Saigo was twice exiled for his political activities -- sent to Japan's remote southwestern islands where he fully expected to die. But exile only increased his reputation for loyalty, and in 1864 he was brought back to the capital to help his lord fight for the restoration of the emperor. In 1868, Saigo commanded his lord's forces in the battles which toppled the shogunate and he became and leader in the emperor Meiji's new government. But Saigo found only anguish in national leadership. He understood the need for a modern conscript army but longed for the days of the traditional warrior. Saigo hoped to die in service to the emperor. In 1873, he sought appointment as envoy to Korea, where he planned to demand that the Korean king show deference to the Japanese emperor, drawing his sword, if necessary, top defend imperial honor. Denied this chance to show his courage and loyalty, he retreated to his homeland and spent his last years as a schoolteacher, training samurai boys in frugality, honesty, and courage. In 1876, when the government stripped samurai of their swords, Saigo's followers rose in rebellion and Saigo became their reluctant leader. His insurrection became the bloodiest war Japan had seen in centuries, killing over 12,000 men on both sides and nearly bankrupting the new imperial government. The imperial government denounced Saigo as a rebel and a traitor, but their propaganda could not overcome his fame and in 1889, twelve years after his death, the government relented, pardoned Saigo of all crimes, and posthumously restored him to imperial court rank. In THE LAST SAMURAI, Saigo is as compelling a character as Robert E. Lee was to Americans-a great and noble warrior who followed the dictates of honor and loyalty, even though it meant civil war in a country to which he'd devoted his life. Significant data were generated by the Commission's National Survey of Criminal Victims, the first of its kind conducted on such a scope. The survey found that not only do Americans experience far more crime than they report to the police, but they talk about crime and the reports of crime engender such fear among citizens that the basic quality of life of many Americans has eroded. The core conclusion of the Commission, however, is that a significant reduction in crime can be achieved if the Commission's recommendations (some 200) are implemented. The recommendations call for a cooperative attack on crime by the Federal Government, the States, the counties, the cities, civic organizations, religious institutions, business groups, and individual citizens. Black colonists also stole and destroyed food to ward off hunger and carve out tenuous spaces of freedom. Hunger was a means of power and a weapon of war. In No Useless Mouth, Rachel B. Herrmann argues that Native Americans and formerly enslaved black colonists ultimately lost the battle against hunger and the larger struggle for power because white British and United States officials curtailed the abilities of men and women to fight hunger on their own terms. By describing three interrelated behaviors—food diplomacy, victual imperialism, and victual warfare—the book shows that, during this tumultuous period, hunger prevention efforts offered strategies to claim power, maintain communities, and keep rival societies at bay. Herrmann shows how Native Americans, free blacks, and enslaved peoples were useful mouths—not mere supplicants for food, without rights or power—who used hunger for cooperation and violence, and took steps to circumvent starvation. Her wide-ranging research on black Loyalists, Iroquois, Cherokee, Creek, and Western Confederacy Indians demonstrates that hunger creation and prevention were tools of diplomacy and warfare available to all people involved in the American Revolution. Placing hunger at the center of these struggles foregrounds the contingency and plurality of power in the British Atlantic during the Revolutionary Era.
