Holmes, Vera Kaplan, 2004-08-02 This volume consists of a collection of essays devoted to study of the most recent educational reform in Russia. In his first decree Boris Yeltsin proclaimed education a top priority of state policy. Yet the economic decline which accompanied the collapse of the Soviet Union dealt a crippling blow to reformist aspirations, and to the existing school system itself. The public lost faith in school reform and by the mid-1990s a reaction had set in. Nevertheless, large-scale changes have been effected in finance, structure, governance and curricula. At the same time, there has been a renewed and widespread appreciation for the positive aspects of the Soviet legacy in schooling. The essays presented here compare current educational reform to reforms of the past, analyze it in a broader cultural, political and social context, and study the shifts that have occurred at the different levels of schooling 'from political decision-making and changes in school administration to the rewriting textbooks and teachers' everyday problems. The authors are both Russian educators, who have played a leading role in implementation of the reform, and Western scholars, who have been studying it from its very early stages. Together, they formulate an intricate but cohesive picture, which is in keeping with the complex nature of the reform itself. Education is the responsibility of all the organizations, institutions, and persons in the state, but the schools, as directed by the Party, have the leading role in developing a citizenry of proper social outlook. This new Soviet man will not only contribute through his labor to the expansion of Soviet industrial and military power, but will also actively participate in building a Communist society. The Soviet Union has one of the most extensive preschool programs in the world, providing free, voluntary, nursery schools for children from two month to three years, and kindergartens for children from three to seven years. General education is provided through a system of primary schools (through third grade), incomplete secondary schools (through eighth grade), and the complete secondary school (through tenth grade, for those who pass examinations at the eighth grade level). The curriculum at all levels of schooling is set nationally. Teacher education is particularly important since education is the primary means for spreading Communist ideology. An analysis of the archival record and numerous letters, oral histories, and memoirs uncovers a little-known story that describes the Soviet transformation of children into future builders of communism and reveals the educational techniques shared with other modern states. Classroom education taught patriotism for the two homelands and the importance of emulating Spanish and Soviet heroes, scientists, soldiers, and artists. Extra-curricular clubs and activities reinforced classroom experiences and helped discipline the mind, body, and behaviours. Adult mentors, like the heroes studied in the classroom, provided models to emulate and became the tangible expression of the ideal Spaniard and Soviet. The Basque and Spanish children thus were transformed into hybrid Hispano-Soviets fully engaged with their native language, culture, and traditions while also imbued with Russian language and culture and Soviet ideals of hard work, comradery, internationalism, and sacrifice for ideals and others. Throughout their fourteen-year existence and even during the horrific relocation to the Soviet interior during the Second World War, the twenty-two Soviet boarding schools designed specifically for the Spanish refugee children – and better provisioned than those for Soviet children – transformed displaced niños into Red Army heroes, award-winning Soviet athletes and artists, successful educators and workers, and in some cases valuable resources helping to rebuild Cuba after the revolution. Stalin’s Niños also sheds new light on the education of non-Russian Soviet and international students and the process of constructing a supranational Soviet identity. |

Holmes, 2010-11-23 A different kind of history, Stalin’s School brings a unique human dimension to the Soviet Union of the 1930s and a new understanding of Stalinism as a cultural and psychological phenomenon. From 1931 to 1937, School No. 25 was the most famous and most lavishly appointed school in the Soviet Union—instructing the children of such prominent parents as Joseph Stalin, head of the Communist Party, Viacheslav Molotov, head of the Soviet State, and Paul Robeson, American actor and singer. Relying on published records, materials in eleven archives, accounts left by visiting foreigners—including the prominent American educator George Counts—and thirty six interviews with surviving pupils from the 1930s, Holmes brings the school to life. The school's administrators, teachers, pupils, friends, and foes become companions as well as objects of this study as we walk the schools halls, enter its classrooms, eavesdrop on feuding officials who debate its fate, and learn something of what the school and the period meant for its youth. Photographs of the school's teachers and students, and reproductions of the students' notebooks, drawings, and watercolors add personality to this compelling story. Holmes uses the experience of School No. 25 as a microcosm and mirror of Stalinism, illuminating the interplay of state and society in decision making, and providing an opportunity to examine Stalinism from ideological, cultural, and psychological perspectives. While placing the school's history in the context of the coercion, corruption and repression of the 1930s, Holmes challenges the prevailing view that state and public spectacle on the one hand, and society and private life, on the other, were contrasting entities. School No. 25 molded these elements into an organic whole. In the intimate setting of Stalin's School, the degree of acceptance of Stalinism transcends historians' customary reference to the fear or privilege a Soviet citizen experienced. In a mutually reinforcing way, forced compliance and voluntary choice moved individual teachers and pupils to accept a structured environment both at school and in society as the means to a powerful, prosperous, and just Soviet Union. |

Case studies on Ukraine, Azerbaijan, Kazakhstan, Uzbekistan, and Tajikistan and on two regions of the Russian Federation, Tatarstan and Daghestan, highlight the importance which Muslim communities in all parts of the Soviet Union attached to their formal and informal institutions of Islamic instruction. New light is shed on the continuity of pre-revolutionary educational traditions – including Jadidist ethics and teaching methods – throughout the New Economic Policy period (1921-1928), on Muslim efforts to maintain their religious schools under Stalinist repression, and on the complete institutional breakdown of the Islamic educational sector by the late 1930s. A second focus of the book is on the remarkable boom of Islamic education in the post-Soviet republics after 1991. Contrary to general assumptions on the overwhelming influence of foreign missionary activities on this revival, this study stresses the primary role of the Soviet Islamic institutions which were developed during and after the Second World War, and of the persisting regional and even international networks of Islamic teachers and muftis. Throughout the book, special attention is paid to the specific regional traditions of Islamic learning and to the teachers’ affiliations with Islamic legal schools and Sufi brotherhoods. The book thus testifies to the astounding dynamics of Islamic education under rapidly changing and oftentimes extremely harsh political conditions. |

In Ukraine, Ukrainian-language schooling, coupled with pedagogical innovation, was expected to serve as the lynchpin of this social transformation for the republic’s children. The first detailed archival study of the local implications of Soviet nationalities policy, Breaking the Tongue examines the implementation of the Ukrainization of schools and children’s organizations. Matthew D. Pauly demonstrates that Ukrainization faltered because of local resistance, a lack of resources, and Communist Party anxieties about nationalism and a weakening of Soviet power – a process that culminated in mass arrests, repression, and a fundamental adjustment in policy. |

Based on extensive research carried out in Cuban, German, Mozambican, and Vietnamese archives as well as expert interviews, it combines detailed case studies of educational transfers and policy implementation with a discussion of theoretical approaches to the study of globalization in and of education. Research on Workers’ Faculties provides an especially interesting example for the study of educational transfer between socialist countries as well as for the interplay of such transfers with processes of globalisation for two reasons. On one hand, the first Workers’ Faculties were established already shortly after the October Revolution in Russia, and Workers’ Faculties continue to exist in Cuba until today. A study of these institutions therefore provides a dynamic perspective covering the whole period of the existence of the socialist camp. On the other hand, the spread of the Workers’ Faculty idea to four continents allows for an analysis that takes into account widely differing local contexts. This book offers an analysis of general trends and particularities in the history of the global spread of the Workers’ Faculty idea and its implementation in local contexts. Finally, it discusses the results with a view towards theories of globalization in the field of education as well as of specificities of processes of “socialist globalization”. |

Jewkes, 2014-08-07 This book, published in 1937, reported on a four week visit to Moscow in 1936 to study the making of Moscow as a showpiece Soviet capital. At its core was the 1935 General Plan for the Reconstruction of Moscow but the book was a study of planning in the Soviet rather than the Western sense. Thus it covered many aspects of the city’s social and economic life including industry and finance, education and housing production as well as governance and town planning. Much first hand detail is included, based on the visit and the authors’ meetings with Soviet officials and citizens that illustrate various points, usually in praise. The book made a significant contribution towards the growing arguments in 1930s Britain and other parts of the Anglophone world for a bolder, more comprehensive and more state-led approach to planning. In turn these arguments had an important impact in shaping the policies adopted in the 1940s. |
education in the soviet union: Audacious Education Purposes Fernando M Reimers, 2020-10-09 This open access book offers a comparative study of eight ambitious national reforms that sought to create opportunities for students to gain the necessary breath of skills to thrive in a rapidly changing world. It examines how national governments transform education systems to provide students opportunities to develop such skills. It analyses comprehensive education reforms in Brazil, Finland, Japan, Mexico, Peru, Poland, Portugal and Russia and yields original and important insights on the process of educational change. The analysis of these 21st century skills reforms shows that reformers followed approaches which are based on the five perspectives: cultural, psychological, professional, institutional and political. Most reforms relied on institutional and political perspectives. They highlight the systemic nature of the process of educational change, and the need for alignment and coherence among the various elements of the system in order. They underscore the importance of addressing the interests of various stakeholders of the education system in obtaining the necessary impetus to initiate and sustain change. In contrast, as the book shows, the use of a cultural and psychological frame proved rarer, missing important opportunities to draw on systematic analysis of emerging demands for schools and on cognitive science to inform the changes in the organization of instruction. Drawing on a rich array of sources and evidence the book provides a careful account of how education reform works in practice. In the postwar period, universities emerged as training grounds for the military-industrial complex, showcases of Soviet cultural and economic accomplishments and valued tools in international cultural diplomacy. However, these fêted Soviet institutions also generated conflicts about the place of intellectuals and higher learning under socialism. Disruptive party initiatives in higher education - from the xenophobia and anti-Semitic campaigns of late Stalinism to the rewriting of history and the opening of the USSR to the outside world under Khrushchev - encouraged students and professors to interpret their commitments as intellectuals in the Soviet system in varied and sometimes contradictory ways. In the process, the social construct of intelligentsia took on divisive social, political and national meanings for educated society in the postwar Soviet state. |
