Some courses, particularly taught Masters, are made viable by international student enrolments, and a fall in international student numbers poses a real threat. In terms of the labour market, UK Plc is missing out on highly skilled workers. The Government should review their package for international students every two years to ensure it is globally competitive and it should reinstate the previous post study work route, which was simple and effective. The Committee remains concerned that a number of the Government proposals could have serious unintended consequences. International students make up 10% of first degree students and over 40% of postgraduate students at UK universities. The international student market, estimated to be worth £40 billion to the UK economy is a significant growth market and the UK is the second most popular destination in the world for international students. The Committee's findings include: the importance of the Post-Study Work route in attracting students to the UK and disagrees with the Government proposal to close it; it suggests alternatives to the Government's proposals on language requirements, specifically a permanent change to the parameters of the student visitor visa so that it can be used as a viable route for all of those attending pre-degree programmes; it supports the Government's proposals to tighten the accreditation of language schools but is concerned that Government approval of the current accreditation bodies has lapsed. The Committee calls for a single streamlined accreditation system and agrees that any cap on student visas is unnecessary and undesirable; the Committee also notes that progress has been made on closing down bogus language schools and supports the Government's intention to crack down on bogus colleges and bogus students but it is not persuaded that students are migrants, as defined by the UN and suggests that students ought to be excluded from net migration numbers. The Committee also raises concerns that the data used in assessing migration figures are not fit for purpose and could inhibit effective policy making. |

Beginning with an exploration of why these students choose to come and study in the UK, and why they are coming at younger ages, the book goes on to discuss topics such as risk, technology and diversity, in order to understand which factors have the greatest influence on where they choose to study and whether they choose to remain at an institution. The Committee notes the Government's desire to reduce net migration. However, there is a clear conflict between this policy and the desire to attract more overseas students to the UK. Moreover, the way in which the policy has been implemented and measured is clearly having a detrimental impact. At a time of such economic difficulty, it is vital that the Department for Business, Innovation and Skills demonstrates it has an active strategy to support the expansion of this important and lucrative market. The Committee argues that, for domestic policy purposes, overseas students should be recorded under a separate classification and not be counted against the overall limit on net migration, along similar lines to the United States. The Committee supports the Government's policy to remove bogus students and colleges from our Higher Education system. However, the way in which this policy is communicated must be handled carefully to ensure it does not give the impression that the UK no longer welcomes genuine students |

Given the size of the higher education sector in Scotland, and that the proposals are primarily designed to address a problem which is largely insignificant in Scotland, the high standard of Scottish education and the financial status of many institutions, could, unintentionally, be compromised and diminished. The MPs warn that Scottish circumstances were not adequately taken into account when proposals, that will apply across the UK, were drawn up, and they call for action to adjust the UK criteria accordingly. They believe that the visa proposals are likely to damage partnership working between universities and industry. International students choose to study in Scotland because of the opportunity to get a high standard of education and, often, the opportunity to gain valuable work experience in specialist subjects like petroleum engineering. A system that allows a certain number of international students to come to Scotland benefits the students, the universities and the Scottish economy. Changes to the immigration and visa system should not put this at risk. The Committee urges the government to address as a matter of urgency: the adverse impact of the proposals on the Scottish economy, the lack of focus in the proposals on bogus colleges rather than all, overwhelmingly reputable, institutions and the need to separately recognise students within the definition of immigrant. |

Drawing on the British Academic Written English corpus - a large corpus of proficient undergraduate student writing collected in the UK in the early 2000s - this study explores Chinese students’ written assignments in English in a range of university disciplines, contrasting these with assignments from British students. The study is supplemented by questionnaire and interview datasets with discipline lecturers, writing tutors and students, and provides a comprehensive picture of the Chinese student writer today. Theoretically framed through work within academic literacies and lexical priming, the author seeks to explore what we know about Chinese students’ writing and to extend these findings to undergraduate writing more generally. In a globalized educational environment, it is important for educators to understand differences in writing styles across the student body, and to move from the widespread deficit model of student writing towards a descriptive model which embraces different ways of achieving success.
