From the editor: 71F, or 71 Foxtrot, is the AOC (area of concentration) code assigned by the U.S. Army to the specialty of Research Psychology. Qualifying as an Army research psychologist requires, first of all, a Ph.D. from a research (not clinical) intensive graduate psychology program. Due to their advanced education, research psychologists receive a direct commission as Army officers in the Medical Service Corps at the rank of captain. In terms of numbers, the 71F AOC is a small one, with only 25 to 30 officers serving in any given year. However, the 71F impact is much bigger than this small cadre suggests. Army research psychologists apply their extensive training and expertise in the science of psychology and social behavior toward understanding, preserving, and enhancing the health, well being, morale, and performance of Soldiers and military families. As is clear throughout the pages of this book, they do this in many ways and in many areas, but always with a scientific approach. This is the 71F advantage: applying the science of psychology to understand the human dimension, and developing programs, policies, and products to benefit the person in military operations. This book grew out of the April 2008 biennial conference of U.S. Army Research Psychologists, held in Bethesda, Maryland. This meeting was to be my last as Consultant to the Surgeon General for Research Psychology, and I thought it would be a good idea to publish proceedings, which had not been done before. As Consultant, I'd often wished for such a document to help explain to people what it is that Army Research Psychologists do for a living. In addition to our core group of 71Fs, at the Bethesda 2008 meeting we had several brand-new members, and a number of distinguished retirees, the grey-beards of the 71F clan. Together with longtime 71F colleagues Ross Pastel and Mark Vaitkus, I also saw an unusual opportunity to capture some of the history of the Army Research Psychology specialty while providing a representative sample of current 71F research and activities. It seemed to us especially important to do this at a time when the operational demands on the Army and the total force were reaching unprecedented levels, with no sign of easing, and with the Army in turn relying more heavily on research psychology to inform its programs for protecting the health, well being, and performance of Soldiers and their families.

Fort Bliss in 1940 was a cavalry post located on the Texas border. The post itself occupied the sixth location of what had been called Fort Bliss. In the summer of 1940 a number of Army National Guard antiaircraft regiments were called to active duty to spend one year protecting American cities and territories from air attack. In September the first antiaircraft regiment, the 202nd Coast Artillery (Antiaircraft) Regiment, arrived at Fort Bliss. Over the next four years the post became an antiaircraft training center and finally the Army antiaircraft training center. After the war, Fort Bliss became the premier guided missile testing and training center for the Army. All of the Nike missile battalions deployed to protect American cities during the Cold War trained there. As time passed, Fort Bliss expanded to 1.1 million acres, one of the largest Army posts in the world. By 1946, the antiaircraft arm was the owner of Fort Bliss. By 1957, the post had become the Air Defense Center and School for the United States Army. This book is the story of that progression until the Base Realignment and Closure announcement in 2005. By 2011, the Air Defense Artillery Center and School will be located at Fort Sill, Oklahoma. This will end the era of Air Defense Artillery ownership of Fort Bliss, Texas

  fort bliss training accident: Amicicide: The Problem of Friendly Fire in Modern War , 1982 Friendly fire incidents often disrupt the close and continuous combined arms cooperation so essential to success in modern combat, especially when that combat is conducted against a well armed, well trained, and numerically superior opponent. This study, by presenting selected examples in their historical settings, is intended only to explain a few of the most obvious types of friendly fire incidents and some of the causative factors associated with them. By directing the attention of commanders and staff officers responsible for the development, training, and employment of combat forces to the hitherto little explored problem of friendly fire incidents, this study is intended to generate interest in and solutions for the problems outlined. The scope of this study is limited to incidents involving US forces in World War II and Vietnam, although some evidence is available from other conflicts in the twentieth century has also been considered. In sum, this study can claim to be no more than a narrative exposition of selected examples. Although its conclusions must be considered highly speculative and tentative in nature, this study can be of substantial value to an understanding of the problem of friendly fire in modern war. Chapters one through 5 of this report discuss: Artillery Amicicide; Air Amicicide; Antiaircraft Amicicide; Ground Amicicide.

Weinert, Susan Canedy, Army Training & Doctrine Command, 2011 U.S. Army aviation expanded dramatically in both size and breadth of activities after its inception in 1942, but much of its post-World War II history, particularly after the establishment of the Air Force as an independent service by the national Security Act of 1947, has been relatively neglected. Despite a certain amount of jockeying for position by both services, particularly in the early years after their separation, the Army was able to carve out a clear transport and operational combat role for its own air arm. A History of Army Aviation - 1950-1962 examines the development of the Army's air wing, especially for air support of ground troops, both in terms of organization and in relation to the ongoing friction with the Air Force. After describing the rapid expansion of purely Army air power after 1950 and the accompanying expansion of aviation training, the book delves into the reorganization of aviation activities within a Directorate of Army Aviation. It also provides a valuable account of the successful development of aircraft armament, perhaps the most significant advance of this period. In particular, intensive experimentation at the Army Aviation School led to several practical weapons systems and helped to prove that weapons could be fired from rotary aircraft. This arming of the helicopter was to have a profound effect on both Army organization and combat doctrine, culminating in official approval of the armed helicopter by the Department of the Army in 1960. A History of Army Aviation - 1950-1962 also explores the development of new aircraft between 1955 and 1962, including the UH-1 medical evacuation, transport, and gunship helicopter and the HC-1 cargo copter. In addition, the book discusses the Berlin Crisis of 1961 as an impetus for immediate and unexpected expansion of army aviation, quickly followed by the beginnings of intervention in Vietnam by the end of 1962.
