Through a qualitative case study with three methods of inquiry, this book explores why different 'global education policies' such quasi-privatisation, internationalization, as quality assessment (QA) have resonated in Thailand higher education sector. Grounded in policy borrowing and lending, this book uses the politics, economics and culture of borrowing to analyse major reforms in Thailand for the past one hundred years. The Committee remains concerned that a number of the Government proposals could have serious unintended consequences. International students make up 10% of first degree students and over 40% of postgraduate students at UK universities. The international student market, estimated to be worth £40 billion to the UK economy is a significant growth market and the UK is the second most popular destination in the world for international students. The Committee's findings include: the importance of the Post-Study Work route in attracting students to the UK and disagrees with the Government proposal to close it; it suggests alternatives to the Government's proposals on language requirements, specifically a permanent change to the parameters of the student visitor visa so that it can be used as a viable route for all of those attending pre-degree programmes; it supports the Government's proposals to tighten the accreditation of language schools but is concerned that Government approval of the current accreditation bodies has lapsed. The Committee calls for a single streamlined accreditation system and agrees that any cap on student visas is unnecessary and undesirable; the Committee also notes that progress has been made on closing down bogus language schools and supports the Government's intention to crack down on bogus colleges and bogus students but it is not persuaded that students are migrants, as defined by the UN and suggests that students ought to be excluded from net migration numbers. The Committee also raises concerns that the data used in assessing migration figures are not fit for purpose and could inhibit effective policy making. |

While Thai and Western people’s social relationships are usually studied as personal stories within a cross-border marriage migration perspective, this book considers it necessary to see them as more than marriage migration. Even though a focus on the ‘personal life stories’ of marriage migrants provides valuable insights, it can also mask consideration of the structural context of socially embedded cross- border connections and exchanges, as well as state restrictions, that, first, make people’s decisions to move a possibility in the first place, and second, shape a migrant’s post- migration life- trajectory and experiences, relative to others in their origin and settlement societies. The chapters on Thai women who marry and move with older Western men, Western men and women who move to Thailand to retire or for leisure, and Thai rural families transformed by mobilities and migration, try to draw out their gendered experiences of transnational living. The individual choices that shaped these lives, and the surprising prevalence of lives like these in Thailand and abroad, needs to be understood within context as an outcome of the specific globalisation processes that have shaped Thailand through transnational links to other parts of the world over the last decades. Kamler, 2019-02-26 The international movement against the trafficking of women, which has gained momentum over the past two decades, is driven largely by the United States, in tandem with state governments and NGO workers. Feminist organizations have played a key role in carrying out anti-trafficking policies, but are increasingly divided over what those policies should look like. The primary divide exists between those feminists who want to abolish prostitution (as a key link to trafficking) and those who argue that what sex workers need is not to have their livelihoods taken away through paternalistic policies, but improved working conditions to alleviate the dangers associated with their work. A primary criticism of US NGO workers, well-intentioned as they may be, is that they misunderstand the cultural and economic conditions of the women they purport to help. This book provides a unique response to this misunderstanding. On one level it shows how this movement is, in fact, based on a Western mindset that problematizes women and puts its own interests before those of the women it is trying to help. But the project's primary innovation is in the method that it develops to explore the conflict of cultural values that gives rise to the aforementioned debates: what Erin M. Kamler calls Dramatization as Research (DAR). Through writing and producing Land of Smiles, a musical inspired by field research that includes over fifty interviews with female migrant laborers, sex workers, activists, NGO employees, and other members of the anti-trafficking movement, Kamler presents one of the dominant stories about human trafficking and critiques the discourse about the trafficking of women in Thailand. The book examines how the musical aimed to facilitate communication between stakeholders in the anti-trafficking movement in Thailand and prime a dialogue to explore the policies, practices, and outcomes of actions in this environment. Through researching, writing and producing the musical for the individuals on whose experiences the story of the musical is based, Kamler shows how the arts can be used as a feminist communication intervention and a vehicle for understanding the cultural dimension of human rights. |
