THE FORBIDDEN BOOK uses over 200 political cartoons from 1898 to 1906 to chronicle a little known war between the United States and the Philippines. The war saw the deployment of 126,000 U.S. troops, lasted more than 15 years and killed hundreds of thousands of Filipinos beginning in February 1899. The book's title comes from a 1900 Chicago Chronicle cartoon of the same name showing then-President William McKinley putting a lock on a book titled True History of the War in the Philippines. Today, very few Americans know about the brutal suppression of Philippine independence or the anti-war movement led at that time by the likes of writer Mark Twain, peace activist Jane Addams, journalist Joseph Pulitzer, steel magnate Andrew Carnegie, labor leader Samuel Gompers, and Moorfield Storey, first president of the NAACP. The book reveals how the public was misled in the days leading to the war, shows illustrations of U.S. soldiers using the infamous water cure torture (today referred to as waterboarding), and describes a highly publicized court martial of soldiers who had killed prisoners of war. The election of 1900 pitted a pro-war Republican president against an anti-war Democratic candidate. In 1902, the Republican president declared a premature mission accomplished as the war was beginning to expand to the southern Philippines. The book shows political cartoons glorifying manifest destiny, demonizing the leader of the Filipino resistance President Emilio Aguinaldo, and portraying Filipinos, Puerto Ricans, Cubans, Hawaiians, Chamorros, and other colonials as dark-skinned savages in need of civilization. These images were used to justify a war at a time when three African Americans on average were lynched every week across the south and when the Supreme Court approved the separate but equal doctrine. More than a century later, the U.S.- Philippine War remains hidden from the vast majority of Americans. It shows how the processes at work during the postbellum decade variously foreshadowed, inhibited, and conditioned the development of the United States as an overseas empire and regional hegemon. In doing so, it links the diverse topics of abolition, diplomacy, Jim Crow, humanitarianism, and imperialism. In 1935, the great African American intellectual W. E. B. Du Bois argued in his Black Reconstruction in America that these two historical moments were intimately related. In particular, Du Bois averred that the nation’s betrayal of the South’s fledgling interracial democracy in the 1870s put reactionaries in charge of a country on the verge of global power, with world-historical implications. Working with the same chronological and geographical parameters, the contributors here take up targeted case studies, tracing the biographical, ideological, and thematic linkages that stretch across the postbellum and imperial moments. The real and imagined intimacies—whether expressed through friendship, love, or eroticism—threatened U.S. gender and sexuality norms. To codify U.S. heteronormative behavior, the colonial government prohibited anything loosely defined as perverse, which along with popular representations of Filipinos, regulated colonial subjects and depicted them as sexually available, diseased, and degenerate. The term “Great Game” was coined in the nineteenth century, reflecting the flippancy of statesmen (and historians) personally untouched by the havoc that they wreaked. What it purported to describe was the rivalry between Russia and Britain over interests in India. But Britain was playing its deadly game across all of Eurasia, from the Balkans and Palestine to China and southeast Asia, alternately undermining and carving up “premodern” states, disrupting the lives of hundreds of millions, with consequences that endure today. With roots in the European enlightenment, shaped by Christian and Jewish cultures, and given economic rationale by industrial capitalism, the inter-imperialist competition turned the entire world into a conflict zone, leaving no territory neutral. The first “game” was brought to a close by the cataclysm of World War I. But that did not mark the end of it. Walberg resurrects the forbidden “i” word to scrutinize an imperialism now in denial, but following the same logic and with equally horrendous human costs. What he terms Great Game II then began, with America eventually uniting its former imperial rivals in an even more deadly game to destroy their common revolutionary antagonist and potential nemesis-communism. Having “won” this game, America and the new player Israel-offspring of the early games-have sought to entrench what Walberg terms “empire and a half” on a now global playing field-using a neoliberal agenda backed by shock and awe. With swift, sure strokes, Walberg paints the struggle between domination and resistance on a global canvas, as imperialism engages its two great challengers-communism and Islam, its secular and religious antidotes. Over the next five decades, U.S. imperialists justified their colonial empire by crafting novel racial ideologies adapted to new realities of collaboration and anticolonial resistance. In this pathbreaking, transnational study, Paul A. Kramer reveals how racial politics served U.S. empire, and how empire-building in turn transformed ideas of race and nation in both the United States and the Philippines. Kramer argues that Philippine-American colonial history was characterized by struggles over sovereignty and recognition. In the wake of a racial-exterminist war, U.S. colonialists, in dialogue with Filipino elites, divided the Philippine population into civilized Christians and savage animists and Muslims. The former were subjected to a calibrated colonialism that gradually extended them self-government as they demonstrated their capacities. She demonstrates that jingoist political leaders, distressed by the passing of the Civil War generation and by women`s incursions into electoral politics, embraced war as an opportunity to promote a political vision in which soldiers were venerated as model citizens and women remained on the fringes of political life. These gender concerns not only played an important role in the Spanish-American and Philippine-American wars, they have echoes in later time periods, says the author, and recognizing their significance has powerful ramifications for the way we view international relations.
