Major sources of innovative capacity are the new knowledge and trained students generated by U.S. research universities. However, many of the complex technical and societal problems the United States faces cannot be addressed by the traditional model of individual university research groups headed by a single principal investigator. Instead, they can only be solved if researchers from multiple institutions and with diverse expertise combine their efforts. The National Science Foundation (NSF), among other federal agencies, began to explore the potential of such center-scale research programs in the 1970s and 1980s; in many ways, the NSF Engineering Research Center (ERC) program is its flagship program in this regard. The ERCs are interdisciplinary, multi-institutional centers that join academia, industry, and government in partnership to produce transformational engineered systems and engineering graduates who are adept at innovation and primed for leadership in the global economy. To ensure that the ERCs continue to be a source of innovation, economic development, and educational excellence, A New Vision for Center-Based Engineering Research explores the future of center-based engineering research, the skills needed for effective center leadership, and opportunities to enhance engineering education through the centers.

Several projects have been implemented to track the development of new firms, from the emergence of a business idea and organization of a start-up team through the birth of an operational business. The U.S. projects (the first and second Panel Studies of Entrepreneurial Dynamics, known as PSED I and II) have counterparts in a number of other countries: Australia, Canada, China, Latvia, Netherlands (two projects), Norway, and Sweden. These eleven projects in nine countries, implemented over the past decade, are at different stages of development and have been utilized for a wide range of assessments of entrepreneurial and business creation phenomena. This volume presents the state of the art of these international research projects, providing the first in-depth comparison of the firm creation data across a wide range of national contexts. However, institutions face a lack of guidance on how to establish effective programs, what challenges they are likely to encounter, and what strategies other organizations have used to address the issues that arise. This advice is needed to harness the excitement generated by the concept of convergence and channel it into the policies, structures, and networks that will enable it to realize its goals. Convergence investigates examples of organizations that have established mechanisms to support convergent research. Gray, Drew Rivers, 2012-09-18 At a time when scientific and technical innovation now requires a multitude of heterogeneous inputs and expertise from the public and private sectors alike, cooperative research centers (CRCs) have emerged as the predominant vehicle for cross-sector collaboration. In the U.S. alone, there are thousands of CRCs on university campuses, and agencies like the National Science Foundation, National Institutes of Health, Department of Defense, and more recently the Department of Energy fund CRCs to address some of the nation’s most formidable challenges with science and technology, including cancer and other diseases, terrorism surveillance and the detection of weapons of mass destruction, and new energy technologies and smart energy grid development. Industry oftentimes participates in CRCs for access to knowledge, capacity development, and to mitigate risk. This volume includes research investigating CRCs from North America, Europe, Australia, and Asia to explore the dynamics of CRCs, including but not limited to resource allocation, structure, level of sponsorship, organization and membership, management and operations, objectives and goals, and in doing so identifies both differences and similarities across institutional and national contexts. The volume sheds light on the role of CRCs in promoting innovation, S&T policy, and economic development, and on the practical aspects of successful CRC management. Moreover, the works included in the volume consider the implications for the various stakeholder groups (firms, universities, researchers, students, policymakers) invested in CRCs.

One of the defining features of the U.S. economy is a high level of entrepreneurial activity. Entrepreneurs in the United States see opportunities and are willing and able to assume risk to bring new welfare-enhancing, wealth-generating technologies to the market. Yet, although discoveries in areas such as genomics, bioinformatics, and nanotechnology present new opportunities, converting these discoveries into innovations for the market involves substantial challenges. The American capacity for innovation can be strengthened by addressing the challenges faced by entrepreneurs. Public-private partnerships are one means to help entrepreneurs bring new ideas to market. The Small Business Technology Transfer (STTR) and the Small Business Innovation Research (SBIR) program form one of the largest examples of U.S. public-private partnerships. In the SBIR Reauthorization Act of 2000, Congress tasked the National Research Council with undertaking a comprehensive study of how the SBIR program has stimulated technological innovation and used small businesses to meet federal research and development needs and with recommending further improvements to the program. When reauthorizing the SBIR and STTR programs in 2011, Congress expanded the study mandate to include a review of the STTR program. This report builds on the methodology and outcomes from the previous review of SBIR and assesses the STTR program.
