  education and vocational guidance: Vocational Counselling and Guidance in the Federal Republic of Germany Further Education Staff College (Bristol, England), 1983 A party of vocational educators from the United Kingdom (UK) traveled to the Federal Republic of Germany (FRG) to observe the nature and scope of vocational counseling and guidance in that country. During their study, the observers focused their attention on the problems of the transition from school to working life; arbeitslehre, or education about work that typically takes place at the secondary level; vocational orientation, counseling, and placement; special needs; and questions about national and cultural differences between the UK and FRG. The observers found that vocational counseling and guidance services in the FRG are quite effective. They attributed this effectiveness to various factors, including the clear political commitment at all levels to the coordination and provision of education and training, the close coordination of employees and educators, and the threat of a training levy to enforce clearly agreed objectives. Based on these observations, the investigators made recommendations calling for the establishment of a national body to bring together employers, unions, educational administrators, and teachers to establish training aims and objectives as well as proposals for their implementation.
