In theory, the boom in standardized test scores and charter schools will allow parents to evaluate their assigned neighborhood school, or move in search of a better option. But what kind of data do parents actually use while choosing schools? Are there differences among suburban and urban families? How do parents’ choices influence school and residential segregation in America? Choosing Homes, Choosing Schools presents a breakthrough analysis of the new era of school choice, and what it portends for American neighborhoods. The distinguished contributors to Choosing Homes, Choosing Schools investigate the complex relationship between education, neighborhood social networks, and larger patterns of inequality. Paul Jargowsky reviews recent trends in segregation by race and class. His analysis shows that segregation between blacks and whites has declined since 1970, but remains extremely high. Moreover, white families with children are less likely than childless whites to live in neighborhoods with more minority residents. In her chapter, Annette Lareau draws on interviews with parents in three suburban neighborhoods to analyze school-choice decisions. Surprisingly, she finds that middle- and upper-class parents do not rely on active research, such as school tours or test scores. Instead, most simply trust advice from friends and other people in their network. Their decision-making process was largely informal and passive. Eliot Weinginer complements this research when he draws from his data on urban parents. He finds that these families worry endlessly about the selection of a school, and that parents of all backgrounds actively consider alternatives, including charter schools. Middle- and upper-class parents relied more on federally mandated report cards, district websites, and online forums, while working-class parents use network contacts to gain information on school quality. Little previous research has explored what role school concerns play in the preferences of white and minority parents for particular neighborhoods. Known as fruteros, they sell fruit salads out of pushcarts throughout Los Angeles and are part of the urban landscape. Drawing on six years of fieldwork, Rocío Rosales offers a compelling portrait of their day-to-day struggles. In the process, she examines how their paisano (hometown compatriot) social networks both help and exploit them. Much of the work on newly arrived Latino immigrants focuses on the ways in which their social networks allow them to survive. Rosales argues that this understanding of ethnic community simplifies the complicated ways in which social networks and social capital work. Fruteros sheds light on those complexities and offers the concept of the “ethnic cage” to explain both the promise and pain of community. |

Park Award for Best Book from the Community and Urban Sociology Section of the American Sociological Association From a dive bar in New Orleans to a leafy residential street in Minneapolis, many establishments and homes in cities across the nation share a troubling and largely invisible past: they were once sites of industrial manufacturers, such as plastics factories or machine shops, that likely left behind carcinogens and other hazardous industrial byproducts. In Sites Unseen, sociologists Scott Frickel and James Elliott uncover the hidden histories of these sites to show how they are regularly produced and reincorporated into urban landscapes with limited or no regulatory oversight. By revealing this legacy of our industrial past, Sites Unseen spotlights how city-making has become an ongoing process of social and environmental transformation and risk containment. To demonstrate these dynamics, Frickel and Elliott investigate four very different cities—New Orleans, Minneapolis, Philadelphia, and Portland, Oregon. Using original data assembled and mapped for thousands of former manufacturers’ locations dating back to the 1950s, they find that more than 90 percent of such sites have now been converted to urban amenities such as parks, homes, and storefronts with almost no environmental review. And because manufacturers tend to open plants on new, non-industrial lots rather than on lots previously occupied by other manufacturers, associated hazards continue to spread relatively unabated. As they do, residential turnover driven by gentrification and the rising costs of urban living further obscure these sites from residents and regulatory agencies alike. Frickel and Elliott show that these hidden processes have serious consequences for city-dwellers. While minority and working class neighborhoods are still more likely to attract hazardous manufacturers, rapid turnover in cities means that whites and middle-income groups also face increased risk. Since government agencies prioritize managing polluted sites that are highly visible or politically expedient, many former manufacturing sites that now have other uses remain invisible. To address these oversights, the authors advocate creating new municipal databases that identify previously undocumented manufacturing sites as potential environmental hazards. They also suggest that legislation limiting urban sprawl might reduce the flow of hazardous materials beyond certain boundaries. A wide-ranging synthesis of urban and environmental scholarship, Sites Unseen shows that creating sustainable cities requires deep engagement with industrial history as well as with the social and regulatory processes that continue to remake urban areas through time. Serving an enviably affluent, diverse, and liberal district, the school is well-funded, its teachers are well-trained, and many of its students are high achieving. Yet Riverview has not escaped the same unrelenting question that plagues schools throughout America: why is it that even when all of the circumstances seem right, black and Latino students continue to lag behind their peers? Through five years' worth of interviews and data-gathering at Riverview, John Diamond and Amanda Lewis have created a rich and disturbing portrait of the achievement gap that persists more than fifty years after the formal dismantling of segregation. The theory of ecologically unequal exchange posits that core or northern consumption and capital accumulation is based on peripheral or southern environmental degradation and extraction. Natasha Quadlin, Brian Powell, 2022-01-14 Americans now obtain college degrees at a higher rate than at any time in recent decades in the hopes of improving their career prospects. At the same time, the rising costs of an undergraduate education have increased dramatically, forcing students and families to take out often unmanageable levels of student debt. The cumulative amount of student debt reached nearly $1.5 trillion in 2017, and calls for student loan forgiveness have gained momentum. Yet public policy to address college affordability has been mixed. While some policymakers support more public funding to broaden educational access, others oppose this expansion. Noting that public opinion often shapes public policy, sociologists Natasha Quadlin and Brian Powell examine public opinion on who should shoulder the increasing costs of higher education and why. Who Should Pay? draws on a decade’s worth of public opinion surveys analyzing public attitudes about whether parents, students, or the government should be primarily responsible for funding higher education. Quadlin and Powell find that between 2010 and 2019, public opinion has shifted dramatically in favor of more government funding. In 2010, Americans overwhelming believed that parents and students were responsible for the costs of higher education. Less than a decade later, the percentage of Americans who believed that federal or state/local government should be the primary financial contributor has more than doubled. The authors contend that the rapidity of this change may be due to the effects of the 2008 financial crisis and the growing awareness of the social and economic costs of high levels of student debt. Quadlin and Powell also find increased public endorsement of shared responsibility between individuals and the government in paying for higher education. The authors additionally examine attitudes on the accessibility of college for all, whether higher education at public universities should be free, and whether college is worth the costs. Quadlin and Powell also explore why Americans hold these beliefs. They identify individualistic and collectivist world views that shape public perspectives on the questions of funding, accessibility, and worthiness of college. Those with more individualistic orientations believed parents and students should pay for college, and that if students want to attend college, then they should work hard and find ways to achieve their goals. Those with collectivist orientations believed in a model of shared responsibility – one in which the government takes a greater level of responsibility for funding education while acknowledging the social and economic barriers to obtaining a college degree for many students. The authors find that these belief systems differ among socio-demographic groups and that bias – sometimes unconscious and sometimes deliberate – regarding race and class affects responses from both individualistic and collectivist-oriented participants. Public opinion is typically very slow to change. Yet Who Should Pay? provides an illuminating account of just how quickly public opinion has shifted regarding the responsibility of paying for a college education and its implications for future generations of students. |

How do adolescents and young adults form friendships and romantic relationships that bridge the racial divide? In The Company We Keep, sociologists Grace Kao, Kara Joyner, and Kelly Stamper Balistreri examine how race, gender, socioeconomic status, and other factors affect the formation of interracial friendships and romantic relationships among youth. They highlight two factors that increase the likelihood of interracial romantic relationships in young adulthood: attending a diverse school and having an interracial friendship or romance in adolescence. While research on interracial social ties has often focused on whites and blacks, Hispanics are the largest minority group and Asian Americans are the fastest growing racial group in the United States. The Company We Keep examines friendships and romantic relationships among blacks, whites, Hispanics, and Asian Americans to better understand the full spectrum of contemporary race relations. Using data from the National Longitudinal Study of Adolescent to Adult Health, the authors explore the social ties of more than 15,000 individuals from their first survey responses as middle and high school students in the mid-1990s through young adulthood nearly fifteen years later. They find that while approval for interracial marriages has increased and is nearly universal among young people, interracial friendships and romantic relationships remain relatively rare, especially for whites and blacks. Black women are particularly disadvantaged in forming interracial romantic relationships, while Asian men are disadvantaged in the formation of any romantic relationships, both as adolescents and as young adults. They also find that people in same-sex romantic relationships are more likely to have partners from a different racial group than are people in different-sex relationships. The authors pay close attention to how the formation of interracial friendships and romantic relationships depends on opportunities for interracial contact. They find that the number of students choosing different-race friends and romantic partners is greater in schools that are more racially diverse, indicating that school segregation has a profound impact on young people’s social ties. Kao, Joyner, and Balistreri analyze the ways school diversity and adolescent interracial contact intersect to lay the groundwork for interracial relationships in young adulthood. The Company We Keep provides compelling insights and hope for the future of living and loving across racial divides. |

She also speaks to staff at organizations that aid street prostitutes, and assesses the techniques they use to help these women develop self-esteem, healthy relationships with family and community, and workplace skills. Oselin paints a full picture of the difficulties these women face in moving away from sex work and the approaches that do and do not work to help them transform their lives. Further, she offers recommendations to help improve the quality of life for these women. From the 1780s, when a watershed national land credit policy was established, to the postwar foundations of our current housing finance system, American Bonds examines the evolution of securitization and federal credit programs. Sarah Quinn shows that since the Westward expansion, the U.S. government has used financial markets to manage America’s complex social divides, and politicians and officials across the political spectrum have turned to land sales, home ownership, and credit to provide economic opportunity without the appearance of market intervention or direct wealth redistribution. Highly technical systems, securitization, and credit programs have been fundamental to how Americans determined what they could and should owe one another. Over time, government officials embraced credit as a political tool that allowed them to navigate an increasingly complex and fractured political system, affirming the government’s role as a consequential and creative market participant. Neither intermittent nor marginal, credit programs supported the growth of powerful industries, from railroads and farms to housing and finance; have been used for disaster relief, foreign policy, and military efforts; and were promoters of amortized mortgages, lending abroad, venture capital investment, and mortgage securitization. Illuminating America’s market-heavy social policies, American Bonds illustrates how political institutions became involved in the nation’s lending practices. |

This deeply collaborative and integrated study draws on more than four hundred in-depth interviews with middle- and working-class men and women residing in and around multiethnic cities—New York City, Rio de Janeiro, and Tel Aviv—to compare the discriminatory experiences of African Americans, black Brazilians, and Arab Palestinian citizens of Israel, as well as Israeli Ethiopian Jews and Mizrahi (Sephardic) Jews. Detailed analysis reveals significant differences in group behavior: Arab Palestinians frequently remain silent due to resignation and cynicism while black Brazilians see more stigmatization by class than by race, and African Americans confront situations with less hesitation than do Ethiopian Jews and Mizrahim, who tend to downplay their exclusion. The authors account for these patterns by considering the extent to which each group is actually a group, the sociohistorical context of intergroup conflict, and the national ideologies and other cultural repertoires that group members rely on. Getting Respect is a rich and daring book that opens many new perspectives into, and sets a new global agenda for, the comparative analysis of race and ethnicity. |

Formerly neglected urban spaces and new high-end developments draw huge crowds thanks to the considerable efforts of city governments. But why are greening projects so widely taken up, and what good do they do? In How Green Became Good, Hillary Angelo uncovers the origins and meanings of the enduring appeal of urban green space, showing that city planners have long thought that creating green spaces would lead to social improvement. Turning to Germany’s Ruhr Valley (a region that, despite its ample open space, was “greened” with the addition of official parks and gardens), Angelo shows that greening is as much a social process as a physical one. She examines three moments in the Ruhr Valley's urban history that inspired the creation of new green spaces: industrialization in the late nineteenth century, postwar democratic ideals of the 1960s, and industrial decline and economic renewal in the early 1990s. Across these distinct historical moments, Angelo shows that the impulse to bring nature into urban life has persistently arisen as a response to a host of social changes, and reveals an enduring conviction that green space will transform us into ideal inhabitants of ideal cities. Ultimately, however, she finds that the creation of urban green space is more about how we imagine social life than about the good it imparts. |
