epsa pre boot system assessment: Enhancing the Resilience of the Nation's Electricity System National Academies of Sciences, Engineering, and Medicine, Division on Engineering and Physical Sciences, Board on Energy and Environmental Systems, Committee on Enhancing the Resilience of the Nation's Electric Power Transmission and Distribution System, 2017-10-25 Americans' safety, productivity, comfort, and convenience depend on the reliable supply of electric power. The electric power system is a complex cyber-physical system composed of a network of millions of components spread out across the continent. These components are owned, operated, and regulated by thousands of different entities. Power system operators work hard to assure safe and reliable service, but large outages occasionally happen. Given the nature of the system, there is simply no way that outages can be completely avoided, no matter how much time and money is devoted to such an effort. The system's reliability and resilience can be improved but never made perfect. Thus, system owners, operators, and regulators must prioritize their investments based on potential benefits. Enhancing the Resilience of the Nation's Electricity System focuses on identifying, developing, and implementing strategies to increase the power system's resilience in the face of events that can cause large-area, long-duration outages: blackouts that extend over multiple service areas and last several days or longer. Resilience is not just about lessening the likelihood that these outages will occur. It is also about limiting the scope and impact of outages when they do occur, restoring power rapidly afterwards, and learning from these experiences to better deal with events in the future. |
epsa pre boot system assessment: Artefact Kinds Maarten Franssen, Peter Kroes, Thomas A.C. Reydon, Pieter E. Vermaas, 2013-10-04 This book is concerned with two intimately related topics of metaphysics: the identity of entities and the foundations of classification. What it adds to previous discussions of these topics is that it addresses them with respect to human-made entities, that is, artefacts. As the chapters in the book show, questions of identity and classification require other treatments and lead to other answers for artefacts than for natural entities. These answers are of interest to philosophers not only for their clarification of artefacts as a category of things but also for the new light they may shed on these issue with respect to to natural entities. This volume is structured in three parts. The contributions in Part I address basic ontological and metaphysical questions in relation to artefact kinds: How should we conceive of artefact kinds? Are they real kinds? How are identity conditions for artefacts and artefact kinds related? The contributions in Part II address meta-ontological questions: What, exactly, should an ontological account of artefact kinds provide us with? What scope can it aim for? Which ways of approaching the ontology of artefact kinds are there, how promising are they, and how should we assess this? In Part III, the essays offer engineering practice rather than theoretical philosophy as a point of reference. The issues addressed here include: How do engineers classify technical artefacts and on what grounds? What makes specific classes of technical artefacts candidates for ontologically real kinds, and by which criteria? |

epsa pre boot system assessment: The Playful Machine Ralf Der, Georg Martius, 2012-01-11 Autonomous robots may become our closest companions in the near future. While the technology for physically building such machines is already available today, a problem lies in the generation of the behavior for such complex machines. Nature proposes a solution: young children and higher animals learn to master their complex brain-body systems by playing. Can this be an option for robots? How can a machine be playful? The book provides answers by developing a general principle---homeokinesis, the dynamical symbiosis between brain, body, and environment---that is shown to drive robots to self- determined, individual development in a playful and obviously embodiment- related way: a dog-like robot starts playing with a barrier, eventually jumping or climbing over it; a snakebot develops coiling and jumping modes; humanoids develop climbing behaviors when fallen into a pit, or engage in wrestling-like scenarios when encountering an opponent. The book also develops guided self-organization, a new method that helps to make the playful machines fit for fulfilling tasks in the real world. The book provides two levels of presentation. Students and scientific researchers interested in the field of robotics, self-organization and dynamical systems theory may be satisfied by the in-depth mathematical analysis of the principle, the bootstrapping scenarios, and the emerging behaviors. But the book additionally comes with a robotics simulator inviting also the non- scientific reader to simply enjoy the fabulous world of playful machines by performing the numerous experiments. |

epsa pre boot system assessment: Terrorism and the Electric Power Delivery System National Research Council, Division on Engineering and Physical Sciences, Board on Energy and Environmental Systems, Committee on Enhancing the Robustness and Resilience of Future Electrical Transmission and Distribution in the United States to Terrorist Attack, 2012-11-25 The electric power delivery system that carries electricity from large central generators to customers could be severely damaged by a small number of well-informed attackers. The system is inherently vulnerable because transmission lines may span hundreds of miles, and many key facilities are unguarded. This vulnerability is exacerbated by the fact that the power grid, most of which was originally designed to meet the needs of individual vertically integrated utilities, is being used to move power between regions to support the needs of competitive markets for power generation. Primarily because of ambiguities introduced as a result of recent restricting the of the industry and cost pressures from consumers and regulators, investment to strengthen and upgrade the grid has lagged, with the result that many parts of the bulk high-voltage system are heavily stressed. Electric systems are not designed to withstand or quickly recover from damage inflicted simultaneously on multiple components. Such an attack could be carried out by knowledgeable attackers with little risk of detection or interdiction. Further well-planned and coordinated attacks by terrorists could leave the electric power system in a large region of the country at least partially disabled for a very long time. Although there are many examples of terrorist and military attacks on power systems elsewhere in the world, at the time of this study international terrorists have shown limited interest in attacking the U.S. power grid. However, that should not be a basis for complacency. Because all parts of the economy, as well as human health and welfare, depend on electricity, the results could be devastating. Terrorism and the Electric Power Delivery System focuses on measures that could make the power delivery system less vulnerable to attacks, restore power faster after an attack, and make critical services less vulnerable while the delivery of conventional electric power has been disrupted. |
epsa pre boot system assessment: A Brief History of String Theory Dean Rickles, 2014-02-18 During its forty year lifespan, string theory has always had the power to divide, being called both a 'theory of everything' and a 'theory of nothing'. Critics have even questioned whether it qualifies as a scientific theory at all. This book adopts an objective stance, standing back from the question of the truth or falsity of string theory and instead focusing on how it came to be and how it came to occupy its present position in physics. An unexpectedly rich history is revealed, with deep connections to our most well-established physical theories. Fully self-contained and written in a lively fashion, the book will appeal to a wide variety of readers from novice to specialist. |

epsa pre boot system assessment: Toward a Sustainable Energy Future International Energy Agency, Organisation for Economic Co-operation and Development, 2001 The manner in which we produce & consume energy is of crucial importance to sustainable development, as energy has deep relationships with each of its three dimensions -- the economy, the environment & social welfare. These relationships develop in a fast-moving & complex situation characterized by increasing globalisation, growing market liberalisation & new technologies, as well as by growing concerns about climate change & energy-supply security. In order to make energy an integral part of sustainable development, new policies need to be developed. Such policies must strike a balance among the three dimensions of sustainable development. They must reduce our exposure to large-scale risk. The IEA has synthesized a number of experiences with policies aimed to promote sustainable development. These experiences are reported in seven subject chapters on energy supply security, market reform, improving energy efficiency, renewable energies, sustainable transport, flexibility mechanisms for greenhouse gas reductions & on non-Member countries. |

epsa pre boot system assessment: The Dialectic of Freedom Maxine Greene, 1988 Special 2018 Edition From the new Introduction by Michelle Fine, Graduate Center, CUNY : Why now, you may ask, should I return to a book written in 1988? Because, in Maxine's words: 'When freedom is the question, it is always time to begin.' In The Dialectic of Freedom, Maxine Greene argues that freedom must be achieved through continuing resistance to the forces that limit, condition, determine, and—too frequently—oppress. Examining the interrelationship between freedom, possibility, and imagination in American education, Greene taps the fields of philosophy, history, educational theory, and literature in order to discuss the many struggles that have characterized Americans’ quests for freedom in the midst of what is conceived to be a free society. Accounts of the lives of women, immigrants, and minority groups highlight the ways in which Americans have gone in search of openings in their lived situations, learned to look at things as if they could be otherwise, and taken action on what they found. Greene presents a unique overview of American concepts and images of freedom from Jefferson’s time to the present. She examines the ways in which the disenfranchised have historically understood and acted on their freedom—or lack of it—in dealing with perceived and real obstacles to expression and empowerment. Strong emphasis is placed on the focal role of the arts and art experience in releasing human imagination and enabling the young to reach toward their vision of the possible. The author concludes with suggestions for approaches to teaching and learning that can provoke both educators and students to take initiatives, to transcend limits, and to pursue freedom—not in solitude, but in reciprocity with others, not in privacy, but in a public space. “Greene triumphs in her search for a critical aesthetic to inform education.” —Harvard Educational Review “It is a book that deserves to be read by all who teach.” —Journal of Aesthetic Education |
epsa pre boot system assessment: Cyclical Patterns of Systemic Risk Metrics: Cross-Country Analysis Mr.Plamen K Iossifov, Tomas Dutra Schmidt, 2021-02-05 We analyze a range of macrofinancial indicators to extract signals about cyclical systemic risk across 107 economies over 1995–2020. We construct composite indices of underlying liquidity, solvency and mispricing risks and analyze their patterns over the financial cycle. We find that liquidity and solvency risk indicators tend to be counter-cyclical, whereas mispricing risk ones are procyclical, and they all lead the credit cycle. Our results lend support to high-level accounts that risks were underestimated by stress indicators in the run-up to the 2008 global financial crisis. The policy implications of conflicting risk signals would depend on the phase of the credit cycle. |
epsa pre boot system assessment: Constitutionalism and Democracy Richard Bellamy, 2017-07-05 Constitutionalism and democracy have been interpreted as both intimately related and intrinsically opposed. On the one hand constitutions are said to set out the rules of the democratic game, on the other as constraining the power of the demos and their representatives to rule themselves - including by reforming the very processes of democracy itself. Meanwhile, constitutionalists themselves differ on how far any constitution derives its authority from, and should itself be subject to democratic endorsement and interpretation. They also dispute whether constitutions should refer solely to democratic processes, or also define and limit democratic goals. Each of these positions produces a different view of judicial review, the content and advisability of a Bill of Rights and the nature of constitutional politics. These differences are not simply academic positions, but are reflected in the different types of constitutional democracy found in the United States, continental Europe, Britain and many commonwealth countries. The selected essays explore these issues from the perspectives of law, philosophy and political science. A detailed and informative introduction sets them in the context of contemporary debates about constitutionalism. |

epsa pre boot system assessment: The Tocco of the Greek Realm Nada Zečević, 2015-01-01 This book is about the Tocco family, the most prominent kindreds in Latin Greece during the 14th and 15th centuries. Originally from the Italian South, their five generations ruled the Greek regions of the Heptanese, Epiros and Peloponnese. By exploring the elaborate structures of their power, this monograph reveals an intricate nexus of dynamic personal and political relations, as well as larger socio-historical processes that transformed this family from junior nobility of the Angevin Naples into independent elite ruling a region on the crossroads between the Byzantine East and the Latin West. In doing so, this saga of the Tocco nobility, power and migration gives a critical overview of the early-modern and modern scholarship dealing with this family, cross-examining, at the same time, a most extensive pool of primary sources: Latin and Greek narratives, family documents and genealogies until now largely unpublished or little known to the scholarship, legal sources and diplomatic correspondence, commercial books and archeological reports. |

epsa pre-boot system assessment: Terrorism and the Electric Power Delivery System National Research Council, Division on Engineering and Physical Sciences, Board on Energy and Environmental Systems, Committee on Enhancing the Robustness and Resilience of Future Electrical Transmission and Distribution in the United States to Terrorist Attack, 2012-11-25 The electric power delivery system that carries electricity from large central generators to customers could be severely damaged by a small number of well-informed attackers. Terrorism and the Electric Power Delivery System focuses on measures that could make the power delivery system less vulnerable to attacks, restore power faster after an attack, and make critical services less vulnerable while the delivery of conventional electric power has been disrupted. |
epsa pre-boot system assessment: A Brief History of String Theory Dean Rickles, 2014-02-18 During its forty year lifespan, string theory has always had the power to divide, being called both a 'theory of everything' and a 'theory of nothing'. Fully self-contained and written in a lively fashion, the book will appeal to a wide variety of readers from novice to specialist. |

epsa pre-boot system assessment: Toward a Sustainable Energy Future International Energy Agency, Organisation for Economic Co-operation and Development, 2001 The manner in which we produce & consume energy is of crucial importance to sustainable development, as energy has deep relationships with each of its three dimensions -- the economy, the environment & social welfare. These experiences are reported in seven subject chapters on energy supply security, market reform, improving energy efficiency, renewable energies, sustainable transport, flexibility mechanisms for greenhouse gas reductions & on non-Member countries. |

epsa pre-boot system assessment: The Dialectic of Freedom Maxine Greene, 1988 Special 2018 Edition From the new Introduction by Michelle Fine, Graduate Center, CUNY : Why now, you may ask, should I return to a book written in 1988? “Greene triumphs in her search for a critical aesthetic to inform education.” —Harvard Educational Review “It is a book that deserves to be read by all who teach.” —Journal of Aesthetic Education |
epsa pre-boot system assessment: Cyclical Patterns of Systemic Risk Metrics: Cross-Country Analysis Mr.Plamen K Iossifov, Tomas Dutra Schmidt, 2021-02-05 We analyze a range of macrofinancial indicators to extract signals about cyclical systemic risk across 107 economies over 1995–2020. The policy implications of conflicting risk signals would depend on the phase of the credit cycle. |
epsa pre-boot system assessment: Constitutionalism and Democracy Richard Bellamy, 2017-07-05 Constitutionalism and democracy have been interpreted as both intimately related and intrinsically opposed. A detailed and informative introduction sets them in the context of contemporary debates about constitutionalism. |

epsa pre-boot system assessment: The Tocco of the Greek Realm Nada Zečević, 2015-01-01 This book is about the Tocco family, the most prominent kindreds in Latin Greece during the 14th and 15th centuries. |
