edwin scales political party: Origins of the Mass Party Edwin F. Ackerman, Edwin Ackerman, 2022 This book argues that the mass party emerged as the product of two distinct but related 'primitive accumulations' - the dismantling of communal land tenure and the corresponding dispossession of means of local administration. It illustrates this argument by studying the party central to one of the longest regimes of the 20th century - the Partido Revolucionario Institucional (PRI) in Mexico, which emerged as a mass party during the 1930s and 1940s. I place the PRI in comparative perspective, studying the failed emergence of Bolivsia's Movimiento Nacionalista Revolucionario (MNR) (1952-1964), attempted under similar conditions as the Mexican case. Why was party emergence successful in one case but not the other? As the book shows, the PRI emerged as a mass party in areas in Mexico where land privatization was more intensive and communal village government was weakened, enabling the party's construction and subsequent absorption of peasant unions and organizations. To the extent that the MNR's saw organizational successes, these were limited precisely to areas in Bolivia with similar agrarian structures as those where the PRI succeeded in Mexico. Ultimately, the overall strength of communal property holding and concomitant traditional political authority structures blocked the emergence of the MNR as a mass party. In the parts of Mexico and Bolivia where economic and political expropriation was more pronounced, there was a critical mass of individuals available for political organization, with articulatable interests, and a burgeoning cast of professional politicians, that facilitated connections between the party and the peasantry. It argues that Hong Kong has been poorly governed since transferring to Chinese rule, and that public frustration with governmental performance, including anti-subversion laws and slow democratisation, has resulted in the regular and massive protests, which have been rare in Hong Kong's past political development. The book then assesses different explanations for Hong Kong's government problems, including lack of social cohesion, incomplete economic restructuring, structural budgetary deficit, severe social inequality, intensifying cronyism and deficiencies within the political system itself. It goes on to discuss the implications of poor governance for legislative elections, civil society and constitutional development, and considers the prospects for the future. It argues that although in the short-term the Hong Kong government has managed to maintain its popular support ratings, in the longer run it is unlikely to be able to maintain its legitimacy in dealing with the fundamental challenges of government unless the current system is replaced by popular election of the government with appropriate institutional capacity and political powers. |

Most American states adopted congressional primaries during the first decades of the 20th century as a means of breaking the hold of political bosses on the nomination of candidates. Yet now, many contend that primaries have become a means by which the most dedicated party activists choose candidates unrepresentative of the electorate, and so general election voters are forced to choose between two ideologically extreme candidates. Consequently, there have been recent instances in both parties where nominees were chosen who were clearly not preferred by party leaders, and who arguably lost elections that their parties should have won.
