A significant portion of the Department of Defense (DOD) budget is spent on capabilities acquired as commercial IT commodities, developmental IT systems that support a broad range of warfighting and functional applications, and IT components embedded in weapons systems. The ability of the DOD and its industrial partners to harness and apply IT for warfighting, command and control and communications, logistics, and transportation has contributed enormously to fielding the world's best defense force. However, despite the DOD's decades of success in leveraging IT across the defense enterprise, the acquisition of IT systems continues to be burdened with serious problems. To address these issues, the National Research Council assembled a group of IT systems acquisition and T&E experts, commercial software developers, software engineers, computer scientists and other academic researchers. IT has transformed, and continues to transform, all aspects of our lives: commerce and finance, education, employment, energy, health care, manufacturing, government, national security, transportation, communications, entertainment, science, and engineering. IT and its impact on the U.S. economy-both directly (the IT sector itself) and indirectly (other sectors that are powered by advances in IT)-continue to grow in size and importance. In 1995, the National Research Council's Computer Science and Telecommunications Board (CSTB) produced the report Evolving the High Performance Computing and Communications Initiative to Support the Nation's Information Infrastructure. A graphic in that report, often called the tire tracks diagram because of its appearance, produced an extraordinary response by clearly linking government investments in academic and industry research to the ultimate creation of new information technology industries with more than $1 billion in annual revenue. Used in presentations to Congress and executive branch decision makers and discussed broadly in the research and innovation policy communities, the tire tracks figure dispelled the assumption that the commercially successful IT industry is self-sufficient, underscoring through long incubation periods of years and even decades. The figure was updated in 2002, 2003, and 2009 reports produced by the CSTB. With the support of the National Science Foundation, CSTB updated the tire tracks figure. In many cases, either the receivers do not reach the intended level of use or simply the technology is rejected because it does not match with the expectations (true or false) and the accepted psychological effort to use it. The case of formal methods is a paradigmatic example of continual failures. The published cases with problems or failures only constitute the visible part of a large iceberg of adoption cases. It. is difficult to get companies to openly express the problems they had; however, from the experience of the author, failure cases are very common and they include any type of company. Many reasons to explain the failures (and in some cases the successes) could be postulated; however, the experiences are not structured enough and it is difficult to extract from them useful guidelines for avoiding future problems. Generally speaking, there is a trend to find the root of the problems in the technol ogy itself and in its adequacy with the preexistent technological context. Technocratic technology transfer models describe the problems in terms of these aspects. Although it is true that those factors limit the probability of success, there is another source of explanations linked to the individuals and working teams and how they perceive the technology. |

Therefore the different terms Business Informatics and Information Systems (IS) are defined first in chapter 2. The approach taken to exploring Business Informatics at Australian universities was to conduct intensive interviews with eleven Australian university IS academics within the following states and territories of the country: Queensland, New South Wales, The Australian National Capital and Victoria. Questions were asked relating to the specific universitiy, the educational Business Informatics courses on offer, the organisational structure and cultural aspects within the Business Informatics discipline. The results of the interviews are then supported by a strong web and literature review and are shown summarized in chapter 3. Additional information was obtained by the 13th Australasian Conference on Information Systems (ACIS) from 4th to 6th of December 2002 at the Victoria University Building in Melbourne. The conference gave an insight into topics as Online Learning, the IS discipline at universities and Approaches for Problem-Based Learning in Information Systems. These conference papers are summarized presented in chapter 4. This detailed overview of IS in Australian universities can then be compared to the Business Informatics discipline in German universities. Several aspects are considered for this in chapter 5 like the educational offers within this discipline area, the organisational structure of Business Informatics/IS within universities and cultural aspects in dependence to the structure of the interview guideline. Differences and similarities within the Business Informatics/IS discipline in higher education between Germany and Australia are explored, which is the aim of this study. Additional recommendations from the author should be seen as a thought-provoking-impulse and support further development in higher education. Sarker, Tapabrata Ray, 2010-07-12 Agent based evolutionary search is an emerging paradigm in computational int- ligence offering the potential to conceptualize and solve a variety of complex problems such as currency trading, production planning, disaster response m- agement, business process management etc. There has been a significant growth in the number of publications related to the development and applications of agent based systems in recent years which has prompted special issues of journals and dedicated sessions in premier conferences. The notion of an agent with its ability to sense, learn and act autonomously - lows the development of a plethora of efficient algorithms to deal with complex problems. This notion of an agent differs significantly from a restrictive definition of a solution in an evolutionary algorithm and opens up the possibility to model and capture emergent behavior of complex systems through a natural age- oriented decomposition of the problem space. While this flexibility of represen- tion offered by agent based systems is widely acknowledged, they need to be - signed for specific purposes capturing the right level of details and description. Using a general formulation of qualified types, the author extends the Damas/Milner type inference algorithm to support qualified types.
