Because Parrish’s life coincided with critical years in the destruction and reconstruction of the southern social order, her biography provides unique opportunities to explore the links between southern nationalism, reactionary racism, and gender discrimination. Parrish’s pursuit of higher education and a professional career pitted her against male opponents of coeducation who regarded female and black dependency as central to southern regional distinctiveness. Its major claim is that the history of educational research is embedded in the nation’s social, political, intellectual, and economic histories. Attention is given to three significant periods: the Progressive Era when modern educational research began to assume its present form; the Post-World-War-II-Era when educators and educational researchers were directed to return to or turn to the academic disciplines; and the Civil Rights Era after the Supreme Court in Brown ended legal racial segregation and raised questions about equality of educational opportunity that are still with us. These were significant periods when there was a clear national agenda shaped by both public and private agencies. Researchers’ responses have had long-term consequences as seen in the reaction to The Coleman Report, debates about the merits of quantitative research as opposed to qualitative research, the ongoing discussion about the merits of No Child Left Behind, the achievement gap, the creation of the Institute of Education Sciences, and the emphasis now placed on “scientifically-based research.” The origins of the common school, the work of the philosopher Johann Friedrich Herbart and his followers, and the revolution in scientific method brought about by Charles Darwin’s work are included because they serve as the foundation for educational research. Educational researchers’ identification with and interest in individual performance and ability and their measurement is related to the close relationship educational researchers have had with psychology, a discipline that typically does not focus on social context. The significance of educational researchers’ borrowing from the behavioral sciences, especially psychology, is examined through a discussion of the mental hygiene movement, as supported by private philanthropy, and through consideration of contributors such as G. The most notable distinction between living and inanimate things is that the former maintain themselves by renewal. A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word control in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment. |

The new group of social reformers that emerged near the end of the nineteenth century believed that the South, an underdeveloped and politically fragile region, was in the midst of a social crisis. They recognized the environmental causes of social problems and pushed for interventionist solutions. As a consensus grew about southern social problems in the early 1900s, reformers adopted new methods to win the support of reluctant or indifferent southerners. By the beginning of World War I, their public crusades on prohibition, health, schools, woman suffrage, and child labor had led to some new social policies and the beginnings of a bureaucratic structure. By the late 1920s, however, social reform and southern progressivism remained largely frustrated. Link's analysis of the response of rural southern communities to reform efforts establishes a new social context for southern progressivism. He argues that the movement failed because a cultural chasm divided the reformers and the communities they sought to transform. Reformers were paternalistic. They believed that the new policies should properly be administered from above, and they were not hesitant to impose their own solutions. They also viewed different cultures and races as inferior. Rural southerners saw their communities and customs quite differently. For most, local control and personal liberty were watchwords. They had long deflected attempts of southern outsiders to control their affairs, and they opposed the paternalistic reforms of the Progressive Era with equal determination. Throughout the 1920s they made effective implementation of policy changes difficult if not impossible. In a small-scale war, rural folk forced the reformers to confront the integrity of the communities they sought to change. |

Shah, 2015 In Sex Ed, Segregated, Courtney Shah examines the Progressive Era sex education movement, which presented the possibility of helping people understand their own health and sexuality, but which most often divided audiences along rigid lines of race, class, and gender. Reformers' assumptions about their audience's place in the political hierarchy played a crucial role in the development of a mainstream sex education movement by the 1920s. Reformers and instructors taught middle-class youth, African-Americans, and World War I soldiers different stories, for different reasons. When legal discrimination did not sufficiently subordinate blacks, southern whites resorted liberally to fraud, intimidation, and violence—most notably in ghastly lynchings and urban race riots. Yet, most northern progressives were either indifferent to the fate of southern blacks or actively supported the social system in the South. Yankee reformers obsessed over the concept of race and became ensnared in a web of “scientific racism” that convinced them that blacks belonged to an inferior breed of human beings. The tenures of both Theodore Roosevelt, who wrote more about race than any other American president, and Woodrow Wilson, who was reared in the Deep South, proved disastrous for African Americans, who reached their “nadir” even as Wilson led the United States on a crusade to make the world safe for democracy. Southern goes on to persuasively reveal that African Americans courageously fought to change the implacably racist system in which they lived, against overwhelming odds. Indeed, it was the rise of the militant “New Negro” during the Progressive Era that provoked much of the anti-black repression and violence. Dr. Southern further examines how the origins of the modern civil rights movement emerged in the wake of the rivalry between Booker T. Washington and W.E.B. Du Bois, going beyond an analysis of their leadership to illuminate other important African American activists who held strong views of their own. Finally, an epilogue assesses the malignant racial heritage of the progressives by looking at the discrimination against African Americans, both those in and newly returned home from the armed forces, during World War I and the numerous race riots in northern cities that were in part occasioned by the large-scale migration of southern blacks. |
