This book offers the first detailed profile of the several hundred obscure committeemen and propagandists who took up the new revolutionary ideology and carried it that one last step: out of the realm of rhetoric and into the domain of concrete change. And participatory democracy as a principle of American government owes its realization largely to these second-rank politicians and ordinary citizens, who provided the basic muscle of Revolutionary politics. In the 1760s and early 1770s Pennsylvania lacked nearly every ingredient for revolution found elsewhere in the colonies: a strong dissenting tradition, widely felt economic grievances, or a legislature intimately acquainted with royal government. Only the painstaking enlistment of a strong leadership core, the construction of new political institutions, and the rapid mobilization of the majority of the community could overcome these deficiencies. In Pennsylvania British authority succumbed to the activity of a few hundred men who were drawn into public life by a handful of veteran politicians within just two years. To these men and to their committees Pennsylvania owes its revolution. In his book Richard Alan Ryerson focuses on the daily business of politics in the Revolutionary period—the art of motivation for radical political purposes—and its economic and social dimensions in the most prominent American city of the time. How were the colonists mobilized for resistance? What was the political process? Who were the disaffected people who became the radical leaders of the Philadelphia community? To answer these questions, Ryerson compares campaigning styles, nomination and election procedures, and local political organizations in the colonial era with their counterparts during the Revolution. He finds that the revolutionaries, contrary to the long-standing thesis, formed a decisive majority, although their effectiveness was hampered by vacillation and by a protracted struggle for leadership. Despite the timidity of the Whig leaders, the polemicists gave vent to their militancy and public attitudes tended to lead rather than follow those of the politicians. Moreover, independence was only half of the great question. Intertwined with it was the nature of the state government itself. Mr. Mason clarifies the confusion and obscurity which surrounded the creation of the first state constitution, pointing out the many alternatives which were widely discussed. Mason rejects Becker's thesis of class conflict as being a significant factor in New York, although it did have a muted and diffused role in shaping the structure of the revolutionary organization. The very nature of the strife with the parent nation did, however, open the doors of power to the middle class farmers, who were learning political self-reliance and independence. |

Yet more recently, many worry that such vigorous partisan sentiments--most notably, the rising hostility between the parties--can damage democracy, as partisans willingly undermine the system if it means stopping their disliked opponents. Is this the case? This book offers a nuanced evaluation of when and how partisan animosity matters in today's highly charged--but fluid--political environment, using data from two of the most tumultuous years in recent American history, 2019 to 2021. The authors show that partisan animus powerfully shapes political behaviors, but its effects are conditional, not constant. They develop a theory of the conditions that make partisan animosity most salient, and show that, in the absence of these, other thought processes take over. While partisan animosity makes democratic functioning more difficult (e.g., by politicizing seemingly non-political issues, undermining compromise), it does not inevitably lead to democratic erosion (e.g., the rejection of foundational democratic norms or the endorsement of violence). anthony becker political party: Fries's Rebellion Paul Douglas Newman, 2012-05-31 In 1798, the federal government levied its first direct tax on American citizens, one that seemed to favor land speculators over farmers. In eastern Pennsylvania, the tax assessors were largely Quakers and Moravians who had abstained from Revolutionary participation and were recruited by the administration of John Adams to levy taxes against their patriot German Reformed and Lutheran neighbors. Led by local Revolutionary hero John Fries, the farmers drew on the rituals of crowd action and stopped the assessment. Following the Shays and Whiskey rebellions, Fries's Rebellion was the last in a trilogy of popular uprisings against federal authority in the early republic. But in contrast to the previous armed insurrections, the Fries rebels used nonviolent methods while simultaneously exercising their rights to petition Congress for the repeal of the tax law as well as the Alien and Sedition Acts. In doing so, they sought to manifest the principle of popular sovereignty and to expand the role of local people within the emerging national political system rather than attacking it from without. After some resisters were liberated from the custody of a federal marshal, the Adams administration used military force to suppress the insurrection. The resisters were charged with sedition and treason. Fries himself was sentenced to death but was pardoned at the eleventh hour by President Adams. The pardon fractured the presidential cabinet and splintered the party, just before Thomas Jefferson's and the Republican Party's Revolution of 1800. The first book-length treatment of this significant eighteenth-century uprising, Fries's Rebellion shows us that the participants of the rebellion reengaged Revolutionary ideals in an enduring struggle to further democratize their country. |
