constellations of successive late socialist and post-socialist regimes have managed internal and external class relations throughout the same global crisis process, from very similar positions of semi-peripheral, post-socialist systemic integration. This paper considers the strengths and weaknesses of the leading candidate instruments of this kind. It argues that, on both policy and administration grounds, the case for increasing indirect taxes on international aviation is strong: the indirect tax burden on international aviation is very low, yet aviation contributes significantly to border-crossing environmental damage, is just as proper an object of taxation as any other commodity, and incipient tax competition is likely to result in these taxes being set at inefficiently low levels. But the form(s) in which such taxes are levied matters: a tax on aviation fuel would address the key border-crossing externalities most directly; a tax on final ticket values would have greater revenue potential, and perhaps some distributional advantage; departure/arrival taxes face the least legal obstacles, but are much blunter instruments. Optimal policy, it is shown, typically requires deploying both a fuel tax and a ticket tax, and the paper explores, both in principle and by simulation, the key considerations and trade-offs involved in designing a suitable indirect tax regime for international aviation. |

Cohen, 2016-11-03 Consumer society in the United States and other countries is receding due to demographic ageing, rising income inequality, political paralysis, and resource scarcity. At the same time, steady jobs that compensate employees on a salaried or hourly basis are being replaced by freelancing and contingent work. The rise of the so-called sharing economy, the growth of do-it-yourself production, and the spreading popularity of economic localization are evidence that people are striving to find new ways to ensure livelihoods for themselves and their families in the face of profound change. Indications are that we are at the early stages of a transition away from a system of social organization predicated on consumerism. These developments have prompted some policy makers to suggest providing households with a non-labor source of income that would enable more adequate satisfaction of their basic needs. These proposals include a universal basic income, a citizen's dividend, and a legal framework for broad-based stock ownership in corporations. However, extreme political fractiousness makes it unlikely that these recommendations will receive prompt and widespread legislative endorsement in most countries. In the meantime, we seem to be moving incontrovertibly toward a twenty-first century version of feudalism. How might we chart a different path founded on social inclusiveness and economic security? A practicable option entails establishment of networks of interlinked worker-consumer cooperatives that organizationally unify production and consumer. Such modes of mutual assistance already exist and The Future of Consumer Society profiles several successful examples from around the world. This book argues that the white response to the black civil rights movement in the 1950s, '60s, and early '70s inadvertently created the conditions for emergence of American neoliberalism. The white response drew from a language of neoliberalism, as they turned inward to redefine what it meant to be a good white citizen. In recent developments, some of the new airlines have offered optional extras (at higher fares) to attract business travelers and entered major routes alongside the legacy carriers. Within both the U.S. and Europe, deregulation removed most geographical barriers to expansion by short-haul airlines. Later, limited deregulation spread to other world regions, where many short-haul routes connect city pairs in different countries, and where governments have retained traditional two-country mechanisms restricting who may fly. To gain access to domestic routes in other countries, some new airlines are setting up affiliate companies in neighboring countries, with each company legally controlled in the country of domicile. With air travel growing strongly, especially in Asia, a common result is intense, but potentially short-lived, competition on major routes. The recent developments give clear signposts to likely mid-term outcomes, and make this an opportune time to report on the new-airline scene.
