economic community of central african states: Regional Integration in West Africa Eswar Prasad, Vera Songwe, 2021-07-13 Assessing the potential benefits and risks of a currency union Leaders of the fifteen-member Economic Community of West African States (ECOWAS) have set a goal of achieving a monetary and currency union by late 2020. Although some progress has been made toward achieving this ambitious goal, major challenges remain if the region is to realize the necessary macroeconomic convergence and establish the required institutional framework in a relatively short period of time. The proposed union offers many potential benefits, especially for countries with historically high inflation rates and weak central banks. But, as implementation of the euro over the past two decades has shown, folding multiple currencies, representing disparate economies, into a common union comes with significant costs, along with operational challenges and transitional risks. All these potential negatives must be considered carefully by ECOWAS leaders seeking tomeet a self-imposed deadline. This book, by two leading experts on economics and Africa, makes a significant analytical contribution to the debates now under way about how ECOWAS could achieve and manage its currency union, andthe ramifications for the African continent.
economic community of central african states: Assessing Regional Integration in Africa V , 2012 The fifth of the series (ARIA/V) has come at a time of renewed enthusiasm for shortening the period of the vision of the Abuja Treaty. Its overall objective is to provide an analytical research publication that defines frameworks for African Governments, the African Union and the Regional Economic Communities, towards accelerating the establishment of the African Common Market through: the speedy removal of all tariff and non-tariff barriers, obstacles to free movement of people, investments and factors of production in general across Africa, and through fast-tracking the creation of an African continental Free Trade Area
economic community of central african states: The CFA Franc Zone Ali Zafar, 2021-05-11 This book provides an empirical analysis of economic and political structures impacting the CFA franc zone. Concise and practical chapters explore the history of the CFA franc zone, challenges to development, geopolitical issues, the importance of flexible exchanges rates, growth trends, and the impact of the Covid crisis. Policy reform is examined to detail economic approaches that could reduce poverty and increase the quality of life within the area. This book aims to present a macroeconomic and exchange rate framework to promote development and post-Covid recovery within the CFA franc zone. It will be of interest to students, researchers, and policymakers involved in African economics, the political economy, and development economics.
economic community of central african states: South Sudan's Civil War John Young, 2019-01-15 A mere two years after achieving independence, South Sudan in 2013 descended into violent civil war, refuting US government claims that the country’s succession was a major foreign policy success and would end endemic conflict. Worse was to follow when the international community declared famine in 2017. In the first book-length study of the South Sudan civil war, John Young draws on his close but critical relationship with the rebel SPLM-IO leadership to reveal the true dynamics of the conflict, and exposes how the South Sudanese state was in crisis long before the outbreak of war. With insider knowledge of the histories and motivations of the rebellion’s chief protagonists, Young argues considerable responsibility for the present state of South Sudan must be laid at the door of the US-led peace process. Linking the role of the international community with the country’s opposition politics, South Sudan’s Civil War is an essential guide to the causes and consequences of the violence that has engulfed one of Africa’s most troubled nations.
economic community of central african states: The CFA Franc Zone Ms.Anne Marie Gulde, Mr.Charalambos G. Tsangarides, 2008-04-02 About one-third of countries covered by the IMF's African Department are members of the CFA franc zone. With most other countries moving away from fixed exchange rates, the issue of an adequate policy framework to ensure the sustainability of the CFA franc zone is clearly of interest to policymakers and academics. However, little academic research exists in the public domain. This book aims to fill this void by bringing together work undertaken in the context of intensified regional surveillance and highlighting the current challenges and the main policy requirements if the arrangements are to be carried forward. The book is based on empirical research by a broad group of IMF economists, with contributions from several outside experts.
economic community of central african states: Challenging the United Nations Peace and Security Agenda in Africa Dawn Nagar, 2021-09-29 This book concerns the United Nations’ peacemaking, peacekeeping, peace-building, and post-conflict reconstruction efforts in Africa from 1960 to 2021. Succinctly discussed are historic and contemporary peace, security, and economic engagements within 18 countries spanning eight African regions: the Great Lakes; the Economic Community of Central African States; East Africa; the Horn of Africa; North Africa; the Sahel Region; West Africa; and Southern Africa. The book develops a neo-realist and imperialist critique that discusses how resource-rich, conflict-ridden states have become easy targets for capitalists, terrorists, and transnational crime, aligned to geostrategic parochial interests. Critically argued is that endogenous economic growth factors, if applied effectively, can achieve both peace and security, and meet the Global Sustainable Development Goals. Such efforts require constructive engagement with the five permanent members of the UN Security Council: China, France, Russia, the UK, and the US. However, the book contends that the cornerstone of multilateral engagement involves Africa’s 55 states and the African Union’s three major pillars: the Peace and Security Council, the African Governance Architecture, and the Post-Conflict Reconstruction Development Centre, which have the ability to move resource-rich, conflict-ridden states out of transnational crime and poverty. This book offers wide-ranging analyses of contemporary African diplomacy and a compelling critique of UN peacekeeping efforts in Africa, which resonates to scholars of international relations, peace and conflict studies, and African politics.

economic community of central african states: Africa’s Development Dynamics 2021 Digital Transformation for Quality Jobs African Union Commission, OECD, 2021-01-19 Africa’s Development Dynamics uses lessons learned in the continent’s five regions – Central, East, North, Southern and West Africa – to develop policy recommendations and share good practices. Drawing on the most recent statistics, this analysis of development dynamics attempts to help African leaders reach the targets of the African Union’s Agenda 2063 at all levels: continental, regional, national and local.
economic community of central african states: The Theory of Economic Integration (Routledge Revivals) Bela Balassa, 2013-05-13 First published in 1962, The Theory of Economic Integration provides an excellent exposition of a complex and far-reaching topic. Professor Balassa has been remarkably successful in covering so much ground with such care and balance, in a treatment which is neither in any way abstruse nor unnecessarily technical. His book will interest economists in Europe by reason of its subject and treatment, but it is also a valuable and reliable textbook for students tackling integration as part of a course of International Economics and for those studying Public Finance. He distinguishes between the various forms of integration (free trade area, customs union, common market, economics union, and total integration). In addition, he applies the theoretical principles to current projects such as the European Common Market and Free Trade Area, and to Latin American integration projects. In offering this theoretical study, the author builds on the conclusions of other writers, but goes beyond this in providing a unifying framework for previous contributions and in exploring questions that in the past received little attention – in particular, the relationship between economic integration and growth (especially the interrelationship between market size and growth, and the implications of various factors for economic growth in an integrated area).
economic community of central african states: Regional Organizations in African Security Fredrik Soderbaum, Rodrigo Tavares, 2013-09-13 The African continent is plagued by some of the most brutal and violent conflicts in the world. At the same time that warfare is changing, so has the state’s capacity to provide security and political stability to its citizens. This book deals with the role of regional organizations in Africa’s security. It focuses on three basic—yet often overlooked—questions: (1) the advantages and disadvantages of African regional and sub-regional organizations vis-à-vis other security mechanisms, (2) the official and unofficial reasons to intervene, and (3) whether security is actually protected by the peace activities carried out by the regional organizations. The contributors to the book—all leading researchers in the field—systematically assess and compare the role of the African Union (AU), the Economic Community of West African States (ECOWAS), the Intergovernmental Authority on Development (IGAD), the Economic Community of Central African States (ECCAS), and the Southern African Development Community (SADC). This book was based on a special issue of African Security.
economic community of central african states: West African Economic and Monetary Union Patrick A. Imam, Ms.Christina Kolerus, 2013-10-22 The financial system in the WAEMU remains largely bank-based. The banking sector comprises 106 banks and 13 financial institutions, which together hold more than 90 percent of the financial system’s assets (about 54 percent of GDP at end-2011). Five banks account for 50 percent of banking assets. The ownership structure of the sector is changing fast, with the rapid rise of foreign-owned (pan-African) banks. This contributes to higher competition but also rising heterogeneity in the banking system, with large and profitable cross-country groups competing with often weaker country-based (and sometime government-owned) banks. Nonbank financial institutions are developing quickly, notably insurance companies, but remain overall small. This paper presents a detailed analysis of the banking system.
economic community of central african states: Region-Building in Africa Daniel H. Levine, Dawn Nagar, 2016-05-19 This landmark book is the first of its kind to assess the challenges of African region-building and regional integration across all five African sub-regions and more than five decades of experience, considering both political and economic aspects. Leading scholars and practitioners come together to analyze a range of entwined topics, including: the theoretical underpinnings that have informed Africa's regional integration trajectory; the political economy of integration, including the sources of different 'waves' of integration in pan-Africanism and the reaction to neo-liberal economic pressures; the complexities of integration in a context of weak states and the informal regionalization that often occurs in 'borderlands'; the increasing salience of Africa's relationships with rising extra-regional economic powers, including China and India; and comparative lessons from non-African regional blocs, including the EU, ASEAN, and the Southern Common Market. A core argument of this book, running through all chapters, is that region-building must be recognized as a political project as much as if not more than an economic one; successful region-building in Africa will need to include the complex political tasks of strengthening state capacity (including states' capacity as 'developmental states' that can actively engage in economic planning), resolving long-standing conflicts over resources and political dominance, improving democratic governance, and developing trans-national political structures that are legitimate and inclusive.
economic community of central african states: Africa's Development Dynamics 2019 Achieving Productive Transformation African Union Commission, OECD, 2019-11-05 Africa’s Development DynamicsWhat are the major economic and social trends in Africa? What is Africa’s role in globalisation? This annual report presents an Africa open to the world and towards the future. uses the lessons learned in the five African regions – Central, East, North, Southern and West Africa – to develop recommendations and share good practices. The report identifies innovative policies and offers practical policy recommendations, adapted to the specificities of African economies. Drawing on the most recent available statistics, this analysis of development dynamics aims to help African leaders reach the targets of the African Union’s Agenda 2063 at all levels: continental, regional, national, and local. Every year this report will focus on one strategic theme. This 2019 edition explores policies for productive transformation. It proposes three main policy focus for transforming firms: providing business services to clusters of firms; developing regional production networks; and improving exporting firms’ ability to thrive in fast-changing markets. This volume feeds into a policy debate between African Union’s nations, citizens, entrepreneurs and researchers. It aims to be part of a new co-operation between countries and regions focused on mutual learning and the preservation of common goods. This report is the result of a partnership between the African Union Commission and the OECD Development Centre.

economic community of central african states: Assessing Regional Integration in Africa United Nations. Economic Commission for Africa, 2004 This publication examines progress towards regional integration in Africa; defined as one of the anchoring ideals of African unity and the basis for the New Partnership for Africa's Development (NEPAD) development framework. The report analyses the current state of the integration process, highlighting where efforts have succeeded or failed. Findings include that progress has been mixed across sectors, regional economic communities and member states; with some notable progress in trade, communications, transport and macroeconomic policy. Overall however, substantial gaps remain between goals and achievements of most regional economic communities, particularly in terms of internal African trade, macroeconomic policy convergence, production and physical connectivity. A summary report is also available (ISBN 9211250927)
economic community of central african states: Persistence of the Crisis in the Central African Republic Beninga Paul-Crescent, 2018
economic community of central african states: IMF Staff papers International Monetary Fund. Research Dept., 1969 This paper shows how to utilize the data on trade structure to achieve the best possible estimates of the effects of price changes, given any reasonable array of elasticity estimates. The credibility of estimates of price effects depends on thorough and systematic use of these data, as well as on the statistical credentials of the elasticities assumed. The observations show that the impact of a given price change on a country's exports will be greater, the more that country's exports are concentrated in markets in which substitution elasticities are high, and vice versa, but for most countries strong correlations of this kind are not probable. The general conclusion to be drawn from the paper would seem to be that the information implicit in the base-period matrix is not enough to yield results in which a high degree of confidence can be placed. It remains essential to employ substitution elasticities that are supported by the historical record. Nevertheless, the role of trade structure is vitally important.

economic community of central african states: Making Sense of the Central African Republic Tatiana Carayannis, Louisa Lombard, 2015-07-15 Lying at the centre of a tumultuous region, the Central African Republic and its turbulent history have often been overlooked. Democracy, in any kind of a meaningful sense, has eluded the country. Since the mid-1990s, army mutinies and serial rebellion in CAR have resulted in two major successful coups. Over the course of these upheavals, the country has become a laboratory for peacebuilding initiatives, hosting a two-decade-long succession of UN and regional peacekeeping, peacebuilding and special political missions. Drawing together the foremost experts on the Central African Republic, this much-needed volume provides the first in-depth analysis of the country’s recent history of rebellion, instability, and international and regional intervention.
economic community of central african states: Africa's Infrastructure World Bank, 2009-12-01 Sustainable infrastructure development is vital for Africa s prosperity. And now is the time to begin the transformation. This volume is the culmination of an unprecedented effort to document, analyze, and interpret the full extent of the challenge in developing Sub-Saharan Africa s infrastructure sectors. As a result, it represents the most comprehensive reference currently available on infrastructure in the region. The book covers the five main economic infrastructure sectors information and communication technology, irrigation, power, transport, and water and sanitation. 'Africa s Infrastructure: A Time for Transformation' reflects the collaboration of a wide array of African regional institutions and development partners under the auspices of the Infrastructure Consortium for Africa. It presents the findings of the Africa Infrastructure Country Diagnostic (AICD), a project launched following a commitment in 2005 by the international community (after the G8 summit at Gleneagles, Scotland) to scale up financial support for infrastructure development in Africa. The lack of reliable information in this area made it difficult to evaluate the success of past interventions, prioritize current allocations, and provide benchmarks for measuring future progress, hence the need for the AICD. Africa s infrastructure sectors lag well behind those of the rest of the world, and the gap is widening. Some of the main policy-relevant findings highlighted in the book include the following: infrastructure in the region is exceptionally expensive, with tariffs being many times higher than those found elsewhere. Inadequate and expensive infrastructure is retarding growth by 2 percentage points each year. Solving the problem will cost over US$90 billion per year, which is more than twice what is being spent in Africa today. However, money alone is not the answer. Prudent policies, wise management, and sound maintenance can improve efficiency, thereby stretching the infrastructure dollar. There is the potential to recover an additional US$17 billion a year from within the existing infrastructure resource envelope simply by improving efficiency. For example, improved revenue collection and utility management could generate US$3.3 billion per year. Regional power trade could reduce annual costs by US$2 billion. And deregulating the trucking industry could reduce freight costs by one-half. So, raising more funds without also tackling inefficiencies would be like pouring water into a leaking bucket. Finally, the power sector and fragile states represent particular challenges. Even if every efficiency in every infrastructure sector could be captured, a substantial funding gap of $31 billion a year would remain. Nevertheless, the African people and economies cannot wait any longer. Now is the time to begin the transformation to sustainable development.
economic community of central african states: Transport Prices and Costs in Africa Supee Teravaninthorn, Gaël Raballand, 2009 Transport prices for most African landlocked countries range from 15 to 20 percent of import costs. This is approximately two to three times more than in most developed countries. It is well known that weak infrastructure can account for low trade performance. Thus, it becomes necessary to understand what types of regional transport services operate in landlocked African nations and it is critical to identify the regulation disparities and provision anomalies that hurt infrastructure efficiency, even when the physical infrastructure, such as a road transport corridor, exists. Transport Prices and Costs in Africa analyzes the various reasons for poor transport performance seen widely throughout Africa and provides a compelling case for a number of national and regional reforms that are vital to the effort to address the underlying causes of high transport prices and costs and service unpredictability seen in Africa. The book will greatly help supervisory authorities throughout the region develop and implement a comprehensive transport policy that will facilitate long-term growth.

economic community of central african states: Special Economic Zones in Africa Thomas Farole, 2011-01-01 This book, designed for policymakers, academics and researchers, and SEZ program practitioners, provides the first systematic and comprehensive analysis of SEZ programs in Sub-Saharan Africa. It is the result of detailed surveys and case studies conducted during 2009 in ten developing countries, including six in Sub-Saharan Africa. The book provides quantitative evidence of the performance of SEZs, and of the factors which contribute to that performance, highlighting the critical importance not just of the SEZ itself but of the wider national investment climate in which it functions. It also provides a comprehensive guide to the key policy questions that confront governments establishing SEZ programs, including: if and when to launch an SEZ program, what form of SEZ is most appropriate, and how to go about implementing it. Among the most important findings from the study that is stressed in the book is the shift from traditional enclave models of zones to SEZs that are integrated ? with national trade and industrial strategies, with core trade and social infrastructure, with domestic suppliers, and with local labor markets.Although the book focuses primarily on the experience of Sub-Saharan Africa, its lessons will be applicable to developing countries around the world.
economic community of central african states: Letter from Birmingham Jail Martin Luther King, 2025-01-14 A beautiful commemorative edition of Dr. Martin Luther King's essay Letter from Birmingham Jail, part of Dr. King's archives published exclusively by HarperCollins. With an afterword by Reginald Dwayne Betts On April 16, 1923, Dr. Martin Luther King Jr., responded to an open letter written and published by eight white clergyman admonishing the civil rights demonstrations happening in Birmingham, Alabama. Dr. King drafted his seminal response on scraps of paper smuggled into jail. King criticizes his detractors for caring more about order than justice, defends nonviolent protests, and argues for the moral responsibility to obey just laws while disobeying unjust ones. Letter from Birmingham Jail proclaims a message - confronting any injustice is an acceptable and righteous reason for civil disobedience. This beautifully designed edition presents Dr. King's speech in its entirety, paying tribute to this extraordinary leader and his immeasurable contribution, and inspiring a new generation of activists dedicated to carrying on the fight for justice and equality.
economic community of central african states: Xenophobia, Nativism and Pan-Africanism in 21st Century Africa Sabella Ogbobode Abidde, Emmanuel Kasonde Matambo, 2021-12-14 This edited volume systematically analyzes the connection between xenophobia, nativism, and Pan-Africanism. It situates attacks on black Africans by fellow black Africans within the context of ideals such as Pan-Africanism and Ubuntu, which emphasize unity. The book straddles a range of social science perspectives to explain why attacks on foreign nationals in Africa usually entail attacks on black foreign nationals. Written by an international and interdisciplinary team of scholars, the book is divided into four sections that each explain a different facet of this complicated relationship. Section One discusses the history of colonialism and apartheid and their relationship to xenophobia. Section Two critically evaluates Pan-Africanism as a concept and as a practice in 21st century Africa. Section Three presents case studies on xenophobia in contemporary Africa. Section Four similarly discusses cases of nativism. Addressing a complex issue in contemporary African politics, this volume will be of use to students and scholars interested in African studies, African politics, human rights, migration, history, law, and development economics.

economic community of central african states: Economic Integration in Africa Richard E. Mshomba, 2019-05-16 In this work, Richard E. Mshomba offers an in-depth analysis of economic integration in Africa with a focus on the East African Community (EAC), arguably the most ambitious of all the regional economic blocs currently in existence in Africa. Economic Integration in Africa provides more than just an overview of regional economic blocs in Africa; it also offers a rich historical discussion on the birth and death of the first EAC starting with the onset of colonialism in the 1890s, and a systematic analysis of the birth, growth, and aspirations of the current EAC. Those objectives include forming a monetary union and eventually an East African political federation. This book also examines the African Union's aspirations for continent-wide integration as envisioned by the Abuja Treaty. Mshomba carefully argues that maturity of democracy and good governance in each country are prerequisites for the formation of a viable and sustainable East African federation and genuine continent-wide integration.

economic community of central african states: Central African Economic and Monetary Community International Monetary Fund. African Dept., 2023-12-21 The CEMAC’s recovery gained momentum in 2022, supported by higher hydrocarbon prices. The external position strengthened, with a rapid foreign reserve build-up, though still below adequate levels. The recent weakening in external buffers will require more forceful action to tighten liquidity conditions, greater compliance of member countries with foreign exchange regulations and stronger fiscal discipline. Underlying non-oil fiscal positions, however, also deteriorated, stressing the need for accelerating structural reforms, addressing recent fiscal slippages, and bringing polices back in line with Fund-supported program objectives and staff advice. This will be critical to strengthen the region’s resilience to hydrocarbon prices volatility, financial instability, entrenched inflation, tighter financial conditions, food insecurity, domestic conflicts and insecurity, and climate-related events.

economic community of central african states: The African Union Omar Alieu Touray, 2016-12-01 This book offers a comprehensive analysis of the African Union during the organization’s first ten years of existence. It takes the reader through the various intergovernmental processes that preceded and followed the establishment of the Union and through the workings of key organs such as the Assembly of Heads of State, the Council of Ministers, the Pan African Parliament and the Commission. The study argues that the African Union represented a rational choice of its member states, who saw it as a means to advancing their individual and collective preferences for liberation, peace and security, good governance and socio-economic development. It maintains that the African Union did not only make marked progress in a number of areas; the Union also established norms that had transformational effects on military and political elites at country and regional levels. However, like in most agent-principal relations, the autonomy of the Union was limited in many ways, and this affected the Union’s effectiveness in such areas as human and socio-economic development, as well as in sustaining peace support operations. At a more general level, the study argues that the African Union offers clear insights into integration as a multidimensional process that no single theoretical tradition can explain in a comprehensive manner. The author’s response to such a theoretical limitation is “fusionism”, an integrated approach that amalgamates various analytical traditions in order to provide a better explanation of the processes of international integration. The detailed analysis and bold proposals will undoubtedly make the study appealing not only to specialists in African Studies, but equally to a broader spectrum of international relations and development scholars.
