education in louisiana ranking: Charter School City Douglas N. Harris, 2020-07-15 In the wake of the tragedy and destruction that came with Hurricane Katrina in 2005, public schools in New Orleans became part of an almost unthinkable experiment—eliminating the traditional public education system and completely replacing it with charter schools and school choice. Fifteen years later, the results have been remarkable, and the complex lessons learned should alter the way we think about American education. New Orleans became the first US city ever to adopt a school system based on the principles of markets and economics. When the state took over all of the city’s public schools, it turned them over to non-profit charter school managers accountable under performance-based contracts. Students were no longer obligated to attend a specific school based upon their address, allowing families to act like consumers and choose schools in any neighborhood. The teacher union contract, tenure, and certification rules were eliminated, giving schools autonomy and control to hire and fire as they pleased. In Charter School City, Douglas N. Harris provides an inside look at how and why these reform decisions were made and offers many surprising findings from one of the most extensive and rigorous evaluations of a district school reform ever conducted. Through close examination of the results, Harris finds that this unprecedented experiment was a noteworthy success on almost every measurable student outcome. But, as Harris shows, New Orleans was uniquely situated for these reforms to work well and that this market-based reform still required some specific and active roles for government. Letting free markets rule on their own without government involvement will not generate the kinds of changes their advocates suggest. Combining the evidence from New Orleans with that from other cities, Harris draws out the broader lessons of this unprecedented reform effort. At a time when charter school debates are more based on ideology than data, this book is a powerful, evidence-based, and in-depth look at how we can rethink the roles for governments, markets, and nonprofit organizations in education to ensure that America’s schools fulfill their potential for all students.

education in louisiana ranking: A Portrait of Louisiana 2020 Kristen Lewis, 2020-10-29 Louisiana is one-of-a-kind among US states. Its rich cultural heritage, singular traditions, and natural beauty tie Louisianans to their past and enrich their present. But the state struggles with stark inequalities in health, education, living standards, youth disconnection, and incarceration, inequalities that will likely widen as a result of Covid-19, the worst economic decline since the Great Depression, and the most active hurricane season on record. Using the American Human Development Index-a measure that combines health, education, and earnings indicators into a single gauge of well-being-this report offers a way to understand which places and demographic groups will need the most assistance to recover from the crises of 2020. It also provides recommendations on how the state can help them build resilience to weather the health, economic, and environmental challenges of the future. The good news is that through better choices, real progress is possible: this report details various policies-some of which the state has already put in place-to close well-being gaps and expand opportunity for all Louisianans. Ultimately, A Portrait of Louisiana 2020 is a guide for the state's communities, advocates, and elected officials to learn exactly where those gaps-and opportunities-exist.

education in louisiana ranking: Mismatch Richard Sander, Stuart Taylor Jr, 2012-10-09 The debate over affirmative action has raged for over four decades, with little give on either side. Most agree that it began as noble effort to jump-start racial integration; many believe it devolved into a patently unfair system of quotas and concealment. Now, with the Supreme Court set to rule on a case that could sharply curtail the use of racial preferences in American universities, law professor Richard Sander and legal journalist Stuart Taylor offer a definitive account of what affirmative action has become, showing that while the objective is laudable, the effects have been anything but. Sander and Taylor have long admired affirmative action's original goals, but after many years of studying racial preferences, they have reached a controversial but undeniable conclusion: that preferences hurt underrepresented minorities far more than they help them. At the heart of affirmative action's failure is a simple phenomenon called mismatch. Using dramatic new data and numerous interviews with affected former students and university officials of color, the authors show how racial preferences often put students in competition with far better-prepared classmates, dooming many to fall so far behind that they can never catch up. Mismatch largely explains why, even though black applicants are more likely to enter college than whites with similar backgrounds, they are far less likely to finish; why there are so few black and Hispanic professionals with science and engineering degrees and doctorates; why black law graduates fail bar exams at four times the rate of whites; and why universities accept relatively affluent minorities over working class and poor people of all races. Sander and Taylor believe it is possible to achieve the goal of racial equality in higher education, but they argue that alternative policies -- such as full public disclosure of all preferential admission policies, a focused commitment to improving socioeconomic diversity on campuses, outreach to minority communities, and a renewed focus on K-12 schooling -- will go farther in achieving that goal than preferences, while also allowing applicants to make informed decisions. Bold, controversial, and deeply researched, Mismatch calls for a renewed examination of this most divisive of social programs -- and for reforms that will help realize the ultimate goal of racial equality.

education in louisiana ranking: Educational K-12 Title I - Use of Best Practices Dr. Carla D. Harris, 2022-08-01 This book is about Title I funding and program applications. This book takes information from several industries, such as corrections, health care, health insurance, mental health, housing authorities, FEMA, the Department of Human Services, and so forth to reveal strategies for the implementation of Title I funded educational programs and outreach services. This book challenges the traditional model of the K12 organizational structure and provokes educational leaders to come out of their comfort zones of working in the traditional educational model by adding value to their communities of origin. School leaders often do not understand the nature and existence of the Title I program, so some services may be neglected or misaligned. For leaders to understand the totality of the Title I program, they must have a basic understanding of the programs that the Title I program will support. This book is research-based due to the nature and audience it is written for. Therefore, the information presented in this book is based on proven research on best practices. This book addresses supportive program strategies that range from emotional and behavioral disorder management systems to basic health care centers, also known as wellness centers, and homeless student support systems, along with sustainable fundraising strategies and activities. Due to the nature of the educational Title I program; this book condenses information and is direct and straight to the point to provide a foundational understanding of the perceived voice of the policy-makers that created the rules and regulations of the Title I program.

education in louisiana ranking: What Does It Mean to Be Well Educated? Alfie Kohn, 2004-05-15 Few writers ask us to question our fundamental assumptions about education as provocatively as Alfie Kohn. Time magazine has called him'perhaps the country's most outspoken critic of education's fixation on grades [and] test scores.' And the Washington Post says he is 'the most energetic and charismatic figure standing in the way of a major federal effort to make standardized curriculums and tests a fact of life in every U.S. school.' In this new collection of essays, Kohn takes on some of the most important and controversial topics in education of the last few years. His central focus is on the real goals of education-a topic, he argues, that we systematically ignore while lavishing attention on misguided models of learning and counterproductive techniques of motivation. The shift to talking about goals yields radical conclusions and wonderfully pungent essays that only Alfie Kohn could have written. From the title essay's challenge to conventional, conservative definitions of a good education to essays on standards and testing and grades that tally the severe educational costs of overemphasizing a narrow conception of achievement, Kohn boldly builds on his earlier work and writes for a wide audience. Kohn's new book will be greeted with enthusiasm by his many readers and by any teacher or parent looking for a refreshing perspective on today's debates about schools.

education in louisiana ranking: A Way Forward Daniel P. Gitterman, Peter A. Coclanis, 2011-12-19 In the last half century, North Carolina and the South have experienced rapid economic growth. Much of the best analysis of this progress came from two North Carolina-based research organizations: the Southern Growth Policies Board and MDC (originally a project of the North Carolina Fund). Their 1986 reports are two of the best assessments of the achievements and limitations of the so-called Sunbelt boom. On November 17, 2011, the Global Research Institute at the University of North Carolina at Chapel Hill and the Institute for Emerging Issues at North Carolina State University co-hosted a public discussion to build on these classic reports and to offer fresh analyses of the current challenges facing the region. A Way Forward, which issued from this effort, features more than thirty original essays containing recommendations and strategies for building and sustaining a globally competitive South.

education in louisiana ranking: The Writing Revolution Judith C. Hochman, Natalie Wexler, 2017-08-07 Why you need a writing revolution in your classroom and how to lead it The Writing Revolution (TWR) provides a clear method of instruction that you can use no matter what subject or grade level you teach. The model, also known as The Hochman Method, has demonstrated, over and over, that it can turn weak writers into strong communicators by focusing on specific techniques that match their needs and by providing them with targeted feedback. Insurmountable as the challenges faced by many students may seem, The Writing Revolution can make a dramatic difference. And the method does more than improve writing skills. It also helps: Boost reading comprehension Improve organizational and study skills Enhance speaking abilities Develop analytical capabilities The Writing Revolution is as much a method of teaching content as it is a method of teaching writing. There's no separate writing block and no separate writing curriculum. Instead, teachers of all subjects adapt the TWR strategies and activities to their current curriculum and weave them into their content instruction. But perhaps what's most revolutionary about the TWR method is that it takes the mystery out of learning to write well. It breaks the writing process down into manageable chunks and then has students practice the chunks they need, repeatedly, while also learning content.

education in louisiana ranking: Extraordinary, Ordinary People Condoleezza Rice, 2011-10-11 This is the story of Condoleezza Rice that has never been told, not that of an ultra-accomplished world leader, but of a little girl--and a young woman--trying to find her place in a sometimes hostile world, of two exceptional parents, and an extended family and community that made all the difference. Condoleezza Rice has excelled as a diplomat, political scientist, and concert pianist. Her achievements run the gamut from helping to oversee the collapse of communism in Europe and the decline of the Soviet Union, to working to protect the country in the aftermath of 9-11, to becoming only the second woman--and the first black woman ever--to serve as Secretary of State. But until she was 25 she never learned to swim, because when she was a little girl in Birmingham, Alabama, Commissioner of Public Safety Bull Connor decided he'd rather shut down the city's pools than give black citizens access. Throughout the 1950's, Birmingham's black middle class largely succeeded in insulating their children from the most corrosive effects of racism, providing multiple support systems to ensure the next generation would live better than the last. But by 1963, Birmingham had become an environment where blacks were expected to keep their head down and do what they were told--or face violent consequences. That spring two bombs exploded in Rice’s neighborhood amid a series of chilling Klu Klux Klan attacks. Months later, four young girls lost their lives in a particularly vicious bombing. So how was Rice able to achieve what she ultimately did? Her father, John, a minister and educator, instilled a love of sports and politics. Her mother, a teacher, developed Condoleezza’s passion for piano and exposed her to the fine arts. From both, Rice learned the value of faith in the face of hardship and the importance of giving back to the community. Her parents’ fierce unwillingness to set limits propelled her to the venerable halls of Stanford University, where she quickly rose through the ranks to become the university’s second-in-command. An expert in Soviet and Eastern European Affairs, she played a leading role in U.S. policy as the Iron Curtain fell and the Soviet Union disintegrated. Less than a decade later, at the apex of the hotly contested 2000 presidential election, she received the exciting news--just shortly before her father’s death--that she would go on to the White House as the first female National Security Advisor. As comfortable describing lighthearted family moments as she is recalling the poignancy of her mother’s cancer battle and the heady challenge of going toe-to-toe with Soviet leaders, Rice holds nothing back in this remarkably candid telling.
